Nhờ anh phổ biến E-MAIL này đến các chủ tịch, các hội đồng và các thành viên khác trong TTCSVNCH-HN.
Cách đây một năm (tháng 10/2010),tôi đến dự Đại Hội Bất Thường của TTCSVNCH-HN tại Orange County, California, với tư cách một người
khách danh dự.

Ngày sau, Tân Chủ Tịch Hội Đồng Đại Diện Phó Đề Đốc Hồ Văn Kỳ Thoại đại diện Tập Thể mời tôi tham dự vào TTCSVNCH,
và tôi đã chấp nhận.

Một năm qua tôi nhận xét trong Tập thể và nhứt là kỳ hội ở Houston có nhiều phần tử thiên cộng .

Vì vậy tôi quyết định rút lui ra khỏi TTCSVNCH-HN.

Thưa qúy Niên Trưởng và qúy Chiến hữu,

Qua văn thư số 64/TH CSQG ngày 30-9-11 của Tổng Hội Trưởng Phan Tấn Ngưu, thay mặt Hội Đồng Chấp Hành TH/CSQG ký phổ biến, có đề cập đến cá nhân và vị trí của tôi… nên tôi xin được giải thích như sau :

1. Trong điểm một (1) có hai việc :

Việc thứ nhứt nói về văn thư ngày 26-9-11 của HĐGS đã nêu vấn đề đại hội cần phải tu chính bản Điều Lệ trước rồi mới bầu nhân sự sau mới đúng.

Tôi đã giải thích với HĐGS rồi và xin cho biết phương cách vừa nói có qui định trong bản Điều Lệ không ?

TTCS là một tổ chức quân nhân…. mà quân nhân thì phải kỷ luật. Mỗi việc làm đều được qui định trước… Hơn nữa đây là Đại Hội và việc thay đổi danh xưng không có dự trù trong chương trình và trong bản Điều Lệ TTCS cũng không có điều nào nói về vấn đề nầy cả và việc thay đổi danh xưng nầy cũng không phải là lần thứ nhứt và cũng không nghe HĐGS nêu lên lúc trước. Tại sao bây giờ lại nêu lên ? Làm việc tùy hứng chăng ? Đây có phải là tại vì Đại Hội được tổ chức ở Houston và MVT được chọn bầu nên sống gió mới nổi lên. Có phải vậy không ? Xin can đảm nói thật với lương tâm đi. Thế thôi.

Việc thứ hai nói về thư ngỏ ngày 14-9-11 của TTĐH/AC cực lực phản đối việc NT MVT giữ chức vụ Chủ tịch HĐĐH vì đã có lập trường không phù hợp với chủ trương đường lối của TTCS với bài nói chuyện trước đây, có đoạn đã tỏ ra biết ơn Cộng Sản đã có công thống nhứt đất nước.

Vấn đề nầy tôi cũng đã gởi Thơ Không Niêm giải thích từ điểm một cho TTĐH/AC rồi…vì nó đã xẩy ra nhiều lần trong 16 năm qua mỗi khi tôi lên tiếng hoạt động.

Nói rằng tôi có lập trường không phù hợp với chủ trương đường lối của TTCS vì đã tỏ ra biết ơn cộng sản đã có công thống nhứt đất nước…thì xin hỏi TTĐH/AC : “lập trường của tôi như thế nào? “ mới nói phù hợp hay không phù hợp được.

Còn nói rằng “tôi đã tỏ ra biết ơn cộng sản... rồi lấy đó cho là lập trường của tôi…. thì thật là người viết không biết gì hết, con ếch đang phình bụng để trở thành con bò.
Hơn nữa tôi tỏ ra biết ơn cộng sản có công thống nhứt đất nước… chớ tôi đâu có biết ơn chế độ cộng sản đâu.

Cần phân biệt rõ ràng sự việc và can đảm nhìn nhận sự thật. Thêm nữa, lấy lập trường để nói không phù hợp với chủ trương đường lối ….thì thật là quái gở vì đây là ba điểm chính trị khác nhau thì làm sao phù hợp cho được. TTĐH/AC nói thì nhiều mà chẳng hiểu gì cả.

2. Về việc Niên Trưởng HVKThoại đã tuyên bố từ chức Chủ tịch HĐĐD vì Đại Hội không chấp nhận ý kiến của Ông…Việc nầy có ghi trong Biên Bản vì đã xẩy ra khi trao đổi ý kiến… nhưng không có sự chấp thuận của Đại Hội và cũng không có sự biểu quyết nào cả…nên cương vị của Niên Trưởng HVKThoại không có gì thay đổi.
Tổng Hội Trưởng TH/CSQG viết đoạn nầy không rõ ràng nên người đọc hiểu sao cũng được cả. Đó là sự thật.

3. Điểm chót của văn thư TH/CSQG là “ Hội Đồng Chấp Hành xin thông báo cùng qúy Niên Trưởng và qúy Chiến hữu : Tổng Hội và các Hội CSQG không chấp nhận sự đại diện hay điều hợp của ban lãnh đạo TTCS hiện thời cho đến khi các thành viên của TTCS cải tổ lại cơ cấu lãnh đạo TTCS VNCH Hải Ngoại ”.

Thật là quá rõ ràng. Điểm nầy đã chứng tỏ quan niệm và thái độ của TH/CSQG được tóm tắt như sau :

a. Vô kỷ luật : công khai phát biểu « không chấp nhận sự đại diện hay điều hợp của ban lãnh đạo TTCS hiện thời…». Đây là bằng cớ giấy trắng mực đen.
Trân trọng yêu cầu HĐGS và HĐTV cho biết ý kiến.

b. Mâu thuẫn Tự do Dân chủ : chuyện gì không do phe nhóm mình sắp xếp tổ chức thực hiện thì « không chấp nhận »… gián tiếp chứng minh dư luận CSQG muốn nắm TTCS, chỉ huy quân đội.

c. Chống đối HVKT và MVT : Vì hai người nầy không nằm trong quỹ đạo của họ.

d. Bản chất không thay đổi : Hoạt động vì quyền lợi phe nhóm hơn là vì ích lợi chung, vì quyền lợi dân tộc.

4. Tóm lại, tình trạng TTCS VNCH HN hiện nay là như thế. Tôi đã biết và đã nói ngay tại Houston là anh em đã liệng lên vai “ người lính già ” nầy một bao muối quá nặng, e rằng sẽ vác không nổi… Nhưng rồi lại tự cho đây là cái nghiệp, cái số và cũng tự nghĩ không còn bao nhiêu năm nữa…thôi thì cố gắng tiếp tục làm để lại cái gì cho con cháu và luơng tâm được an bình trước khi nằm xuống.
Tôi đã ăn cơm nhà, vác ngà voi từ sau 1975 đến nay. Nhà tôi cũng vừa nằm xuống. Bổn phận đối với con cháu cũng đã đầy đủ. Có thể trong trận chiến chót nầy tôi sẽ được tự do quyết định hơn trước nhiều.

Sau thơ giải thích nầy, tôi sẽ tập trung vào công việc củng cố nội bộ, sắp xếp nhân sự, đặt chương trình hoạt động để gây dựng niềm tin cho TTCS… Rất mong được qúy Niên Trưởng và qúy Chiến hữu giúp đỡ cho. Giấy rách cũng phải giữ lấy lề.

DOJ asks Congress to criminalize using pseudonyms, lying online
The U.S. Department of Justice asked Congress to expand the federal law it relies on to prosecute computer crimes to cover more offenses and impose stronger penalties. The proposed changes will also make it possible to prosecute people for lying online. Congress needs to revise the Computer Fraud and Abuse Act and related legislation so that the DOJ can go after online criminals more effectively, Richard Downing, deputy section chief of the Computer Crimes division at the DOJ said at a Nov. 15 hearing before the House Judiciary Committee's Subcommittee on Crime, Terrorism and Homeland Security.

Để xây dựng một cầu vượt đi bộ phải tốn 1-2 tỷ đồng nhưng tại Sài Gòn hiệu quả các công trình này rất hạn chế, gây lãng phí lớn. Trong khi đó, ngành giao thông đang tiếp tục dự định xây thêm một số cầu bộ hành nhằm giảm ùn tắc và tai nạn. Đọc lá thư thỉnh cầu thống thiết xong tui hoang mang về đạo nghĩa người Việt quá! Rảnh nhảm nên nói lại chuyện này nghe chơi. Trong vụ Mai Phương Thúy có khá nhiều tình tiết bi hài, buồn cười nhất là loạt ảnh bị cho là dâm tục hóa áo dài đó đã được in thành lịch bày bán rộng rãi ngoài hệ thống Fahasa cách đây 4 năm – khi ấy Mai Phương Thúy vẫn còn phụ thuộc nhiều thứ vào NTK/ ông bầu Việt Hùng; mà không thấy ai ý kiến ý cò gì. Mới đây, rảnh nhảm lục lọi máy thấy đống hình cũ – nhiếp ảnh Quốc Huy bèn post lên FB coi chơi; một phóng viên mạng xin lấy lại mang về báo nhà đăng lên và giật tít: “Hôm nay người cắn chó chứ không phải chó cắn người, đề nghị các nhà quản lý văn hóa quần què cho ý kiến để làm sao chó lại cắn người như truyền thống xưa nay vốn vậy!”. Thế là thành chuyện lớn! Dự đoán màn bi hài kế tiếp vụ Bộ VHTT&DL đòi xử Mai Phương Thúy nè: Thủ tướng Nguyễn Tấn Dũng sau khi lo xong vụ Tiên Lãng sẽ có nhiều thời gian rảnh nhảm để nghiên cứu các thể loại bưởi khủng và xử lý một số em lộ hàng. Biết đâu chừng anh lại trẻ ra chục tuổi, mắt sáng, tai thính để lo cho dân cho nước. Ô hô! Anh mình thật vãi Luyện!!!

Cũng giống như ông Nicolas Sarkozy, ngay sau khi nhậm chức, tân tổng thống Pháp François Hollande chiều nay 15/05/2012, bay sang Berlin để gặp thủ tướng Đức Angela Merkel. Việc tân tổng thống Pháp dành chuyến công du ngoại quốc đầu tiên cho nước Đức làm nổi rõ quan hệ đặc biệt giữa hai nước đầu tàu của châu Âu, nhưng mối quan hệ này đang gặp cơn thử thách Hy Lạp.

Mối quan hệ đặc biệt giữa hai kẻ cựu thù trong Thế chiến thứ hai đã bắt đầu từ năm 1962, khi tướng de Gaulle và thủ tướng Konrad Adenauer hòa giải với nhau. Tiếp đến, tổng thống François Mitterrand và thủ tướng Helmut Kohl đã chôn vùi vĩnh viễn quá khứ chiến tranh với cái nắm tay lịch sử ở Douaumont ( vùng Meuse ) năm 1984.

Sang Berlin hôm nay, ông Hollande như vậy là chỉ tiếp nối truyền thống sẵn có, nhất là vì trong công cuộc xây dựng châu Âu hợp nhất, Pháp và Đức vẫn là hai cột trụ chính. Thật ra, theo lời thủ tướng Đức, cuộc gặp gỡ đầu tiên chiều nay với tổng thống Pháp sẽ không đưa ra một quyết định quan trọng này, mà chỉ là dịp để hai nhà lãnh đạo « làm quen với nhau ».

Trong thời gian tranh cử tổng thống Pháp, bà Merkel đã từ chối tiếp ông Hollande và đã công khai ủng hộ ông Sarkozy, cũng là một nhân vật cánh hữu bảo thủ như bà. Nhưng sau khi ông Hollande đắc cử, thủ tướng Đức đã tuyên bố sẽ « dang rộng vòng tay » đón tân tổng thống Pháp. Hôm thứ bảy vừa qua, bà Merkel cũng đã tuyên bố tin tưởng vào một « đối tác ổn định », bởi vì giữa Đức và Pháp không thể nào khác được.

Thế nhưng, đó chỉ là những lời lẽ mang tính ngoại giao, chứ giữa ông Hollande và bà Merkel, ngoài sự đối chọi về lập trường chính trị, còn bất đồng với nhau về phương cách đối phó với khủng hoảng trong khu vực đồng euro.

Trước khi đắc cử tổng thống, ông Hollande đã tuyên bố muốn thương lượng lại hiệp ước về kỷ luật ngân sách, đã được 25 trên 27 quốc gia thành viên Liên hiệp châu Âu ký kết. Hiệp ước này nhằm giải quyết cuộc khủng hoảng nợ công của khu vực đồng euro, chủ yếu bằng những biện pháp thắt lưng buộc bụng. Tân tổng thống Pháp muốn thêm vào hiệp ước này những biện pháp nhằm kích thích tăng trưởng, nhưng thủ tướng Merkel vẫn không chấp nhận thương lượng lại.

Thật ra thì thủ tướng Đức cũng sẵn sàng thêm vào hiệp ước những biện pháp kích thích tăng trưởng, nhưng là bằng những cải tổ cơ cấu, nhất là cải tổ thị trường lao động, ngành giáo dục và giảm nạn quan liêu giấy tờ, trong khi đó tân tổng thống Pháp thì lại chủ trương kích thích tăng trưởng bằng việc tài trợ cho các dự án lớn.

Trên đài truyền hình France 2 tối hôm qua, tổng thống Hollande cho biết ông muốn thảo luận « một cách rất thẳng thắn » với thủ tướng Đức để tìm ra những « thỏa hiệp đúng đắn ». Dầu sao, trong bối cảnh khủng hoảng chính trị ở Hy Lạp đang đe dọa sự tồn tại của khối euro, hai nhà lãnh đạo Pháp Đức buộc phải nhanh chóng tìm ra đồng thuận.

Điều mà các nhà quan sát đang chăm chú theo dõi đó là liệu ông Hollande có đủ bản lĩnh để đảo ngược lại tương quan lực lượng giữa Pháp với Đức hay không. Dưới thời ông Sarkozy, người ta có cảm tưởng như là bà Merkel áp đặt mọi thứ và nước Đức quyết định thay cho mọi người. Nay, với sự ủng hộ của nhiều nước châu Âu khác đối với chủ trương kích thích tăng trưởng do ông đề ra, có thể là tân tổng thống Hollande sẽ có thêm ưu thế trong mối quan hệ với thủ tướng Merkel.

Sau đó, cả hai có một số “giao dịch tình dục” để sắp xếp cho Tử Di phục vụ một số nhân vật cấp cao, trong đó có ông Bạc, với giá 10 triệu nhân dân tệ.
