The British street artist Banksy has financed a boat to rescue refugees attempting to reach Europe from north Africa, the Guardian can reveal.The vessel, named Louise Michel after a French feminist anarchist, set off in secrecy on 18 August from the Spanish seaport of Burriana, near Valencia, and is now in the central Mediterranean where on Thursday it rescued 89 people in distress, including 14 women and four children.
It is now looking for a safe seaport to disembark the passengers or to transfer them to a European coastguard vessel.

Italy’s far-right former interior minister Matteo Salvini goes on trial on Saturday on kidnapping charges over an incident in 2019 when 116 migrants were prevented from disembarking a coastguard ship in the Mediterranean.
Prosecutors in the Sicilian city of Catania accuse the League party leader of abusing his powers to block people from disembarking from the Gregoretti coastguard boat under his “closed ports” policy.
The 47-year-old called on his supporters to descend on the courtroom in Catania to protest against what he has described as a plot against him. “I will plead guilty to defending Italy and the Italians,” Salvini told the press last week.
The case coming before the court on Saturday relates to a group of migrants who were rescued in the Mediterranean in two separate operations on 25 June last year after five days at sea. There were 15 unaccompanied children among them.
They were transferred to the Gregoretti on 26 July, then held on the overcrowded patrol vessel under a fierce summer sun – despite a scabies outbreak and a suspected case of tuberculosis.
Salvini’s attempts to keep his anti-migrant rhetoric front and centre in Italian politics this year, by linking the coronavirus pandemic to migrant arrivals, have failed to cut through.

In an interview with the Daily Telegraph, the Home Office’s clandestine channel threat commander, Dan O’Mahoney, said nets could be used to clog propellers and bring boats to a standstill as they attempt the crossing over the Dover Strait.O’Mahoney told the Telegraph: “It’s that type of thing, yes. So, safely disabling the engine and then taking the migrants onboard our vessel.”
The tactic is the latest tactic reported to be under consideration by ministers and officials alongside locking migrants up on oilrigs, sending them more than 5,000 miles away to Ascension Island in the south Atlantic and using water cannon to create waves to push back vessels.

Cyprus has announced the suspension of a “golden passport” scheme to sell citizenship to wealthy investors following a sting by investigative journalists.
Al Jazeera’s investigative unit filmed high-ranking Cypriot politicians, including the parliamentary speaker Demetris Syllouris, promising to support the sale of a Cypriot passport to representatives of a fictitious Chinese businessman with a money-laundering conviction.
The citizenship-through-investment scheme, which has been in operation in its current form since 2013, allowed foreign individuals to invest €2.5m (£2.26m) in the country in exchange for citizenship, raising a reported €7bn to sustain the country’s sclerotic economy.
The Twitter account of the presidency of Cyprus announced on Tuesday that the scheme in its current form would be abolished, citing abuse of the scheme’s provisions as well as historic weaknesses.
Undercover operatives from Al Jazeera posed as representatives of an invented Chinese businessman convicted of money-laundering. Under the rules of the scheme, such a conviction should have disqualified the fake businessman from applying.
However the reporters were repeatedly told that the rule could simply be circumvented or ignored if sufficient cash were invested.
One registered service provider claimed to have previously secured a Cypriot golden passport for an individual who had been jailed for two years for corruption, and suggested that the fake businessman alter his name to apply under a new identity.
“Of course we can change his name,” the service provider was reported to have said. “This is Cyprus.”
Syllouris, the president of the house of representatives, was filmed saying: “You can tell him that he will have, without mentioning my name or anybody else’s, full support from Cyprus. At any level – political, economic, social, everything – OK?”
Last November, Cyprus was forced to announce that 26 individuals would have their golden passports rescinded after an investigation by Reuters discovered that several Cambodian politicians, including the chief of police and finance minister, had used the scheme.

On Wednesday, authorities in Tripoli said Abd al-Rahman Milad, known as Bija, and suspected of being behind the drowning of dozens of people, has been arrested in the Hay-al-Andalusdistrict of the city and is now being detained by Rada special forces.
It is the first time that a senior figure of the Libyan coastguard has been arrested for human trafficking.
A UN security report published in June 2017 described Bija as a facilitator of human trafficking and part of a criminal network operating in Zawiyah, in north-west Libya, about 28 miles west of Tripoli.
Bija’s arrest was welcomed among NGOs, which have been denouncing the relationship between human traffickers and the Libyan coastguard for years. But it has sparked clashes between Zawiya militias and Rada forces near Janzour. Zawiya militias are reportedly threatening to turn off power supplies for Tripoli via the Zawiya refinery base unless Bija is released.
