    Australian expats in Hong Kong are feeling jittery about their future after Beijing imposed a new national security law that could lead to foreigners being arbitrarily detained. They say the move has hastened their plans to leave the financial hub amid calls from their government for its citizens to “reconsider” their need to stay there.

    The Australian government updated its travel advice for Hong Kong on Thursday to warn that its citizens “may be at increased risk of detention on vaguely defined national security grounds”. The warning was the second escalation in travel advice for the former British colony in a week. There are up to 100,000 Australians living in Hong Kong.

    “If you’re concerned about the new law, reconsider your need to remain in Hong Kong,” the travel advice said.

    Citizens could face prolonged spells in jail, without US consular support, or access to details of any alleged crime, the state department said.

    The warning, sent in an email to US citizens in China, comes after Beijing passed a national security law for
    Hong Kong, with the legislation drafted to cover people “from outside [Hong Kong]”, including non-residents.

    Lawyers and activists have warned China could use this assertion of extra-territorial jurisdiction – the legislation could theoretically be used to bring charges against any person from any country – to mute critics around the world.

    The state department did not specify what prompted the alert, but it did warn that criticism of the Chinese government, even in private communications, could be used against foreign citizens.


    “Security personnel may detain and/or deport US citizens for sending private electronic messages critical of the Chinese government,” it added, without citing specific examples.


    The email warned that US citizens might face detention “without access to US consular services or information about their alleged crime,” along with “prolonged interrogations and extended detention” for reasons related to state security.

    A property tycoon from Hong Kong wants to build a city in Ireland to host 50,000 emigrants from the semi-autonomous region in a plan he likens to the puritans arriving in America.

    Ko has pitched the plan, which would include schools that teach in Cantonese, to Irish officials, arguing it would fit the government’s stated desire to develop regions outside the capital.

    Of six locations under consideration the favourite was a site between Drogheda and Dundalk, near the border with Northern Ireland and within striking distance of Dublin airport, Ko told the Times, which first reported the story.

    “Hong Kong people are used to urban living. We want to go out at night, that sort of thing. So originally we thought the corridor between Dublin and Belfast might be suitable because of the infrastructure.

    “It’s also close to the Dublin airport. Hong Kong people are very used to flying to other countries to do business. But we are also open to other locations where maybe you’ll have a lot of tech companies or strong manufacturing, where the land may be even cheaper.”

    A department of foreign affairs spokesperson in Ireland confirmed there had been talks with Ko but appeared to pour cold water on the idea. “Following an initial approach in December 2019, the department had limited contact with the individuals involved to provide helpful and realistic guidance about Ireland. Since providing this guidance there has been no further action taken by the department in this matter,” they said.

    Earlier this week he told the Times he had drastically scaled down his original pitch – an autonomous city for 500,000 Hongkongers over 500 sq km – in response to the Irish feedback.


    Paddy Malone, a spokesperson for Dundalk’s chamber of commerce, said the M1 corridor region could host such a city. “We would be ideally located to facilitate this in that we have the infrastructure in place to cope with an expansion.”


    Settlers from Hong Kong would enjoy fast broadband, access to three airports and seven universities and be able to commute from Northern Ireland should they prefer to live in the UK, he said. “If it’s going to be accommodated in Ireland we are the prime location.”

    When the government’s plans to postpone
    the election were leaked earlier this week, amid growing Beijing control over the semi-autonomous region, and coming a day after 12 pro-democracy candidates were disqualified from running, it was immediately labelled an “assault on fundamental freedoms”.

    The postponement has sparked fury from opposition and pro-democracy groups.

    “Postponing the September elections for a year is a cynical move to contain a political emergency, not a public health one,” said Sophie Richardson of the charity Human Rights Watch.
