    LONDON, Anh (NV) – Lãnh tụ phía đối lập ở Anh, ông Jeremy Corbyn, mới đây lên tiếng cảnh cáo rằng Thủ Tướng Anh Boris Johnson “không thể đứng lên trên pháp luật,” sau khi ông Johnson nói sẽ từ chối không xin gia hạn Brexit, dù Hạ Viện Anh đã thông qua đạo luật ngăn không cho tiến hành Brexit nếu không có thỏa thuận với khối EU.

    Theo bản tin của tờ South China Morning Post, khi đến Norwich hôm Thứ Bảy, 7 Tháng Chín, nhà lãnh đạo đảng Lao Động Jeremy Corbyn nói rằng: “Chúng ta đang ở trong hoàn cảnh vô cùng đặc biệt khi thủ tướng nói rằng ông đứng trên pháp luật.”

    Theo ông Corbyn thì ông Johnson bị Hạ Viên buộc là phải ngăn ngừa việc rút khỏi EU nếu không có thỏa thuận với khối EU, và xin gia hạn thêm 3 tháng để có thời giờ chuẩn bị cho việc này.

    Các chuyên gia luật pháp đã lên tiếng khuyến cáo rằng ông Johnson có thể đi tù nếu ông từ chối tuân theo đạo luật đã được thông qua hôm Thứ Sáu và sẽ trở thành luật hôm Thứ Hai tuần tới.

    Một dân biểu phía đảng Bảo Thủ, ông Adam Tomkins, một cựu giáo sư luật, nói rằng ông Johnson nên từ chức hơn là vi phạm luật bằng cách thúc đẩy Brexit mà không có thỏa thuận.

    Trong một loạt các bản tweet gửi ra, ông Tomkins nói Thủ Tướng Johnson chỉ có một con đường duy nhất nếu ông từ chối không xin EU cho gia hạn Brexit: đó là từ chức.

    Activist Joshua Wong compares Hong Kong to Berlin in Cold War

    Democracy activist Joshua Wong is in Berlin following his detention at Hong Kong's airport. He urged the free world to stand by Hong Kong protesters against the long arm of China in the city.



    Hong Kong democracy activist Joshua Wong urged an audience in the German capital on Monday to stand together with protesters in the city against the "Chinese autocratic regime."

    Speaking at a media-sponsored human rights event at the German parliament, one of the most prominent faces of Hong Kong's pro-democracy movement likened ongoing protests to the role of Berlin during the Cold War.

    "If we are in a new Cold War, Hong Kong is the new Berlin," Wong told the audience, including German Foreign Minister Heiko Maas.

    The 22-year-old was arrested for 24 hours at Hong Kong airport on Sunday for allegedly breaching the terms of his bail and then he was freed to fly to Germany. He will travel onto the United States after the German leg of his tour.

    In a Facebook post directly before he boarded the plane to Germany, Wong stated that during the trip he would advocate for a German version of the Hong Kong human rights democracy act and also campaign for an end to "the sale and export of weapons to the Hong Kong police."

    'Illegal meetings'

    Wong has been an important figure in the anti-government protests which began on June 9. The protests were originally triggered by a draft law which would have allowed criminal suspects to be extradited to mainland China. Hong Kong Chief Executive Carrie Lam has since announced that the bill will be withdrawn.

    Wong was detained in August along with fellow activist Agnes Chow. They were accused of encouraging and participating in illegal meetings in June, but were released on bail shortly after.


    'Disappointed' in Merkel

    On Sunday, Wong told the German tabloid Bild that he was disappointed with how German Chancellor Angela Merkel acted on her recent visit to China. Merkel could have more "clearly called for free elections in Hong Kong" during her trip, said Wong.

    'Human chains'

    Meanwhile, hundreds of uniformed school students, many wearing masks, came out in solidarity with Wong and other anti-government protesters. The students formed human chains in districts across Hong Kong.

    "The school-based human chain is the strongest showcase of how this protest is deep rooted in society, so deep rooted that it enters through the school students," according to Alan Leong, former student at Wah Yan College in Kowloon in Hong Kong.

    Police say that they have arrested 157 people over the last three days, bringing the total number of arrests to 1,300 since the protests began three months ago.

    The ‘headline’ on this BBC article linked to by a Conservative Party Facebook ad isn’t the real headline





    “£14 billion pound cash boost for schools”

    A Conservative Party Facebook advert seems to have altered the headline of a BBC News article on an education spending announcement to make the government appear more generous than it is being.

    UPDATE: Since we published this fact check, a Conservative Party spokesperson has told the BBC: “It was not our intention to misrepresent by using this headline copy with the news link, where the BBC’s £7bn figure is clearly displayed, but we are reviewing how our advert headlines match accompanying links.” A BBC spokesperson said: “We are looking into this matter.”

    Earlier this month we wrote about a claim made by the government that spending on primary and secondary schools was being increased by £14 billion over the next three years. This is an unhelpful figure for two reasons. For one, it does not account for inflation. Also, it adds together all of the increases in spending for every year between now and 2022/23 (so the increase between 2019/20 and 2020/21, as well as 2019/20 and 2021/22, and so on.) The standard practice for discussing spending changes is to talk about them on a per year basis.

    While it’s not technically inaccurate, it may well be misleading—because this isn’t how people normally talk about spending increases, it makes the figure seem comparatively much larger than it really is.

    Now the figure is being used in an ad campaign being run by the Conservative Party on Facebook.

    These ads vary slightly but most say “We’re giving schools a record £14 billion, levelling up per pupil funding across the country.” We’ll have more on the ‘record’ and ‘per pupil funding’ claims soon.

    Some of the ads link to a page on the Conservative party website about the announcement. Others link to a BBC News article about it.

    However, this BBC article and the Conservative Party Facebook ad linking to it have a crucial difference—the headline.

    The BBC News article’s headline is ‘School spending: Multi-billion pound cash boost announcement’. The article then goes on to make clear that the £14 billion figure is “not normally how we talk about spending increases” and would “make the government seem more generous than it is in fact being.”

    But if you were looking at the ad the Conservative Party posted, you would be forgiven for thinking that the BBC headline actually read “£14 billion pound cash boost for schools”.

    We spoke to the BBC who told us that the headline on the article has never changed and so has never referred to the £14 billion.

    We’ve asked the Conservative Party whether it altered the headline for the purposes of the ad.

    This is misleading, particularly for readers who don’t click through to the article. It makes it appear that the BBC endorsed the £14 billion figure, when in fact they criticised it.

    It’s inappropriate for political parties, or any public body, to misrepresent the work of independent journalists in this way.

    At the time of writing, the various versions of the ad containing the altered headline had received somewhere between 222,000 and 510,000 impressions since 2 September. An impression is the number of times an ad appears on a screen and these numbers can includes multiple views by the same person.

    Demonstrators blocked Frankfurt highways for a greener traffic policy



    As Frankfurt's motor show opens its doors to the public, thousands of protesters demonstrated to demand action on climate change.

    Some highways temporarily closed for a cycling rally which descended on the city to join other protesters.

    The protest organisers want climate-neutral transport by 2035 and stronger German climate change policies. They also have decried a move towards larger SUVs.

    The protesters say they will continue their rally on Sunday and aim to demonstrate on the grounds of the motor show.

    Organisers said there were about 25,000 demonstrators made up of cyclists and pedestrians in the afternoon.

    UK has 12 days to set out plans - Finnish PM

    Boris Johnson has 12 days to set out his Brexit plans to the EU, according to Finland's prime minister.


    Antti Rinne said he and French President Emmanuel Macron agreed the UK needed to produce the proposals in writing by the end of September, adding if not, "then it's over".

    Finland currently holds the EU's rotating presidency.

    A Downing Street source said: "We will continue negotiating and put forward proposals at the appropriate time."

    Mr Johnson has said a deal is possible at a crucial summit of EU leaders on 17 October, but he has insisted Brexit will happen by the 31 October deadline, even if a deal is not agreed.

    The UK government said talks with the EU have been making progress since Mr Johnson came into No 10 in July.

    It said it had put forward "a number of proposals" as alternatives to the Irish border backstop - the policy aimed at preventing the return of a hard border on the island of Ireland and a key sticking point in former PM Theresa May's Brexit deal.

    But Mr Johnson has repeatedly refused to reveal details of the proposals in interviews, saying he did not want to negotiate in public.

    The EU has continued to criticise the UK for not putting any plans in writing.

    Earlier, the European Commission President, Jean-Claude Juncker, said a meeting with Mr Johnson on Monday had been "constructive".

    But he said until proposals had been put forward, "I will not be able to tell you, looking you straight in the eye, that any real progress has been achieved".

    Mr Rinne spoke to reporters after a meeting with the French president in Paris on Wednesday.

    He said: "We both agreed that it is now time for Boris Johnson to produce his own proposals in writing - if they exist.

    "If no proposals are received by the end of September, then it's over."

    The Finnish PM intends to discuss the new deadline with the President of the European Council, Donald Tusk, and Mr Johnson in the coming days, but the position has not yet been agreed with other EU nations.

    'Fundamentally different deal'

    Commons leader Jacob Rees-Mogg insisted the prime minister was on course to deliver a "fundamentally different" Brexit deal to ensure the UK leaves on October 31.

    He told a Telegraph event that to achieve such an outcome the government had to "listen very carefully to what the DUP says".

    On Wednesday, DUP leader Arlene Foster told business leaders in Dublin that she wanted a solution to Brexit that does not affect Northern Ireland's constitutional position.

    Mrs Foster - whose party's support had until recently given the Conservatives a majority in Parliament - said a Brexit deal "will not be achieved that involves a backstop - whether it is UK-wide or Northern Ireland specific".

    The whole of the UK had to leave the customs union and single market, she said.

    But she added that the DUP was prepared to "look at Northern Ireland-specific solutions achieved with the support and consent of the representatives of the people of Northern Ireland".

    It comes as the legal battle over the suspension of the UK Parliament is to go into a third day at the Supreme Court later.

    The UK government is arguing the decision to prorogue Parliament was a political matter and not for the courts to "design a set of rules" around it.

    But campaigners say the move was used "for an improper purpose" - to stop MPs scrutinising Mr Johnson's plans in the run up to Brexit on 31 October.

    The prime minister prorogued Parliament earlier this month for five weeks, with MPs not scheduled to return until 14 October.

    Mr Rees-Mogg, who travelled to Balmoral to seek the Queen's approval over the move, said it was "nonsense" to suggest she was misled over the decision.
