    Có điều ông cố tổng thống Pháp này làm đúng đắn nhất là đứng về phe Đức cùng thủ tướng Schroeder cùng thời chống lại cuộc đổ quân của Mỹ vô Iraq. Đức & Pháp không tham chiến, để không ân hận nhưng rốt cuộc cả Tây Âu vẫn phải nhận lãnh hậu quả người tị nạn Trung Đông đến nay không dứt. :-(

    Vụ kiện kéo dài 15 năm giữa hai ông khổng lồ của ngành công nghiệp chế tạo máy bay thế giới Boeing-Airbus bắt đầu tới hồi kết. Tòa án trọng tài của Tổ Chức Thương Mại Thế Giới (WTO/OMC) ngày 02/10/2019 cho phép Mỹ ghi được một bàn thắng quan trọng, khi nhìn nhận châu Âu cạnh tranh bất bình đẳng.

    Chính sách trợ giá của châu Âu gây thiệt hại 7,5 tỷ đô la cho đối thủ Boeing. Nhưng trên nguyên tắc, đến mùa xuân sang năm, cũng trên vụ kiện này, phần thắng sẽ nghiêng về tập đoàn Airbus của châu Âu.

    Ở Nhà Trắng, tổng thống Trump hoan nghênh phán quyết của WTO, một tổ chức ông từng cho là lỗi thời và đòi rút nước Mỹ ra khỏi. Tại Bruxelles, Liên Hiệp Châu Âu kêu gọi "thương lượng" tránh gây thiệt hại cho cả đôi bên. Bởi vì nếu phán quyết của WTO được áp dụng đến cùng, tập đoàn Airbus sẽ bị cấm cửa thị trường năng động nhất. Thế nhưng đồng thời, chỉ cần Washington đánh thuế 10 % vào máy bay Airbus, các hãng hàng không Mỹ cũng sẽ lao đạo, vì sẽ phải mua máy bay Airbus với cái giá đắt hơn trong lúc Boeing không đủ sức đáp ứng nhu cầu nội địa. Đó là chưa kể Airbus có cơ sở tại 40 tiểu bang ở Hoa Kỳ, trong đó có nhà máy lắp ráp tại bang Alabama. Cũng Airbus còn bảo đảm công ăn việc làm cho 375.000 người lao động Mỹ. Vào mùa tranh cử, không chắc chính quyền Trump xem nhẹ yếu tố này. Về phía châu Âu, ngành hàng không và công nghiệp máy bay cũng không thể phát triển nếu thiếu Boeing.

    Tuy nhiên, hầu hết các nhà quan sát đều lưu ý rằng, phán quyết của Tổ Chức Thương Mại Thế Giới liên quan đến hai ông khổng lồ Boeing và Airbus được đưa ra trong bối cảnh đặc biệt.

    Thứ nhất, tổng thống Trump chuẩn bị tái tranh cử và ông tiếp tục khai thác lập luận khá dễ hiểu đối với thành phần cử tri ủng hộ ông : đó là "đánh thuế vào hàng nhập khẩu của nước ngoài cho phép nước Mỹ thu về hàng tỷ đô la, bảo vệ công ăn việc làm cho dân Mỹ".

    Thứ hai là xung đột thương mại Mỹ-Trung kéo dài từ một năm rưỡi qua vẫn chưa ngã ngũ, và chưa đem lại những thành quả cụ thể nào như chính quyền Trump mong đợi. Thành thử phán quyết có lợi cho Washington trên hồ sơ vụ kiện Airbus cho phép chủ nhân Nhà Trắng khoe thành tích với công luận Mỹ cho dù vụ kiện Boeing-Airbus đã được khởi động từ năm 2004.

    Hơn thế nữa với phán quyết ngày 02/10/2019 của WTO, Washington được quyền đánh thuế vào 7,5 tỷ đô la hàng của châu Âu, bán sang Hoa Kỳ. Chính phủ Mỹ đã chuẩn bị sẵn một danh sách dài những "đối tượng" nằm trong tầm ngắm. Trong số này bao gồm từ phó mát của Ý đến rượu vang Pháp, từ rượu mạnh của Anh đến máy móc của Đức sử dụng cho công nghiệp. Từ khi lên cầm quyền, tổng thống Trump tuyên chiến về thương mại với cả những đồng minh chiến lược thân thiết nhất của Hoa Kỳ, dọa từ Nhật Bản đến Hàn Quốc và đương nhiên là Liên Hiệp Châu Âu.

    Phán quyết của tòa án trọng tài WTO cho phép Washington có thêm củi lửa để mở thêm một mặt trận mới trong chiến tranh mậu dịch với các đồng minh châu Âu. Càng gặp khó khăn về đối nội trước đe dọa bị truất phế, Trump càng quyết liệt hơn trên mặt trận thương mại. Chiến tranh mậu dịch do Nhà Trắng tiến hành càng gay gắt hơn. Đối với Bruxelles, đây cũng là một mối đau đầu vào lúc kinh tế Liên Hiệp Châu Âu đang đứng trước nhiều thách thức, nghiêm trọng hơn cả là ẩn số Brexit.

    Trong mọi trường hợp, phán quyết vừa qua của WTO trên hồ sơ Boeing - Airbus có thể dẫn tới hai hậu quả khó lường : một là vô hình chung, khi phạt hai nhà sản xuất máy bay truyền thống Âu Mỹ Tổ Chức Thương Mại Thế Giới tạo cơ hội cho tập đoàn Comac của Trung Quốc nhập cuộc. Nay đã là một cường quốc về kinh tế, chắc chắn Bắc Kinh không chấp nhận để mãi mãi là công ty gia công cho Boeing và Airbus trong lĩnh vực chế tạo máy bay.

    Hậu quả thứ nhì liên quan đến uy tín của tổ chức Thương Mại Thế Giới. Định chế này liệu có còn chính đáng khi đã gián tiếp tạo điều kiện cho Mỹ tăng tốc chiến tranh thương mại, ít ra là qua lời nói, nhắm vào Liên Hiệp Châu Âu, để rồi tới đầu năm tới, lại cho phép Bruxelles phạt Boeing của Mỹ ?

    Paris prosecutors: Police attack suspect adhered to 'radical vision of Islam'

    The man suspected of a deadly knife attack at the police headquarters in Paris was in contact with conservative Islamic Salafists, the lead prosecutor has said. The suspect had worked for the Paris police since 2003.




    A staffer at Paris police headquarters who killed four colleagues in a knife attack on Thursday seemed to have believed in "a radical vision of Islam," anti-terror prosecutor Jean-Francois Ricard said Saturday.

    The assailant, a 45-year-old civilian computer expert who converted to Islam about 10 years ago, was in contact with members of the Salafist Islamist movement, Ricard told reporters.

    Police Chief Didier Lallement said on Friday that the attacker, like everyone in the intelligence division, had received a high level of security screening.

    He had worked for the Paris police force since 2003 did not have a history of psychiatric problems.

    'Extreme violence'

    Ricard said the autopsies "attest to a scene of extreme violence" in an attack that lasted seven minutes, adding that the two knives used in the attack had been purchased by the killer.

    The man "agreed with certain atrocities committed in the name of [Islam]" and defended the Charlie Hebdo attacks in 2015, Ricard said.

    The suspect, who was shot dead in a confrontation with police, exchanged 33 text messages with his wife ahead of the attacks, all of which were of a religious character, Ricard said. The suspect's wife is in police custody until Monday.

    Officials have not officially said there was a terrorist motive behind the attack, but handing a case to anti-terrorism prosecutors usually indicates a terrorism link is the focus of inquiries.

    Ricard said his office had taken over the probe because of signs the crime was premeditated, the attacker's desire to die and the nature of injuries found on at least one of the victims.

    Opposition parties call for parliamentary inquiry

    Prime Minister Edouard Philippe told weekly newspaper Le Journal du Dimanche he had ordered inspectors to review the procedures in place in the intelligence department of the police headquarters and anti-terror intelligence unit to detect signs of radicalization among civil servants.

    Philippe also defended Interior Minister Christophe Castaner, who has come under attack from French opposition parties, including the far-right National Rally and the center-right Les Republicains. They have called for a parliamentary inquiry into the knife attack, alleging that Castaner had withheld information in the case.

    Eric Ciotti of Les Republicains wrote on Twitter that the interior minister had withheld information about the possible radicalization of the Paris police employee.

    "Why was he still in the police's service, what confidential access did he have? A commission of inquiry must clarify the state of affairs," Ciotti said on Twitter.

    "I am confident in Christophe Castaner, who expressed what he knew at the moment when he spoke," Phillipe was quoted as saying on Saturday.

    France suffered Islamist terrorist attacks in 2015 and 2016 that killed 237 people.
