3 ngày nữa chị Mây phải trình plan B. Nhưng để được phép trình, chị Mây phải qua khâu bỏ phiếu tín nhiệm vì bên phe đối lập nộp đơn đòi xét lại liệu Hạ viện còn tín nhiệm chị Mây hết. Hôm qua ông đối lập muốn bầu chánh phủ mới.

Bây giờ cách tốt nhất là trưng cầu dân ý tập 2. Anh ở lại EU. Coi như không ly dị nữa.

Germany's leaders: 'From the bottom of our hearts, we want them to stay'

Some of Germany's highest-ranking leaders have signed an open letter to The Times newspaper asking Britain to think again and consider staying a member of the European Union.

Although the letter is not signed by Angela Merkel it is signed by her successor as head of the Christian Democratic Union, Annegret Kramp-Karrenbauerher, who is likely to be the next Chancellor of Germany.

The touching and even emotional note comes as the odds of a People's Vote increases. Theresa May is expected to announce her 'Plan B' to the Commons on 21st January after her deal was voted down by MPs; in what was the worst defeat of any government in parliamentary history.

A portion of the letter reads:

"Sir, Without your great nation, this continent would not be what it is today: a community defined by freedom and prosperity. After the horrors of the second world war, Britain did not give up on us. It has welcomed Germany back as a sovereign nation and a European power. This we, as Germans, have not forgotten and we are grateful.

Because we realise that the freedom we enjoy as Europeans today has in many ways been built and defended by the British people, we want Britons to know that we respect their choice. And should Britain wish to leave the European Union for good, it will always have friends in Germany and Europe. But Britons should equally know that we believe that no choice is irreversible. Our door will always remain open: Europe is home.

Britain has become part of who we are as Europeans. And therefore we would miss Britain. We would miss the legendary British black humour and going to the pub after work hours to drink an ale. We would miss tea with milk and driving on the left-hand side of the road. And we would miss seeing the panto at Christmas. But more than anything else, we would miss the British people - our friends across the Channel. We would miss Britain as part of the European Union, especially in these troubled times. Therefore Britons should know: from the bottom of our hearts, we want them to stay."

A vote on the prime minister's alternative plan is set fr the 29th January following a day of debate. As it stands no faction with in the Commons has a majority for any of the current Brexit proposals on offer.

THE Germans are broken-hearted over Brexit – so much so that a group of prominent Germans took it upon themselves to write a letter describing how much they were going to miss us.

It was published last week in The Times, and told how Germany would not have the freedom and prosperity it enjoys today without our help.


We love... Claudia Schiffer, Boss and Brahms

The 31 signatories also listed their favourite things about Britain – from enjoying a pint down the pub to driving on the left hand side of the road – before urging us to stay in the EU.

But sorry, Germany – that’s not going to happen. Here, we write an affectionate letter back to our friends on the Continent.

DEAR GERMANY:After years of assuming you thought we were an inefficient island of drunken oafs, it was touching to hear that in fact there’s rather a lot you love about us.

In your kind letter you confess that after Brexit you will miss our black humour, tea with milk and seeing the panto at *Christmas.



We love... Beckenbauer, Lidl and Kraftwerk

You’ll also miss the friendship that stretches back to the wake of the Second World War, when we stood by you as you hauled *yourself to your feet after that unrepeatable horror.

All very touching, but there’s absolutely nothing we’ll miss about you — because we are not going *anywhere. After all, it’s not you we’re leaving, it’s the EU.

Sure, our roads would be half as fast and twice as unreliable if not populated by your brilliant BMW, Audi, Mercedes and Porsche cars.

Classic FM would be all the poorer for not playing the three Bs — Johann Sebastian Bach, Ludwig van Beethoven and *Johannes Brahms.

And our Great British Bake Off might fall rather flat without those great German Neff ovens and their special slidey doors.

But just because the best thing for us is to leave the EU, it does not mean anything has to change between our two great nations.


We love... Beethoven, Bratwurst and Victoria and Albert

Rest assured, come the summer we’ll still be sunburnt and arguing with you by the hotel pool because you had the temerity to get up at 5am to nab the best sunloungers.

Worry not — there will never be a time when we won’t want to guzzle gallons of your delicious Beck’s beer. We’ll never turn down a bratwurst or stop admiring *gorgeous Claudia Schiffer and lovely Heidi Klum.

Thanks to the skills of legends like Franz Beckenbauer, no football match between our nations will be greeted with anything less than hysteria, and no victory of ours marked with anything but the greatest glee.

Call it schadenfreude, if you like. Our homes are grateful for your Bosch dishwashers, your Miele vacuums and your DeWalt drills.

Our Premier League is grateful for the creative genius of Jurgen Klopp and the talents of Leroy Sane. And our wallets are thankful for Aldi and Lidl’s budget- friendly delights which fill our cupboards. Even our beloved Queen is a little bit German.

So don’t go thinking you can get rid of us that easily. We’ll still mock your total sense of humour failure and your silly lederhosen.



We love... Heidi Klum, DeWalt, Aldi and Beck's

Our boys and girls will still turn up mob-handed to Oktoberfest to drink your lot under the table.

In return, you can keep boasting about your famous efficiency, and your bouncers are more than *welcome to keep turning our stag parties away from “the world’s coolest club” (if you say so), *Berghain Berlin.

Like (British queen) Victoria and (German prince) Albert, we are a match made in heaven.

We share the same taste in music — you sent us Kraftwerk to educate us in electronica, while we gave you The Beatles, who cut their teeth in Hamburg, and Bowie, who made Berlin his home.

You know we always think you look good, in your Adidas, Puma and Boss gear. We know you fancy a bit of Burberry and Topshop too.

And if your New Year’s Eve *ritual of watching Dinner For One, a rubbish British comedy sketch from the 1960s, isn’t a sign of true love, then we don’t know what is.

Hôm nay, 22/01/2019, tại Aix-La-Chapelle, Đức, thủ tướng Angela Merkel và tổng thống Pháp Emmanuel Macron ký hiệp định hợp tác mới, bổ sung và tăng cường hiệp định Elysée, được ký năm 1963 giữa tổng thống Charles de Gaulle và thủ tướng Konrad Adenauer.

Sự kiện này thể hiện mong muốn của Paris và Berlin đi xa hơn nữa trong quan hệ hợp tác song phương, trong bối cảnh sắp có bầu cử Nghị Viện Châu Âu.

Từ Aix-La-Chapelle, thông tín viên Anthony Lattier gửi về bài tường trình :

« Hiệp định hợp tác năm 1963 được ký tại Pháp, do vậy, hiệp định mới bổ sung chứ không thay thế văn bản trước đây đã được ký tại Đức. Bản hiệp định mới, khoảng 15 trang, đề ra một nguyên tắc quan trọng là thúc đẩy quan hệ chặt chẽ hơn giữa hai nước, như phối hợp lập trường với nhau trước các cuộc họp cấp cao quốc tế, tạo thuận lợi cho cuộc sống của người dân hai nước sinh sống ở khu vực biên giới chung hay đề ra ưu tiên là vận động để Đức có thể trở thành thành viên thường trực Hội Đồng Bảo An Liên Hiệp Quốc.

Đặc biệt là trong lĩnh vực an ninh, hiệp định mới có một điều khoản về phòng thủ tương hỗ : Pháp và Đức sẵn sàng trợ giúp nhau trong trường hợp một trong hai nước bị tấn công. Hai nước sẽ hợp tác với nhau nhiều hơn để phát triển vũ khí khí tài và tiến hành các chiến dịch chung. Vào lúc sự năng động của châu Âu đang bị suy giảm, phủ tổng thống Pháp ca ngợi đây là một hiệp định hữu ích. Liệu người ta có coi động thái này là một sự co cụm, củng cố cặp Pháp-Đức và quay lưng với phần còn lại của Liên Hiệp Châu Âu ? Điện Elysée lại cho đây là một cách để cũng cố khối này »

Hiệp định hợp tác Pháp-Đức mà Emmanuel Macron và Angela Merkel ký kết tại Aix-la-Chapelle ngày 22/01/2019 nhằm củng cố mối quan hệ giữa hai đầu tàu châu Âu từ kinh tế, chính trị cho đến quốc phòng. Trong bối cảnh tình hình quốc tế và chính trường Liên Âu đứng trước nhiều bất trắc, thời điểm được chọn không phải là ngẫu nhiên.

Cách nay đúng 56 năm, vào năm 1963, tổng thống Pháp Charles de Gaulle và thủ tướng Đức Konrad Adenauer ký hiệp định hợp tác song phương đầu tiên tại Elysée, khẳng định mối quan hệ thân hữu giữa hai quốc gia cựu thù, vĩnh viễn không dùng vũ lực đối đầu nhau. Bổ sung cho văn kiện này, hiệp định Aix-la-Chapelle 2019 được xem là bức tường thành chống lại phong trào dân túy đe dọa châu Âu cũng như để bảo vệ Liên Âu trước những bất trắc đến từ bên ngoài.

Trước hết về ý nghĩa biểu tượng. Ngày 22/01/2019 là sinh nhật 56 năm của hiệp định Elysée. Về địa điểm, khi chọn Aix-la-Chapelle, thành phố biên giới Đức, kinh đô của vương quốc Charlemagne, vị vua đầu tiên muốn thống nhất châu Âu, tổng thống Emmanuel Macron và thủ tướng Angela Merkel muốn bày tỏ tham vọng biến trục Pháp-Đức thành một « điểm hội tụ » khuyến khích các thành viên châu Âu khác cùng tham gia vào một dự án chung từ kinh tế, thuế vụ, quốc phòng và chính trị quốc tế, theo nhận định của nhật báo kinh tế Les Echos tuần trước.

Hiệp định Pháp-Đức 2019 với 7 chương và 28 điều khoản qui định những lãnh vực mà hai nước muốn tăng cường là « bệ phóng để (châu Âu) hiện hữu và đi tới », như tuyên bố của tổng thống Pháp.

Luật chơi chung trong mọi lãnh vực

Trong lĩnh vực kinh tế : Hai nước cam kết tạo mẫu số chung cho sinh hoạt kinh tế, mô hình xã hội và lối sống sao cho mỗi ngày mỗi gần nhau. Cụ thể lập vùng « kinh tế chung » ở biên giới, bước đầu tiến tới mô hình thuế khóa chung.

Về chính trị quốc tế, Paris và Berlin sẽ luôn cố gắng trình bày một lập trường chung tại Liên Hiệp Quốc và vận động cho Đức một chiếc ghế thành viên thường trực tại Hội Đồng Bảo An. Chương chính trị quốc tế được mô tả chi tiết nhất.

Về an ninh quốc phòng, mối quan tâm số một của Paris, hai nước cam kết sẽ trợ lực nhau, kể cả bằng quân sự, nếu một trong hai nước bị tấn công. Cho đến nay, Đức vẫn thận trọng trong lãnh vực này nhưng lần đầu tiên Berlin đồng ý « lập quỹ phòng thủ chung cho châu Âu » và dự kiến phối hợp công nghiệp quân sự, chế tạo vũ khí.

Cho dù cả hai nhà lãnh đạo đều gặp khó khăn nội bộ : Angela Merkel trả giá cho chính sách nhập cư rộng lượng, đảng Dân Chủ Thiên Chúa Giáo thua liên tục trong các cuộc bầu cử địa phương, Emmanuel Macron đụng với cuộc khủng hoảng xã hội « Áo Vàng », nhưng Paris và Berlin vẫn muốn cải cách sâu rộng Liên Âu. Vì sao ?

Reuters liệt kê một số yếu tố đe dọa sự tồn vong của Liên Hiệp Châu Âu : trong phe đồng minh là những cú đá ngược của Donald Trump vào liên minh NATO cũng như quyết định ly dị của Anh Quốc làm châu Âu như cua gãy một càng. Bên ngoài biên giới, Trung Quốc và Nga tiếp tục lấn sân sau lẫn sân trước. Trong nội bộ thì phong trào dân tộc chủ nghĩa cực đoan nắm quyền ở Hungary, ở Ý và đang đe dọa các đảng truyền thống ở Pháp và Đức.

Bầu cử Nghị Viện tháng 5

Ký kết hiệp định Aix-la-Chapelle vào thời điểm này do vậy, còn là một thông điệp mạnh mẽ gửi đến công luận và một số nhà chính trị trong Liên Hiệp Châu Âu. Như tổng thống Pháp tuyên bố vào tháng 11 năm 2018, bầu Nghị Viện là cơ hội để đoàn kết những « ai còn tin » vào châu Âu và thấy rõ « ai đã mất hết niềm tin », cụm từ thứ hai nhằm ám chỉ thủ tướng Hungary Viktor Orban và bộ trưởng Nội Vụ Ý Matteo Salvini.

Với hiệp định Pháp-Đức mới, chiến dịch tranh cử Nghị Viện Châu Âu đã thật sự bắt đầu.
