Outrage at French mayor convicted of rape still running town from cell

Georges Tron, who once served as a junior minister under Nicolas Sarkozy, was jailed in February for the rape and sexual assault of a junior staff member at his town hall in Draveil, south of Paris.

The 63-year-old mayor was given a five-year prison sentence, two years of which were suspended, with the court citing the “moral constraint” he held over the employee in a subordinate role. He denied the charges and has lodged an appeal with France’s highest court.

From his prison cell, Tron has refused to give up his job as mayor and continues to run the town of 30,000 people, communicating with his team by letter and describing his incarceration simply as an “impediment”.

Despite the long-running case, many voters in Draveil stood by Tron in recent years, re-electing him mayor in 2020, for the fifth time since 1995.

Coronavirus: Germany could start offering COVID vaccines to everyone by June

Germany is expected to start offering the coronavirus vaccines to everyone who is willing to take them, says Health Minister Jens Spahn.

German Health Minister Jens Spahn said on Thursday that he expected coronavirus vaccinations to be available for all those willing to be vaccinated in Germany by June at the latest.

He told Germany's upper house of parliament that he assumes "that we can lift the prioritization in June." He said he would be happy if it were possible even earlier.

Currently, half of people over 60 in Germany have already been vaccinated at least once, Spahn said, adding that the pace of vaccinations will pick up now, with the number of available vaccines and inclusion of distribution practices increasing. Currently, more than one in five in the population will have received a first vaccination, and by the end of May, that figure will be one in three.

According to the Federal Health Ministry, around 21.6% of the population had received a first dose by Thursday, while 5.7 million people, or 6.9% of Germany, had been fully vaccinated.

"A total of more than 23.6 million doses have been given so far, with 689,000 yesterday, " Spahn wrote on Twitter.

Requirements to be eased

Until now, Germany has been bound by a strict system of priority groups drawn up by the vaccine commission, mostly defined by age. Some German states this week also announced plans to open up the AstraZeneca vaccine to anyone who wants it. Germany has officially recommended that the vaccine only be given to people 60 and older, following concerns over rare blood clotting in younger recipients.

Chancellor Angela Merkel last week received her first dose of AstraZeneca. Thursday's announcement comes as Germany grapples with a rising infection rate, reporting 29,518 new infections in the past 24 hours. The Bundesrat also approved a controversial amendment to the law, which will give Merkel's government some power to impose uniform national virus measures.

The amendment, which sparked protests in Berlin as it was passed in the Bundestag lower house on Wednesday, was signed into law by President Frank-Walter Steinmeier on Thursday.

France threatens retaliation if UK doesn't comply on fishing

France has threatened retaliation if the UK does not respect Brexit commitments on fishing.

The deal requires an EU member state-flagged vessel to acquire a licence to fish in UK waters.

But so far only 22 of some 120 boats from Boulogne-sur-Mer, the first fishing port in the English Channel, have been given the go-ahead to fish in these waters.

Now Paris says it will block regulations that would allow UK financial firms to undertake business in the EU unless progress is made on fishing commitments.

"We are asking for the whole agreement, nothing but the agreement and as long as it is not implemented (...) we will take retaliatory measures in other sectors if necessary," Clément Beaune, France's European affairs minister said in an interview with BFM.

"The UK is expecting a number of authorisations from us on financial services. We will not give any until we have guarantees that, on fisheries and other issues, the UK respects its commitments," he added.

"It's give and take. It is necessary that each one respects its commitments, otherwise, we will be as brutal and difficult as necessary as partners."

Beaune added that if commitments aren’t met on fishing, “We will give none. It is quid pro quo.”
Stumbling blocks

Fishing was one of the most controversial issues in Brexit negotiations as France led a fierce fight to allow continental fishermen to access UK waters.

The agreement on fishing has been slow to be implemented and is set to be a stumbling block until the end of negotiations on the Brexit deal, causing frustration among professionals and a call from France for firm European action.

In particular, it provides for the British to issue licences for the 6-12 nautical mile (11.11km - 22.22km) zone off their coast, where European fishermen traditionally went.

Northern French fishermen, who traditionally fished in British waters, have denounced the long delays in complying with the trade agreement when only 22 of some 120 boats from Boulogne-sur-Merl have been issued with such licences.

This situation has led France to devote a budget of €100 million in subsidies as part of a European aid plan for the fishing sector, one of those most adversely affected by Brexit.

MEPs will vote on the EU-UK trade deal on Wednesday which is expected to pass with an overwhelming majority.

EU accuses Russia, China of COVID vaccine disinformation

A new EU report found that Beijing and Moscow are seeking to undermine trust in Western coronavirus vaccines — and intensely promoting their own.


The EU says Russia and China are using the bloc's rising cases to cast doubt on democratic institutions

China and Russia are engaging in campaigns to erode trust in the European Union's coronavirus strategy as well as gin up skepticism of Western-developed coronavirus vaccines, the EU's foreign service said in a report published Wednesday.

The report also raised concerns that the countries are using these efforts to particularly exert influence on the Western Balkans.

What did the EU say?

The findings stem from a report published by the EU External Action Service (EEAS) on disinformation concerning the COVID-19 pandemic.

According to the report, "state-sponsored disinformation" efforts have intensified since the beginning of 2021, as vaccine rollouts have started to pick up pace around the world.

While China and Russia have increased efforts to promote their own state-produced vaccines, they've been using the promotions to "undermine trust" in Western vaccines and EU institutions.

To do this, both countries "are using state-controlled media, networks of proxy media outlets and social media, including official diplomatic social media accounts, to achieve these goals," the report said.

In Russia, state media outlets have been trying to "cast doubt" on the European Medicines Agency (EMA) and accusing the body of delaying the approval of the Russian Sputnik V vaccine.



China, meanwhile, has been propagating "misleading narratives" about the origins of the coronavirus as well as the safety of certain Western vaccines.

A Russian sovereign wealth fund responsible for marketing Sputnik V said the disinformation campaign is actually against Russia and its vaccine.

"We will continue to fight disinformation campaign against Sputnik V in the interests of protecting lives around the world and avoiding vaccine monopoly that some vaccine producers may strive for," it said on Twitter.

Sowing discontent

According to the report, Beijing and Moscow's "vaccine diplomacy" strategies have been particularly targeting the Western Balkans in an effort to exert influence.

The report voiced concerns that the rise in coronavirus cases in the bloc and sluggish vaccine rollouts are being spun by Russia and China as examples of a failure of democracy and open societies.

Although the EU has been criticized over its slower-than-expected vaccine rollout, the bloc says that a boost in deliveries means it's on track to vaccinate 70% of adults this summer.

Still, Hungary broke with the rest of the EU and has been administering vaccines from both Russia and China.

In March, the EMA launched a rolling review of Sputnik V. If given the green light, it would be the first non-Western produced coronavirus vaccine to be approved for use in the bloc.

Germany's Oktoberfest cancelled for the second time

Authorities in Germany have cancelled the Oktoberfest beer festival in Munich over coronavirus concerns.

This is the second year in a row that the event has been called off due to the pandemic.

"The situation is too uncertain," Bavaria's Premier Markus Söder said on Monday.

Around six million people would normally attend the annual festival, which takes place in September and October.

"It wasn't an easy decision," Munich's Mayor Dieter Reiter told a joint news conference on Monday.

This year marks the 26th time the festival has been cancelled in more than 200 years.

According to its official website, Oktoberfest was first called off in 1813 - just four years after it began - due to fighting with Napoleon. Since then, it has been halted by wars, inflation and cholera.

Last month, Germany introduced a controversial new lockdown law in response to a third wave of infections.

The rules, which allow the federal government to impose an overnight curfew and shut schools wherever infection rates rise too high, have already been put in place in a number of cities.

Germany has reported around 3.4 million cases and more than 83,000 deaths since the pandemic began.

CureVac says mass vaccine rollout thrown into doubt by U.S. restrictions

Germany's CureVac (5CV.DE), which is gearing up to publish results of a key COVID-19 vaccine trial, said U.S. export restrictions on key materials are making it impossible to predict its short-term supply ramp-up in Europe.

"Due to the Defense Production Act we are not getting certain goods out of the USA," CureVac Chief Executive Franz-Werner Haas told weekly Der Spiegel.

The Defense Production Act is a decades old U.S. law that gives federal agencies the power to prioritize procurement orders related to national defence, but it has also widely been used in non-military crises such as natural disasters.

"We are not getting all the materials that we need," he was quoted as saying.

"At times we live from hand to mouth. That makes it hard to build up a stockpile," Haas said, when asked how much the company would be able to deliver during the summer months.

He added that items in short supply include special plastic containers and nucleotides, which are the chemical building blocks that make up the genetic code in the vaccine's active ingredient, the so-called messenger RNA.

Unlike rival German vaccine developer BioNTech (22UAy.DE), which struck a partnership with pharma giant Pfizer (PFE.N), CureVac has not teamed up with a U.S. partner. BioNTech and Pfizer continue to increase global production and have not cited the Defense Production Act as a hindrance.

As CureVac's only major supply deals, the European Union in November last year secured up to 405 million doses of the immunisation. read more

Nasdaq-listed CureVac, which is backed by investors Dietmar Hopp, GlaxoSmithKline (GSK.L) as well as the German government, has said it aims to produce up to 300 million doses of the vaccine in 2021 and up to 1 billion in 2022.

A French woman of Vietnamese origin took multinational companies to court over the production and supply of the highly toxic defoliant used in the Vietnam War by the US.


Tran To Nga began the legal battle in 2014

A French court on Monday ruled a complaint against 14 firms over the production or sale of the highly toxic Agent Orange defoliant to the United States during the Vietnam War was "inadmissible."

The court in the Paris suburb of Evry said it did not have the jurisdiction to judge a case involving the wartime actions of the US government, the ruling said.

The case was brought forward by Tran To Nga, a French woman of Vietnamese origin. The defendants included US agrochemical firm Monsanto, now owned by German giant Bayer.

Military veterans from the US, Australia and Korea previously won compensation for the after-effects of Agent Orange. But a verdict in favor of a Vietnamese victim would have set a precedent.

What does the ruling mean?

The court's ruling meant that it believed that the companies, which the plaintiff had sued, were not responsible for the production of Agent Orange during the Vietnam War, said DW correspondent Marina Strauss.

Tran To Nga earlier said that if she lost "the first step of this case she will go into appeal together with her supporters," Staruss added. Tran is backed by several NGOs and Vietnamese victims.

How did the plaintiff react?

Tran told DW she was saddened by the decision, but that she was prepared for this possible outcome.

She plans to push forward with an appeal, with the hopes that the actions carried out in Vietnam will one day be deemed unlawful in the courts.

"I want to keep on fighting," Tran told DW on the phone following the court's decision.

Who is Tran To Nga?

Tran began the legal battle in 2014, blaming the companies for injuries sustained by her, her children and countless others Vietnamese victims.

Tran worked as a journalist and activist in Vietnam in her 20s. She said she was suffering from Agent Orange effects, including Type 2 diabetes and an extremely rare insulin allergy.

The 79-year-old also said she contracted tuberculosis twice and developed cancer, and one of her daughters died due to a heart malformation. She described the case as "the last fight" of her life.

What about the defendants?

The multinationals argued that the use of the chemical agent was the solely US military's responsibility.

A Bayer representative was quoted by the AFP news agency as saying that "suppliers during the war" were not responsible.

They also rejected the jurisdiction of the court. A lawyer for Monsanto said the US had deployed Agent Orange in the interest of "national defense."

What is Agent Orange?

For over a decade, the US military sprayed tens of millions of liters of the defoliant chemical to stop the advances of communist North Vietnamese troops and deprive enemy combatants of food sources during the war.

Millions of people in Vietnam, Laos and Cambodia were exposed to Agent Orange.

Generations of children continue to be born with a high incidence of disability, including Down syndrome, cerebral palsy and extreme facial disfigurement. Such effects are believed to be linked to the chemical.
