German Chancellor Angela Merkel said on Thursday she was worried about the "exponential growth" of coronavirus infections.

Merkel commented on a number of topics in her final summer address to journalists before leaving office — from the recent spyware scandal to women in politics. But it was the pandemic and last week's flooding in western Germany that were of immediate concern for the chancellor.

She called upon citizens who have been vaccinated against the virus to "try and convince" others to do the same.

"The infection figures are rising again and with a clear and worrying dynamic," Merkel said in Berlin. "Every vaccination... is a small step towards a return to normality."

Cases set to double, restrictions possible

The number of COVID infections in Germany has been slowly increasing over the past two weeks, largely fueled by the Delta variant.

The Robert Koch Institute (RKI) on Thursday registered 1,890 new infections over the past 24 hours and an incidence rate of 12.2 new cases per 100,000 people over the past seven days — up from a low of 4.9 in early July.

Merkel said she expected cases to double in the next two weeks and that stricter restrictions may have to be reintroduced. "With a rising incidence rate, it could be that we need to introduce additional measures," she said.

"The more who are vaccinated, the freer we will be again."

People still missing after floods

Damage from last week's devastating floods that hit western parts of the country was immense and it would take a long time to fix, Merkel told reporters.

"We will need patience," Merkel said, adding people were still missing.

Merkel said not enough has been done to reduce carbon emissions, after her potential successoras chancellor, Armin Laschet, cited global warming as a key factor behind the floods.

"This is not only true for Germany but for many countries in the world," Merkel said.

The state court in Memmingen said the group that organises the town’s Fischertag, or fishermen’s day, must allow female members to participate in the climax of the annual summer event, which features people jumping into a stream with nets to catch trout. Whoever catches the biggest fish is crowned the “fishermen’s king”.

The tradition is said to date back to the 16th century. The 1931 statutes of the organisers state that “to preserve the centuries-old tradition” only male members who have lived in Memmingen for at least five years are allowed to participate.

The group said it planned to decide on Thursday whether to appeal to a federal court, the German news agency DPA reported. The mayor of Memmingen, Manfred Schilder, said the ruling was clear and the event “will change”.

The case pitted associations’ legal freedom to set their own rules against the requirement for equal treatment. The head of the group that organises the Memmingen event, Michael Ruppert, said the verdict “could affect many, many associations across Germany”.

Chancellor candidate Laschet admits to plagiarism 'mistakes'

Armin Laschet, the favorite to replace Angela Merkel after federal elections in September, is again apologizing for missteps. Last week it was for his handling of major floods, now it's for plagiarism.

Premier of the state of North Rhine-Westphalia (NRW) Armin Laschet, who hopes to succeed party ally Angela Merkel as the next chancellor of Germany this fall, has been forced to apologize for plagiarizing another author's work.

Laschet made the apology on Friday, saying that his 2009 book "Die Aufstiegsrepublik" (The Upwardly Mobile Republic), written when he was NRW's integration minister, "clearly contains mistakes that I am responsible for."

The Christian Democratic Union (CDU) candidate went on to say, "I would like to expressly apologize, because care in composing texts and the observation of copyrights are for me, among other things, a question of respect toward other authors."

Laschet also promised that he had arranged for, "an immediate audit of the book."

How did Laschet's plagiarism go public?

The issue came to the fore late Thursday, when plagiarism expert Martin Heidingsfelder tweeted a comparison of two text passages, one from Laschet's book and another from Karsten Weitzenegger, a sustainable development adviser.

Heidingsfelder says he sent a detailed questionnaire to Laschet on Thursday afternoon and by Friday had received answers to many of his queries. Heidingsfelder said he saw no need to further scour Laschet's book after the politician promised a thorough exam of it himself.

For his part, Karsten Weitzenegger published a number of tweets addressing the issue, first criticizing the candidate, saying "Laschet used to pay attention to science, but now only engages in populist immigration policies."

Weitzenegger says he would be happy if Laschet would actually act on the immigration ideas that he plagiarized.

Plagiarism scandals common among German politicians

Over the years, a number of German politicians have been forced to admit to similar practices either in writing commercial books or academic dissertations. Many have had to forfeit academic titles and some have even stepped down from office as a result.

Most recently, Green Party chancellor candidate Annalena Baerbock had to admit to using text in a book from sources she did not cite — neither in her text, nor in footnotes.


Laschet, an unpopular favorite

Though Laschet is widely considered the odds-on-favorite to beat his Green Party and Social Democratic challengers to replace Merkel — who is not running for a fifth term in office — when German voters head to the polls on September 26, his personal approval ratings have continued to wane.

Friday's apology was Laschet's second in as many weeks.


Not much to laugh about this week as Laschet is forced to apologize again for missteps

Last week, the chancellory hopeful was seen cracking jokes and laughing boisterously as he stood behind German President Frank-Walter Steinmeier, who was delivering somber remarks to flood victims in NRW.

Laschet apologized for his inappropriate behavior after the video went viral on social media and was picked up by German and international media outlets.

Theo tờ New York Times loan tin hôm thứ Năm dựa trên dữ liệu của Our World Data, EU chậm chạp trong việc chích ngừa ban đầu nay đã qua mặt Mỹ.

Tuy nhiên bên nào hơn bên nào trong cuộc chạy đua bảo vệ dân chúng trong dịch COVID-19 hoàn toàn lệ thuộc vào việc phân tích các con số.

Tờ báo Mỹ dẫn chứng từ dữ liệu công bố ngày Thứ Năm vừa qua, căn cứ theo đó EU đã chích 103,32 liều cho 100 người trong khi Mỹ làm được 102,67. Điều này cho thấy rằng việc chích ngừa ở EU sau khi gặp phải các vấn đề phân phối và chuyển giao ban đầu xem như đã phát triển.

Toàn cảnh vụ chích ngừa đã đi tới đâu?

Tuy nhiên theo dữ liệu của Our World in Data cho thấ EU vẫn còn chậm hơn Mỹ một tí nếu xem số phần trăm người lớn đã chích xong hai liều.

Nhà chức trách Hoa Kỳ đã chích xong 48,9% số người có thể chích ngừa trong khi bên EU chỉ có 47,7 %.

Ngoài ra có sự khác biệt giữa các quốc gia Liên Âu về thời điểm khởi sự chích ngừa khiến sự quan sát toàn diện phức tạp hơn.
Ở Đức có 50,6% dân chúng trong diện chích ngừa đã chích xong, trong khi ở Bảo Gia Lợi chỉ có 14,6%. Dù các chương trình chích ngừa gia tăng vận tốc, nhưng các quốc gia vẫn còn bất an trong việc chích ngừa cho giới trẻ. Nhiều quốc gia đã áp dụng giấy thông hành chích ngừa, để làm bằng vô các quán bar, nhà hàng và các sự kiện văn hóa.

Mục tiêu trước đây của EU là gì?

Mục tiêu chích ngừa từng tuyên bố của EU đã thay đổi trong vòng 6 tháng nay. Theo tuyên bố trên trang mạng của Hội đồng Châu Âu trong tháng Giêng, "Các quốc gia thành viên phải chích ngừa cho xong 70% toàn bộ dân số người lớn cho tới Hè 2021". Bà chủ tịch Hội đồng Châu Âu Ursula von der Leyen tuyên bố hôm 10 tây tháng Bảy rằng nhánh hành pháp của Liên Minh Châu Âu đã cung cấp đầy đủ thuốc chích ngừa cho các chính phủ Liên Âu để "có thể chích ngừa trọn vẹn được ít nhất 70% người lớn trong EU ngay trong tháng này."

Con số của bà von der Leyen có lẽ là số liệu chính thức của EU. Theo công bố của Trung Tâm kiểm soát và phòng ngừa dịch tễ Châu Âu, đã có 70,4% người lớn ở EU đã chích ngừa ít nhất một liều.

Vụ chích ngừa ở Mỹ ra sao?

Hoa Kỳ đã không đạt được mục tiêu của tổng thống Joe Biden rằng 70% người lớn chích xong cho đến ngày 4 tây tháng Bảy.
Theo số liệu của Our World in Data, đã có 56,7% dân chúng Hoa Kỳ đã được chích ít nhất một liều; việc chích ngừa được thực hiện trên bình diện tiểu bang.

Theo tài liệu của công bố tháng Tư của Johns Hopkins Bloomberg School of Public Health, đối với vi trùng corona, mức độ ước lượng đạt được miễn nhiễm trong cộng đồng nằm ở con số 70%, "để cuộc sống trở lại bình thường như trước khi có nạn dịch".

The suspect is accused of “knowingly and willingly” assisting in the murder of prisoners at the Sachsenhausen camp in Oranienburg, north of Berlin, between 1942 and 1945.

He is accused notably of complicity in the “execution by firing squad of Soviet prisoners of war in 1942” and the murder of prisoners “using the poisonous gas Zyklon B”.

The defendant, who was not named in line with German privacy laws, is said to live in the state of Brandenburg outside Berlin, local media reported.

In July, German authorities confirmed they were investigating a 95-year-old man for his role as a Nazi guard at a prisoner of war camp where many Soviet soldiers died.

A 96-year-old woman will go on trial in late September in the northern German town of Itzehoe.

The woman, who allegedly worked during the war as the secretary for the SS commandant of the Stutthof concentration camp, has been charged with more than 10,000 counts of accessory to murder earlier this year.

Her case and the charges against the 100-year-old suspect both rely on recent legal precedent in Germany establishing that anyone who helped a Nazi camp function can be prosecuted for accessory to the murders committed there.
