Parliament will be suspended just days after MPs return to work in September - and only a few weeks before the Brexit deadline.

Boris Johnson said a Queen's Speech would take place after the suspension, on 14 October, to outline his "very exciting agenda".

But it means the time MPs have to pass laws to stop a no-deal Brexit on 31 October would be cut.

House of Commons Speaker John Bercow said it was a "constitutional outrage".

WARSAW, Ba Lan (NV) – Tổng Thống Đức, ông Frank-Walter Steinmeier, hôm Chủ Nhật, 1 Tháng Chín, đã lên tiếng xin người dân Ba Lan tha thứ, đúng 80 năm sau ngày Đệ Nhị Thế Chiến khởi sự bằng cuộc tấn công chớp nhoáng của quân đội Đức Quốc Xã vào quốc gia này, theo bản tin CNN.

Ông Steinmeier nói trong buổi lễ tổ chức ở thành phố Wielun, một trong những nơi đầu tiên bị phi cơ Đức Quốc Xã oanh tạc, rằng, ông “cúi đầu trước các nạn nhân của cuộc tấn công Wielun, tôi muốn bày tỏ sự thành kính thương tiếc những người Ba Lan là nạn nhân chế độ Đức Quốc Xã, và tôi xin quý vị tha thứ.”

Có gần 6 triệu người Ba Lan chết trong Đệ Nhị Thế Chiến, hiện vẫn là cuộc chiến đẫm máu nhất trong lịch sử thế giới.

Có hơn 50 triệu người bị giết trong cuộc chiến này, gồm cả khoảng 6 triệu người theo Do Thái giáo, trong đó khoảng một nửa là người Ba Lan.

Trong một buổi lễ tổ chức ở Warsaw, Tổng Thống Ba Lan, ông Andrzej Duda, nói về lịch sử tàn bạo mà người Ba Lan phải gánh chịu trong Đệ Nhị Thế Chiến và các vết thương mà họ vẫn còn mang cho tới hôm nay.

Ông Duda tưởng nhớ những người đã nằm xuống và cám ơn các quân nhân đã “chiến đấu và hy sinh mạng sống của họ cho tự do”.

Trong bài diễn văn đọc sáng ngày Chủ Nhật tại Westerplatte, Gdansk, Thủ Tướng Ba Lan Mateusz Morawiecki nói đến những tổn thất lớn lao về tài sản, tinh thần, kinh tế và tài chánh mà Ba Lan gánh chịu trong cuộc chiến.

“Chúng ta phải nói về việc này, chúng ta phải nhớ về những tổn thất, chúng ta phải đòi hỏi sự thật, chúng ta phải đòi hỏi bồi thường,” theo ông Morawiecki.

Việc bồi thường chiến tranh vẫn còn là đề tài gây tranh cãi ở Ba Lan. Đảng cầm quyền hiện nay ở Ba Lan đang đưa trở lại vấn đề này. Chính phủ Đức nói rằng họ đã trả hết việc bồi thường chiến trannh vào năm 2010. (V.Giang)

Germany on brink of recession as business confidence nosedives

In latest sign Europe’s largest economy is struggling, ifo index falls to lowest level since 2012

Germany’s economy is on the brink of recession after business confidence plunged to its lowest level in seven years.

The ifo Institute, a Munich-based research group, said: “Worry lines among German business leaders are getting deeper and deeper.” Its monthly confidence index fell to just 94.3 points in August, down from 95.8 in July, the weakest reading since November 2012.

In the latest sign that Europe’s largest economy is struggling, the survey of nearly 10,000 German companies found that managers were gloomier about the current economic situation, and more pessimistic about the outlook over the next six months.

The head of ifo, Prof Clemens Fuest, forecasted that Germany’s GDP would shrink this quarter, having already contracted by 0.1% in the previous three months. That would put the economy into a recession for the first time since 2013.

“Everything we see at the moment means there are ever more indications of recession in Germany, meaning two quarters of negative growth,” he told the business news channel CNBC.

Germany’s industrial sector has been badly hurt by the US-China trade war, with exports falling in the last quarter. Manufacturing output has contracted, as factories have been hit by falling orders.

The slowdown has now spread to Germany’s service sector. Companies in the sector have reported a deterioration in business conditions, making them more sceptical about growth prospects.

“This is very bad news indeed,” Fuest said. “It’s not just manufacturing where the decline continues, but we now see that the weakness is really affecting the services sector which is large and important for the German economy.”

Frederik Ducrozet, senior economist at Pictet Asset Management, said Germany’s manufacturing sector was already in recession territory, which has led to “spillover” effects in the rest of the domestic economy this summer. He tweeted:

Mikael Sarwe, the head of market strategy at financial group Nordea, said the ifo survey was giving a clear recession warning, tweeting:

The German government is under growing pressure to respond to the downturn by borrowing more to bolster spending.

Germany’s “debt brake” law compels politicians to draw up a balanced budget, but some economists argue that Berlin should now launch a stimulus programme.

German Factory Orders Sink, Raising Risk of Recession

German factory orders fell in July, aggravating an industrial slump that has pushed Europe’s largest economy to the brink of recession.

Demand fell 2.7% from June, when it rose at the same pace, as orders from outside the euro region plunged. The economy ministry said “in light of ongoing international trade conflicts and modest business expectations in manufacturing, no fundamental improvement in momentum is in sight for the coming months.”



Economic prospects for export-reliant Germany remain uncertain amid increased risks of a no-deal Brexit that would plunge the U.K. deep into crisis, and the intensifying trade war. The U.S. and China hit each other with a new round of import tariffs this month -- measures that will have ripple effects around the world -- and U.S. President Donald Trump has repeatedly accused Europe of unfair trade.

Purchasing managers’ indexes for Germany indicated further declines in manufacturing in August, and signs are increasing that services providers are starting to feel the brunt.

Weakness is also spreading to other parts of the euro area. Factories in Spain and Ireland have seen output shrinking for the past three months, and with Italy deep in a political crisis the European Central Bank predicts the region’s subdued pace of growth will continue for now.

The German economy contracted in the second quarter, and the Bundesbank has warned it’s likely to do so again in the third. A technical recession is commonly defined as two consecutive quarters of declining output.

In July, orders for basic, investment and consumer goods all declined. Excluding big-ticket items, demand was up 0.5%, the ministry said.

The German government has indicated its willingness to provide economic stimulus should conditions deteriorate, but has so far pointed to existing initiatives for bolstering investment.

Meanwhile, policy makers at the ECB are studying options to ease their monetary stance. They’re forecast to announce a cut in the deposit rate further below zero next week, and potentially also a new round of asset purchases.
