The study by Human Rights Watch (HRW) documented cases involving 170 rights activists, bloggers, dissidents and their family members who were prevented from domestic and international travel between 2004 and 2021. The real number of those affected is likely to be higher, the report warned.
The Vietnamese government is routinely placing activists under arbitrary house arrest, employing tactics including stationing guards outside their homes, setting up roadblocks nearby and using superglue and padlocks to jam their doors shut, according to a report.
It is so common for activists to be subjected to arbitrary house arrest that bloggers have developed a code name for the practice, the report said, calling it banh canh, after a southern dish – banh is a Vietnamese word used for cake or noodles, while canh means either soup or to guard. Activists post on Facebook that they are eating banh canh to signal that they are under house arrest.
Such practices had become more common during Covid lockdowns, he added, when the authorities intensified their crackdown on dissidents. During the pandemic, while foreign governments were distracted with health crises at home, the Vietnam authorities also ramped up arrests and imposed longer sentences, said Robertson.

Vietnamese man found paddling alone towards India

PHANGNA: A Vietnamese man was rescued from an inflatable boat after he was found paddling alone towards India to see his wife, from whom he had been separated by Covid-19.
A representative from the Third Fleet said that Panya Permwongnitikorn, steersman of Tor Khrong Phet Rung Ruang fishing boat, reported at 11.50am on Wednesday that a man was seen paddling an inflatable boat about 14 kilometres off the Similan Islands and about 80 kilometres off Phangnga. There was a drinking water bottle and a suitcase on the rubber boat.
Sailors and marine park rangers travelled to the location and reached the fishing boat at 12.45pm. There they found Ho Hoang Hung, 37, on a rubber boat tied to the fishing vessel. The 2.5-metre-long boat contained a nearly-empty water bottle, about 10 packets of instant noodles and a suitcase.
The Vietnamese man told them he was paddling to India to meet his Indian wife in Mumbai. They were married two years ago, he said, but were parted by the Covid-19 epidemic.
The man said he arrived at Suvarnabhumi airport from Ho Chi Minh City on March 2. At the airport he planned to board another flight to India but was unable to obtain a visa.
Instead, he took a bus from Bangkok to Phuket and bought the inflatable boat. He launched it on March 5 with his sights set on paddling his way to India - about 2,000 kilometres away. Fishermen found him after he had spent 18 nights alone on the sea.
Officials brought him to the office of the Mu Ko Similan National Park in Phangnga to arrange for further assistance.

Cha mẹ không biết cũng chưa chắc là ảnh hổng có vợ bên lề. Ở Mỹ nhiều anh có vợ mà gia đình cũng đâu ngờ, kể cả bà vợ chính thức cũng không biết chồng mình có vợ khác, huống chi là cha mẹ già nhà quê lẩm cẩm, cứ tưởng phải làm đám cưới thì mới thành vợ chồng. Phi hôn lễ bất thành phu phụ.
Vượt biển còn dám thì qua mặt hai ông bà già đâu có khó.

Ông Lê Hoà Bình, một cán bộ trẻ đầy năng lực, nhiều người ghi nhận là giỏi chuyên môn chỉ hơi quan liêu một chút. Tính khí thẳng thắn, làm được việc không đùn đẩy trách nhiệm.
