    Facebook to restore Australian news pages after tweaks to news legislation

    CANBERRA (Reuters) - Facebook will restore Australian news pages after Canberra offered amendments to legislation that would force the tech giant to pay for media content, Treasurer Josh Frydenberg said on Tuesday.

    Australia and the social media group have been locked in a standoff for more than a week after the government introduced legislation that challenged Facebook and Alphabet Inc’s Google’s dominance in the news content market.

    Facebook last week blocked all news content and several state government and emergency department accounts.

    But after a series of talks between Frydenberg and Facebook CEO Mark Zuckerberg over the weekend, a concession deal has been struck.

    Australia will offer four amendments, including to the mechanism for final offer arbitration, which a Facebook executive told local media was a sticking point for the company.

    “We are satisfied that the Australian government has agreed to a number of changes and guarantees that address our core concerns about allowing commercial deals that recognise the value our platform provides to publishers relative to the value we receive from them,” Facebook said in a statement posted online.

    The issue has been widely watched internationally as other countries including Canada and Britain considering similar legislation.

    Australian Competition and Consumer Commission chair Rod Sims, the main architect of the law, was not immediately available for comment. At a speech earlier on Tuesday, Sims declined to answer questions about the standoff on the grounds that it was before parliament.

    The themes of the top-rating videos on Sky’s YouTube channel – some of which have had as many as 8m views – appear to be deliberately designed to trigger the international conspiracy crowd.

    Sometimes it’s just out-and-out conspiracy material, drawn from the QAnon playbook, like Rowan Dean’s multiple reports on the supposed secret agenda of the World Economic Forum’s “the Great Reset”, some of which have featured on Infowars.

    With QAnon followers grappling with the departure of former US president Donald Trump and the collapse of their narrative that he would rescue the country from a plot by the “deep state” and a paedophile cabal of Democrats, the Great Reset has become a new focus for QAnon supporters and their mistrust of governments.

    Lần đầu tiên tại Úc, các nhà hoạt động thiếu niên nhân danh người trẻ trên toàn cầu khởi kiện để ngăn một dự án mỏ than lớn nằm cách Sydney 430 km về phía tây bắc. Phiên xử bắt đầu ngày 2/3 tại Tòa án Liên bang ở Melbourne.

    Chiến dịch kiện chính phủ Úc ra tòa phát xuất từ các vụ cháy rừng Mùa hè Đen bùng phát từ giữa năm 2019, là năm khô nhất và nóng nhất trong lịch sử Úc, kéo dài đến tháng Ba 2020. Đây là những vụ cháy khốc liệt nhất từng được ghi nhận tại Úc.

    Nguyên đơn cho rằng Bộ trưởng Môi trường Sussan Lay có nhiệm vụ bảo vệ họ trước hiện tượng trái đất ấm dần lên. Họ lập luận rằng việc mở rộng mỏ than tại tiểu bang New South Wales sẽ làm biến đổi khí hậu tồi tệ hơn và gây tổn hại cho tương lai của họ.

    Một trong những nguyên đơn, em Izzy Raj-Seppings, 14 tuổi, nói em muốn gây cảm hứng cho các bạn trẻ khác trên thế giới.

    Công ty hoạt động trong lĩnh vực tài nguyên thiên nhiên này cho rằng “những đầu tư tạo nên công ăn việc làm quan trọng” đẩy mạnh việc phục hồi kinh tế Úc từ COVID-19 không nên bị trì hoãn “vì những vụ kiện vô căn cứ.”

    Các chuyên gia pháp lý cho rằng vì sự phức tạp của vấn đề, ngưng một dự án khai mỏ lớn sẽ không dễ dàng.

    Phần lớn điện tại Úc được sản xuất từ than đá, đây cũng là một trong những ngành xuất khẩu lớn nhất của Úc. Tuy nhiên tương lai dài hạn của ngành này không chắc chắn vì thế giới đang chuyển sang năng lượng tái tạo.

    Bộ trưởng Môi trường đồng ý chờ tới khi toà xử xong mới đưa ra quyết định cuối cùng về việc mở rộng kế hoạch vừa kể. Tranh luận tại tòa án liên bang dự trù kéo dài 5 ngày, nhưng phán quyết có lẽ phải mất vài tháng nữa mới có.

    One in five Chinese Australians report attacks or threats amid pandemic, rising tensions

    SYDNEY (Reuters) - One in five Chinese Australians say they have been physically threatened or attacked in the past year because of the COVID-19 pandemic and tensions in Australia’s relationship with China, a survey by the Lowy Institute think tank reported.

    The findings prompted a call from the Chinese Australian Forum, a community group, for national leadership to tackle racism as Australia deals with a more assertive China, and also recognition that the Chinese community in Australia is diverse in its political views and origins.

    Around 5% of Australia’s population of 25 million claim Chinese ancestry, the national census shows. Half of the Lowy survey respondents were born outside mainland China, in places including Hong Kong, Malaysia and Taiwan.

    “Chinese Australians were always going to be sandwiched in geopolitical tensions with (China),” said president of the Chinese Australian Forum, Jason Li.

    “How we manage the rising distrust towards 1.4 million of our fellow Australians will be a significant test of our multiculturalism and our values as an open, liberal society.”

    Three-quarters of respondents said Australia was a good or very good place to live.

    The survey came as the Chinese embassy published a speech by deputy head of mission Wang Xining, who attacked “scumbags” in Australia who criticised the Chinese government.

    “Those scumbags who deliberately slander China, undermine Sino-Australian friendship and harm the well-being of the two peoples out of self-interest will be cast aside by the world, and their descendants will be ashamed to mention their negative role in history,” Wang told the Australia China Business Council dinner.

    The embassy has previously listed its grievances against Australia as including Canberra’s call for an independent investigation into the origins of the coronavirus pandemic, the bar on Chinese telecommunications company Huaweiparticipating in the 5G network, and restricting foreign investment on national security grounds.

    FOREIGN INTERFERENCE

    Australia introduced a foreign interference law in 2018 that has increased scrutiny of political donations by Chinese Australians and led to a police raid on Chinese media outlets.

    Half of respondents to the Lowy survey said they were concerned about China’s influence on Australian political processes, and half said the media and politicians paid the “right amount” or “too little” attention to the issue.

    Australia’s public broadcaster, the ABC, launched a Chinese-language Youtube video channel this week offering Australian news, after concerns from government and some community groups about Chinese government influence on Chinese language media outlets in Australia.

    Li said the survey’s finding that seven out of 10 Chinese Australians feel a sense of belonging to Australia “vindicates the strength of Australia’s multiculturalism”.

    A similar number of Chinese Australians said they felt a sense of belonging to the Chinese people (68%).

    The survey also found strong support (65%) for Australia working to find other markets to reduce its economic dependence on China.

    It is the first time the Lowy Institute has conducted the Being Chinese in Australia survey of around 1,000 people, mostly recruited on social media, which included Australian citizens, permanent residents and a large number of long-term visa holders. It was funded by the Australian government.

    More than 20 firefighters were sent to the Darlinghurst terrace to put out the blaze, which threatened seven people and burned through three storeys. Photos released by New South Wales Fire and Rescue showed a charred e-bike.

    The fire service has warned the community to be aware of faulty e-bike chargers, damaged battery packs, and said bikes should be charged away from areas where people sleep.

    New Zealand's Catholic Church apologises to survivors of abuse

    WELLINGTON (Reuters) - New Zealand’s Catholic Church formally apologised on Friday to the survivors of abuse within the church and said its systems and culture must change.

    Cardinal John Dew, who is the Roman Catholic Archbishop of Wellington and Metropolitan of New Zealand, made the apology at the Royal Commission into Abuse in Care on behalf of the bishops and congregational leaders in New Zealand.

    “Today, recognising the importance of this moment, I apologise to you, on behalf of the bishops and congregational leaders of the Catholic Church in Aotearoa New Zealand,” said Cardinal Dew, who is also the president of the New Zealand Catholic Bishops Conference.

    “I also apologise to you on behalf of those who preceded us as bishops and congregational leaders. We offer no excuses for their actions, or for ours, that have caused you harm.”

    Cardinal Dew’s comments in Auckland was part of witness statements being recorded from faith-based institutions at the Abuse in Care inquiry that is underway to resolve historic and current abuse claims.

    Prime Minister Jacinda Ardern set up the Royal Commission in 2018 saying the country needed to confront “a dark chapter” in its history, and later expanded it to include churches and other faith-based institutions.

    An interim report by the Commission in December found up to a quarter of a million children, young people and vulnerable adults were physically and sexually abused in New Zealand’s faith-based and state care institutions from the 1960s to early 2000s.

    The inquiry found children, some from as young as nine months old, suffered years of abuse, which included rape and electric shock treatment, by staff at psychiatric and state care facilities, clergy and foster guardians.

    “We acknowledge that the systems and culture of the Church allowed abuse to occur. These systems and culture failed you and must change,” said Cardinal Dew.The Royal Commission will make recommendations to the government in its final report later this year. It is one of longest and most complex commissions of inquiry undertaken in New Zealand.
