    Coronavirus Australia live update: record 484 new Victoria Covid-19 cases announced in premier Dan Andrews' press conference


    Chief health officer Brett Sutton said Victoria is “at a really, really challenging phase of the pandemic”.

    One of the reasons for that is numbers fatigue.

    "We’re all a bit inured to the numbers. If we had a number close to 500 in March or April, we would have been staying in our bedrooms and not leaving the house."

    Sutton said the R-number (the average number of people each infectious person spreads it to) has come down from 1.5 to 1.2. To see a reduction in numbers, the R-number needs to be below one.

    Other models show that it might be even lower. My suspicion is it’s still above one.

    "We can’t necessarily expect numbers to go down. I think that will be an even greater challenge in days ahead. That means that we’re going to look at 500-600 cases per day. I absolutely don’t want us to go there. So we have to reinforce the things that we know will make a difference. And that is the very simple principles of isolation and quarantine".

    Sutton said people needed to get tested at the first sign of symptoms.

    "You’re actually most infectious in the first couple of days of your illness. So the very beginning of that runny nose or sore throat or cough or low-grade fever is when you’re most infectious. You’re probably not that infectious after seven days. So getting tested very early on and isolating right at the beginning is a really key action.

    And I think they’re things that are not being done so well through this wave as for our first wave. So I think we’re in pretty tough times if we’re going to turn this around, but we do know what works, and I know that Victorians have stepped up in so many ways, including all the masks that I see now, including the fact that a lot of mobility data suggests that people are absolutely staying home. But there are lots of people who are still moving about and the most critical ones to reach are those who’ve got those early symptoms who need to be at home getting that test and waiting for that result."

    A Kurdish investigative journalist in his homeland, Iran, Boochani was persecuted for his reporting and his support for Kurdish rights, and fled for Australia in 2013.

    He arrived by boat on Christmas Island, an Australian territory in the Indian Ocean, on 23 July, the first place he reached where he could claim asylum.


    He was forcibly transferred to Manus Island just over a month later, to a detention facility that was later found to be illegal. He would spend 2,269 days held by Australia’s offshore processing regime.


    After a protracted court case, he and nearly 2,000 others were compensated for their unlawful detention.


    Over the six years he was held on Manus Island and in Port Moresby, Boochani witnessed friends shot, stabbed
    and murdered by guards on Manus Island, saw others die through medical neglect, and watched others descend into mental anguish and suicide.

    Over the course of six years held within Australia’s offshore processing regime in Papua New Guinea, Boochani emerged as the voice of the Manus Island detention centre and a tireless campaigner for the rights of those detained by Australia.

    He has
    written extensively for the Guardian on life in detention and won Australia’s richest literary prize for his book, No Friend But the Mountains, which is being made into a film.

    He secured a temporary visa to fly to New Zealand in November last year as a guest at a writers’ festival, and lodged a claim for protection when he arrived.

    Boochani has now been granted a one-year work visa, and can apply for permanent residency in New Zealand, a pathway to citizenship. He has lived in Christchurch since leaving Papua New Guinea.

    Úc không muốn ‘làm tổn thương’ quan hệ với Trung Quốc

    All of metropolitan Sydney declared a hotspot by Queensland government



    Greater Sydney has been declared a hotspot by the Queensland Government effective from 1am Saturday, Premier Annastacia Palaszczuk has announced.
    New South Wales Premier Gladys Berejiklian said she had no prior warning of the decision.
    "There has been more outbreaks in other parts of Greater Sydney and that will now become a COVID declared hotspot taking effect from 1am on Saturday," Ms Palaszczuk said.
    "We have done this to ensure we give notice to Queenslanders who may want to return home.
    "We are in extraordinary times at the moment and we have to do everything we can.
    "Queenslanders should not be travelling to Sydney."
    Returning Queenslanders will be required to self-fund two weeks hotel quarantine when the new measures come into effect.
    Ms Palaszczuk said Greater Sydney encompassed 34 local government areas – including the three already declared hotspots of Liverpool, Campbelltown and Fairfield.
    A list of the affected locations was released by the Queensland government early this afternoon and includes the Central Coast and Blue Mountains.
    "We are monitoring the situation in New South Wales every single day," Ms Palaszczuk said.
    "We do not want a second wave here. We do not want widespread community transmission."
    Overnight 19 new COVID-19 cases were recorded in New South Wales.
    It comes as two new cases of COVID-19 were recorded in Queensland with two 19-year-old women testing positive after returning from interstate.
    "They both travelled together recently, including returning to Brisbane from Melbourne on the 21 July via Sydney," Health Minister Steven Miles said.
    "They travelled on flights VA 863 and VA 977".
    A criminal investigation is underway into how the women returned to the state without entering mandatory quarantine.
    NSW Premier Gladys Berejiklian said she had no warning of the Queensland border restrictions.
    "It would have been nice if she told me, but that's fine," Ms Berejiklian said.
    "I note that the cases they have had up there announced today are all from Victoria.
    "In the end it hurts the smaller states when they don't interact with New South Wales."
    Ms Palaszczuk said she was "furious" the two teenagers allegedly gave authorities "misleading information".
    "We had a hard border closure with Victoria and what is extremely disappointing is these two people went to Victoria," she said.
    "That's what they did and now we have to act swiftly and quickly.
    "We have been preparing for these scenarios. We have done this before and we will do it again."
    "Because of the negligent actions of these two we now have to do a lot of contact tracing and it's going to be an inconvenience to a lot of people.
    "The next 24 to 48 hours is very crucial here in Queensland. We need to be making sure that any of those people who may have come into contact with the two confirmed cases need to go into quarantine and also need to be tested."
    Chief Health Officer Jeannette Young said the women had not been isolating and had been travelling within Logan and Brisbane's southside communities for eight days while infectious.
    The two women live in separate homes in Logan and Acacia Ridge, one of them is a cleaner at a local private school.
    Aged care homes in the Metro South health district have been advised to go into lockdown, as a precautionary measure.
    Extensive contact tracing is underway with health authorities saying the women may have visited shopping centres and churches in the local area.

    Coronavirus: Victoria declares state of disaster after spike in cases


    The Australian state of Victoria has declared a state of disaster and imposed new lockdown measures after a surge in coronavirus infections.

    Under the new rules, which came into effect at 18:00 (08:00 GMT), residents of the state capital Melbourne are subject to a night-time curfew.

    There will be further restrictions on residents' ability to leave home.

    Australia has been more successful than many other countries in tackling Covid-19, but cases are rising in Victoria.

    The state - Australia's second most populous state - now accounts for many of the country's new infections in recent weeks, prompting the return of lockdown restrictions in early July.

    But on Sunday Premier Daniel Andrews said the measures were working but too slowly. "We must go harder. It's the only way we'll get to the other side of this," he told reporters.

    The new rules will remain in place until at least 13 September, Mr Andrews added.

    On Sunday, Victoria reported 671 new coronavirus cases and seven deaths. Those increases brought the totals to 11,557 infections and 123 deaths.
    What are the new restrictions?

    The night-time curfew is being implemented across Melbourne from 20:00 to 05:00.

    The only valid reasons for leaving home during these hours will be work, medical care or care-giving.

    Melbourne residents will only be allowed to shop and exercise within 5km (three miles) of their home. Exercise outside of the home will only be allowed for one hour at a time.

    Only one person per household is allowed to shop for essentials at a time.

    All students across the state are returning to home-based learning and childcare centres are closed.

    Restrictions will also be tightened across regional Victoria from Thursday, with restaurants, cafes, bars and gyms closing from 23:59 on Wednesday.

    To ensure these rules are observed, police will be given additional powers, Mr Andrews said.

    "We have got to limit the amount of movement, therefore limiting the amount of transmission of this virus. We have to clamp down on this," Mr Andrews said.

    Why did Victoria become the epicentre of Australia's outbreak?


    The country has recorded about 17,000 infections and 200 deaths so far - with the majority of these in Victoria.

    Initially officials felt optimistic about containing Covid-19, with lockdowns and mandatory quarantines for people entering the country.

    For months, most cases were coming from travellers returning from overseas, but the spike in Melbourne has proved to be a major setback.

    Local transmissions have become a key source of infections, putting authorities on the back foot.

    In early July about 300,000 people were ordered back into lockdown amid a military-assisted operation to "ring-fence" 10 areas at the centre of the outbreak.

    Then, about five million residents of Melbourne were told to stay at home for six weeks.

    Initially, Mr Andrews pinpointed the origin of many infections to security guards who reportedly broke lockdown rules while overseeing hotel quarantines.

    Health experts say the relaxation of rules, complacency on social distancing and sheer bad luck have all contributed to Victoria's rise in cases.

    Now Mr Andrews says the current rate of community transmission - including "mystery cases" that cannot be traced back to work or home - is far too high.

    "And they tell us, based on the current number, cases might begin to drop off, not in days or weeks, but months," Mr Andrews said. "That's not something I'm willing to accept."

    New Zealand mosque gunman unmoved as sentencing begins

    The sentencing of a gunman who killed 51 Muslim worshippers in New Zealand's worst mass shooting got underway on Monday under tight security.

    Australian white supremacist Brenton Tarrant showed little emotion as he appeared before the Christchurch High Court handcuffed and dressed in gray prison clothes.

    Tarrant has pleaded guilty to 51 murder charges, 40 charges of attempted murder and one charge of committing a terrorist act.

    Lawyers expect Tarrant to be the first person in New Zealand's history to be imprisoned for life without parole.

    The hearing opened with prosecutors describing the attacks in a 26-page summary — the first detailed official account of what happened on that day.

    On March 15, 2019, 29-year-old Tarrant shot worshippers at two mosques in Christchurch during Friday prayers, live-streaming the act on social media. He had also uploaded a manifesto shortly before the shootings.

    Crown prosecutor Barnaby Hawes said the gunman planned his attack at the city's Al Noor mosque for when the maximum number of people would be present. He had flown a drone over the grounds two months earlier, taking note of the location of entry and exit doors.

    The first day of the four-day hearing was also a first opportunity for friends and relatives of the victims to confront the gunman.

    "You killed your own humanity, and I don't think the world will forgive you for your horrible crime,'' said Maysoon Salama, the mother of 33-year-old Atta Elayyan who was killed in the attacks.

    "You thought you can break us," she added. "You failed miserably.''

    High Court judge Cameron Mander is set to hear statements from 66 survivors over the four-day hearing. Tarrant will make his own submission ahead of the verdict.

    Sentencing amid media restrictions

    The media has been banned from live reporting the proceedings from the courtroom to ensure that any neo-Nazi propaganda from Tarrant, while he is in the dock, does not gain publicity.

    Restrictions are also in place on what journalists can report. Any violation of those rules is likely to result in a contempt of court charge.

    "The court has a duty, particularly in the context of offending against the Terrorism Suppression Act, to ensure it is not used as a platform... (and) to prevent it being used as a vehicle for further harm," he said.

    Prime Minister Jacinda Ardern said it would be a difficult week for many: "I don't think there's anything I can say that is going to ease how traumatic that period is going to be," she told reporters.

    There was a heavy police presence outside the courthouse early Monday, with sniffer dogs checking lines of court staff and media lining up at security points. Mental health experts were also on standby. Local media reported that snipers were stationed on the courthouse roof.

    The proceedings are being translated live into eight languages to accommodate New Zealand's diverse Muslim community.

    Cheng Lei: Australian anchor on Chinese TV detained in China



    Cheng Lei worked as a reporter in Beijing

    Chinese authorities have detained an Australian citizen working as a high-profile TV anchor, as relations between the two countries deteriorate.

    Australia's foreign ministry said Cheng Lei, an anchor for state broadcaster CGTN, was detained two weeks ago.

    Foreign minister Marise Payne said a virtual consular visit had been held with Ms Cheng via video link.

    Australia's government warned its citizens in July that they were at increased risk of detention in China.

    Tensions between the two nations have escalated in recent months, after Australia led calls for an official investigation into the origins of the coronavirus pandemic in China.
    On Monday China announced a second investigation into imports of Australian wine. Last week, Australia's federal government said it planned to enact legislation which would allow it to cancel local government deals with foreign countries - a move widely seen as aimed at China.

    Ms Cheng is being held under "residential surveillance at a designated location", according to ABC News. Investigators can question and imprison a suspect for up to six months without charge.

    However Beijing is yet to confirm her status.

    Australia's foreign ministry was given notification of her detention on 14 August.

    "Australian officials had an initial consular visit with Ms Cheng at a detention facility via video link on 27 August and will continue to provide assistance and support to her family," a statement from the ministry said.

    Ms Cheng has two young children in Australia. ABC News said friends and family hadn't heard from her in recent weeks.

    A statement from her family said it hoped for "a satisfactory and timely conclusion" and was in close consultation with Australia's Department of Foreign Affairs and Trade.
    CGTN (China Global Television Network), is an international English-language news channel owned by China Central Television (CCTV), a state-run broadcaster.

    Controlled by China's ruling Communist Party, CGTN is aimed at audiences abroad. The Lowy Institute think tank said the Chinese government uses CGTN to "help shape positive global opinion" of the country and "increase its soft power around the world".

    Ms Cheng has worked for CGTN for eight years and presented a show on global business for the network. Previously, she was CNBC Asia's China correspondent.
    After her detention, Ms Cheng's profile on CGTN's website was removed along with several of her articles.

    In January 2019, China detained Chinese-Australian writer Yang Hengjun for allegedly endangering China's national security. He remains in detention.

    Coronavirus: Arrests at Australia anti-lockdown protests



    Australian police have made dozens of arrests amid anti-lockdown protests attended by hundreds nationwide.

    In Melbourne, the centre of Australia's outbreak, about 300 people marched in defiance of tough measures that have been in place for a month.
    Smaller protests took place in Sydney, Brisbane, Adelaide and Perth.

    On Friday PM Scott Morrison said seven of the country's eight states had agreed to open their internal borders by December.
    He suggested an eventual travel bubble with New Zealand could boost tourism and help revive the economy.
    "In the absence of a vaccine, we may have to live this way for years," he warned.

    Confirmed virus cases in Australia have more than tripled to over 26,000 over the past two months, with deaths rising to 748 from 104 over the same period.

    What happened at the protests?


    In Melbourne protesters chanted "freedom" and "human rights matter" amid a heavy police presence.

    Victoria Premier Daniel Andrews was also singled out - "We are in a city where the cure from Daniel Andrews is actually worse than what's happening," protester Fiona Kat told AFP.

    Police said they had made 15 arrests - 14 for breaching lockdown rules and one for assaulting a police officer who received lacerations to the head. They also issued more than 150 fines for lockdown breaches.

    Mr Andrews condemned the event - "It is not safe, it is not smart, it is not lawful. In fact, it is absolutely selfish for people to be out there protesting," he told reporters.

    There were smaller rallies elsewhere, including two in Sydney and one in Byron Bay that turned violent, according to local media. Police made 14 arrests, including three people suspected of assaulting police officers.

    The protests were largely driven by fringe online groups promoting virus-related and anti-vaccination conspiracy theories.

    Police had earlier drawn criticism for the arrest of a pregnant woman for promoting the protest online. On Friday officers broke into the home of a former bodybuilder and conspiracy theorist who had also been calling for people to join the event.
