    New Zealand rejects US-style armed police squads

    New Zealand has rejected the idea of a permanently deployed and armed US-style police force — despite last year's Christchurch massacre. Officials were not persuaded that the US model was worth pursuing.



    New Zealand's top police officer, Commissioner Andrew Coster, announced Tuesday that his 12,000 personnel would stay routinely unarmed — rejecting a militarization of South Pacific nation's law enforcement.

    Evaluations and public feedback — including 29,000 objectors in a petition —had made it clear, Coster said, that "Armed Response Teams" (ARTs), tested over 6 months, "do not align with the style of policing that New Zealanders expect."

    "I have made the decision these teams will not be part of our policing model in the future," Coster said, adding his force was committed to being "generally unarmed" but given new body armor and more tactical training.

    The world was stunned in March last year, when a lone gunman murdered 51 Muslim worshippers in two mosques in Christchurch, an otherwise relaxed hub on New Zealand's South Island, and wounded 40 others.

    Shooter Brenton Tarrant, an Australian and avowed white supremacist, last March pleaded guilty from an Auckland jail, averting a trial. Sentencing is still awaited.

    Parliament in Wellington tightened firearms laws, including a ban on semi-automatic weapons, with police overseeing a buyback of New Zealanders' guns.

    Already, Prime Minister Jacinda Arden had said she opposed routine police arming.

    Marama Davidson, co-leader of New Zealand's Green Party which supports Ardern's center-left Labor Party-led cabinet, said she feared for her two sons.

    "'We only have to look to the United States to see how violent things can get under a militarized police force," said Davidson, whose background is indigenous Maori.

    New Zealand still retains its 17 Armed Offenders Squads (AOSs) comprising 300 police volunteers, but part-time and assembled only in emergencies, at 17 locations as well as negotiating teams, dog section, maritime and diving units.

    Evaluation statistics made public by Coster's Wellington office, show that three experimental Armed Response Teams attended more than 8,000 events, but "did not discharge any firearms" during the six-month trial period ended in April.

    Callouts had involved grievous assault offences, and family harm offenses, attempted suicides and mental health events.

    Only 186 involved a firearm and a further 137 incidents a "cutting/stabbing instrument" [knives], said police evaluators.

    29,313 petitioners told parliament's justice committee in May that "putting police with guns on the streets won't protect communities or help us feel safe."

    Instead, they said, "institutional" racism already in "evidence" within the New Zealand Police was "more likely" to result in Maori and Pasifika [residents from South Pacific islands] being targeted.

    New Zealand's response to the Christchurch massacre had been to show "our humanity" and "strengthening our social connection," said petitioners.

    They cited a US Princeton University study that squads "similar to Armed Response Teams" were used mostly in non-emergencies such as enforcing search warrants and "did nothing to improve community or officer safety."

    Policing methods worldwide are under scrutiny after African-American citizen George Floyd was killed in the hands of white Minneapolis police, sparking protests around the globe, including a Black Lives Matter protest in Auckland.

    Marmite can only produce small jars due to the coronavirus pandemic, a company tweet has suggested. The spread, made with yeast extract, is now only being produced in a 250g size jar as a result of brewers’ yeast being more difficult to get hold of, a message sent on the company’s official account said on Wednesday.
    When asked by a customer why larger 400g squeezy jars were hard to get hold of at the moment, the firm replied: “Due to brewers yeast being in short supply (one of the main ingredients in Marmite) Supplies of Marmite have been affected.

    Australia cyber attacks: PM Morrison warns of 'sophisticated' state hack


    Scott Morrison said the "malicious" activity had been increasing over months

    Australia's government and institutions are being targeted by ongoing sophisticated state-based cyber hacks, Prime Minister Scott Morrison says.

    Mr Morrison said the cyber attacks were widespread, covering "all levels of government" as well as essential services and businesses.

    He declined to identify a specific state actor and said no major personal data breaches had been made.

    The attacks have happened over many months and are increasing, he said.

    The prime minister said his announcement on Friday was intended to raise public awareness and to urge businesses to improve their defences.

    But he stressed that "malicious" activity was also being seen globally, making it not unique to Australia.

    Who has been targeted?

    Mr Morrison did not name specific cases but said it had spanned "government, industry, political organisations, education, health, essential service providers and operators of other critical infrastructure".

    He did not give further details. Previously, defence manufacturers, government contractors and accounting firms have been among those to report data breaches.

    Last year, the Australian National University said it had been hacked by a sophisticated operation which had accessed staff and student details.

    Australia's main political parties and parliament were hit by a "malicious intrusion" earlier in 2019, also attributed to a "sophisticated state actor".

    Who is behind it?

    Speaking on Friday, Mr Morrison said officials had identified it as a state hack "because of the scale and nature of the targeting and the trade craft used".

    "There are not a large number of state-based actors that can engage in this type of activity," he said, without giving specifics.

    When asked to identify a country, Mr Morrison said he would not make "any public attribution".

    Cyber intelligence experts have long linked various hacks in Australia to China.

    They say China is one of the few states, along with Russia, Iran, and North Korea, which have the capacity for such attacks - and are not allied with Australia. However, they also note that cyber espionage between countries and even allies is common.

    "There's always simmering tensions between Russia and China so really it comes down to those being the key actors they [Australia] would be referring to," expert Joshua Kennedy-White told the BBC.

    The Reuters news agency has previously reported that Australian intelligence agencies suspected China of carrying out the parliament hack in 2019. Canberra declined to comment.


    The unsaid part of the story: China

    The headline itself was clear. Many political, educational and health organisations have been targeted by a state-based cyber actor with "significant capabilities". However, much about Mr Morrison's press conference was understated.

    For example, it was not clear why this announcement was made at this particular moment - given these attacks have been going on for a while. Mr Morrison made a similar announcement early last year.

    Despite blaming a "sophisticated state actor", he refused to name names - even after being directly asked about the country almost everyone was thinking about: China.

    Relations between the countries have grown tense in recent years but have significantly worsened after Australia echoed the US in calling for an inquiry into the origins of the coronavirus, first detected in China late last year.

    China has since imposed tariffs on Australian barley, stopped beef imports and warned Chinese citizens and students about the "risks" of travelling to Australia for tourism or education because of racist incidents.

    Australia has also ratcheted up its rhetoric. Last week, Mr Morrison said he would not give in to "coercion" from Beijing.

    It's hard to be 100% sure that China could be behind this, but what we know is that Australia's leadership has chosen a moment when its relationship with its powerful trading partner is at an all-time low to announce publicly that it is under cyber-attack from a powerful state.


    Which actions did Mr Morrison urge?

    He said businesses - particularly health infrastructure and service providers - should improve their technical defences.

    Cyber defence agencies had thwarted "many" hacking attempts but protection required "constant persistence and application", he added.

    "We raised this issue today not to raise concerns in the public's mind, but to raise awareness in the public's mind," Mr Morrison said.

    "We know what is going on. We are on it, but it is a day-to-day task."

    Australia caps toilet roll sales after panic-buying

    Supermarkets in Australia have reintroduced limits on purchasing toilet roll amid a rise in panic-buying.

    On Friday, Coles imposed a one-pack limit on toilet roll and paper towels nationwide, while Woolworths has a two-pack limit on toilet roll.

    The rush was triggered by a spike in Covid-19 cases in the state of Victoria.

    Prime Minister Scott Morrison said there was no reason to panic-buy.

    Limits were previously imposed in March, when Australian shoppers anticipating a lockdown emptied supermarket shelves. Police were called to one store in Sydney after customers fought over toilet roll.

    Victoria's tally of new Covid-19 cases has been in double digits for over a week. On Thursday, 33 new cases were confirmed.

    Images and video posted to social media in recent days show people picking up multiple packs of toilet roll, leaving shelves nearly empty.



    The latest curbs began in Victoria on Wednesday when supermarkets announced a return to limited toilet roll sales.

    Coles has also imposed limits on hand sanitiser and food staples like pasta and eggs in the state.

    Woolworths reported a big rise in toilet roll demand in Victoria, but said other states are also panic-buying again. Customers at supermarkets in New South Wales and South Australia have reported empty shelves.

    "We've regrettably started to see elevated demand for toilet roll move outside Victoria in the past 24 hours," said Woolworths' managing director of supermarkets Claire Peters.

    "While the demand is not at the same level as Victoria, we're taking preventative action now to get ahead of any excessive buying this weekend."

    The supermarket chain has ordered an extra 650,000 packs of toilet roll - a third more than normal.

    Australia has reported 7,500 coronavirus cases in total and 104 deaths since the pandemic began.

    Prime Minister Scott Morrison said on Friday there was no need for customers to start panic-buying again.

    "I'm sure [panic-buying] will pass, as it did last time. There's no need for it, and I think today it's important to reassure people the outbreak doesn't mean there's a problem. The response to that outbreak is strong, which means that Australians can have confidence," he said.

    Mr Morrison and the country's chief medical officer said the virus remains under control, and plans to reopen Australia's economy will go ahead.

    Three thousand people living in nine public housing towers in Melbourne have been placed under the harshest lockdown rules of the coronavirus pandemic in Australia so far and banned from leaving their homes for at least five days.

    Five hundred police officers have been dispatched to monitor the nine towers in Flemington and North Melbourne and ensure that the residents do not leave their small and often overcrowded units.

    Residents told Guardian Australia they felt “singled out” by the lockdown order, which was implemented with no warning at 4pm, and “intimidated” by the large police presence.

    “If you’re in one of those towers the minister has just read out, you will not be allowed to leave your unit, your dwelling within that tower, for any reason,” Andrews said.

    He said the lockdown would be in place for at least five days, because that was how long health officials estimated it would take to test every single resident in those units, and get the test results back. But the lockdown could last 14 days, he said.


    There are more than 1,300 units in the nine towers. Residents were not forewarned before the premier made the announcement and police arrived at their door. Andrews said the state government would be arranging for food, healthcare and other essential services to be delivered to the residents, but the details of how that will work have not been announced or discussed with residents.

    Coronavirus in Australia: Melbourne begins new shutdown


    The border between New South Wales and Victoria has been closed since Tuesday

    Australia's second-largest city has begun a second lockdown in response to a spike in new coronavirus infections.

    Five million Melbourne residents will be barred from leaving home for six weeks, except for essential reasons.

    Police say they are setting up a "ring of steel" around the city, with "checkpoints anytime and anywhere" to enforce the measures.

    Chief health officer Prof Brett Sutton says the figure of 288 new cases is a “pretty ugly number” and “we may well see it worsen before it gets better”.Specifically, he says case numbers may rise in the next two weeks until lockdown has an effect.

    People in Melbourne 'requested' to wear a mask in public

    Andrews says the government is in the process of trying to make two million reusable masks, and acquire one million single use masks, which will be distributed. The distribution will be focused on priority communities, like public housing tenants. He says:

    ...it is our request of you, it’s not compulsory, we are simply asking that if you can wear a mask where you can’t distance, that is exactly what we would like you to do.

    That’s a relatively small contribution but one that could make a really big difference.

    He gives some example of times people are requested wear a mask, including being in an Uber or taxi, being on public transport, or doing the supermarket shopping.

    That’s not to say that we should be compelling people...It’s a small thing, but our request, not an obligation, but our request.
