AUSTIN, Texas (AP) – Thống Đốc Texas Greg Abbott hôm Thứ Ba, 23 Tháng Sáu, nói rằng tiểu bang lần đầu tiên có một ngày mà số ca bệnh COVID-19 mới đã vượt quá mức 5,000, một dấu mốc đầy lo lắng cho tiểu bang, giữa khi bệnh viện nhi đồng được coi là lớn nhất ở Mỹ phải khởi sự nhận bệnh nhân người lớn để các bệnh viện vùng Houston có giường bệnh cho người nhiễm COVID-19.

Phát biểu này của Thống Đốc Abbott, người thuộc đảng Cộng Hòa, được đưa ra sau khi Texas vượt quá con số 4,000 ca bệnh mới mỗi ngày chỉ mới hồi cuối tuần qua.

Bác Sĩ Anthony Fauci, chuyên gia hàng đầu về bệnh truyền nhiễm của Mỹ, nói trong cuộc điều trần trước Hạ Viện hôm Thứ Ba rằng “hai tuần lễ sắp tới sẽ rất quan trọng” tại Texas cũng như các tiểu bang khác hiện đang tìm cách ngăn chặn sự gia tăng của các ca bệnh.

Thống Đốc Abbott nói với đài truyền hình KBTX ở Bryan rằng: “Hiện có nhiều người dân tiểu bang Texas nghĩ rằng việc lây lan của COVID-19 không đáng ngại. COVID-19 là sự nguy hiểm và đang lây lan.”

Ông Abbott vào hôm Thứ Hai nói rằng mức lây lan ở tiểu bang Texas đã tăng gấp đôi kể từ cuối Tháng Năm, lên tới gần 9% và tiểu bang đã có 11 ngày liên tục gia tăng về số bệnh nhân phải điều trị COVID-19, nay lên tới hơn 3,700 người.

Thống Đốc Abbott nay bắt đầu nhấn mạnh tới nhu cầu phải đeo khẩu trang. Ông chưa có các biện pháp mới mà nhiều người đã kêu gọi, như bắt buộc đeo khẩu trang, tuy nhiên hôm Thứ Ba cũng cho thấy là điều này có thể sẽ phải thi hành.

Ông Abbott nói tiểu bang Texas vẫn còn có nhiều giường trống tại bệnh viện, nhưng ở một số nơi tại tiểu bang này, giới hữu trách khởi sự có biện pháp để có thêm giường. Bệnh viện Texas Children’s Hospital, được coi là bệnh viện nhi đồng lớn nhất nước Mỹ, hôm Thứ Ba nói họ đang nhận các bệnh nhân người lớn để có thêm giường bệnh cho người nhiễm COVID-19 ở vùng Houston.

Số người phải vào bệnh viện do COVID-19 ở Harris County, bao gồm cả thành phố Houston, đã tăng gần gấp ba kể từ ngày 31 Tháng Năm tới nay.

Thị Trưởng Houston Sylvester Turner hôm Thứ Hai nói: “Quyền hạn của chúng tôi ở cấp địa phương đã bị tước đoạt để phải mở cửa. Tôi đã nói hai tháng trước đây là chúng ta đang đi quá nhanh. Và nay chúng ta ở trong tình trạng này.” (V.Giang) [qd]

US has 'serious problem', says Fauci

US infectious disease chief Dr Anthony Fauci says the nation has a "serious problem" as 16 states reel from a spike in Covid-19 cases.

At the first White House task force briefing in two months, Dr Fauci said: "The only way we're going to end it is by ending it together."

As health experts said more must be done to slow the spread, Vice-President Mike Pence praised US "progress".

More than 40,000 new cases were recorded across the US on Friday

The total of 40,173, given by Johns Hopkins University, was the highest daily total so far, exceeding the record set only the previous day.

There are over 2.4 million confirmed infections and more than 125,000 deaths nationwide - more than any other country.

During Friday's briefing, the White House task force also urged millennials to get tested, even if they are asymptomatic.

Mr Pence said the president requested the task force address the American people amid surges in infections and hospital admissions across southern and western states.

Sans face mask, Pence was holding his first White House coronavirus task force briefing in nearly two months – not at the White House at all but at the health department, a sign of diminished status since the halcyon days when Donald Trump pondered the efficacy of bleach.

“We have made truly remarkable progress in moving our nation forward,” Pence declared, against a backdrop of nearly 2.5m infections and 125,000 deaths, the worst tallies on the planet. “As we stand here today, all 50 states and the territories across this country are opening up safely and responsibly.”

Pinocchio! On Friday Texas, where cases have topped 130,000, became the first state to reimpose a lockdown that had previously been lifted. Florida closed down bars after a record one-day high of 8,942 infections.

“We slowed the spread, we flattened the curve, we saved lives,” Pence went on, a day after America saw a record 40,000 new cases nationwide. “There may be a tendency among Americans to think we’re in a time of great losses and great hardship on the American people, like we were two months ago. But in reality, we’re in a much better place.”

Yes, Pence admitted, we are now seeing cases “rise precipitously across the south”, but always look on the bright side of life: “Thirty-four states across the country … are experiencing a measure of stability.”

He echoed Trump by claiming “it’s almost inarguable that more testing is generating more cases”. But experts have noted that a rise in the percentage of positive cases shows that this does not explain away the rates.

Pence was questioned over why Trump is still holding campaign rallies, Paula Reid of CBS News asking: “You’re telling people to listen to local officials, but in Tulsa you defied them to have an event that resulted in dozen of people being quarantined. How can you say the campaign isn’t part of the problem?”

His response was like Alexa or Siri defaulting to a programmed response and thereby satisfying no one: “Freedom of speech and the right to peaceably assemble is enshrined in the constitution of the United States and, even in a health crisis, the American people don’t forfeit our constitutional rights.”

But health secretary Alex Azar decided to rival Pence in the sycophancy stakes, somehow conjuring the phrase “major public health victory”.

Trump has been described as the worst possible person to lead America through this crisis. Friday was a reminder that Pence may be the second worst.

When in February he was appointed head of the taskforce, Congresswoman Alexandria Ocasio-Cortez noted his failures to tackle HIV as governor of Indiana and tweeted: “Mike Pence literally does not believe in science.”

Pence once claimed the pandemic in the US would be “behind us” by Memorial Day – 25 May. At the latest briefing, the devout Christian finally revealed his secret plan: “Pray, and keep praying.”

The response of public health experts was duly withering. Dr Irwin Redlener of Columbia University told MSNBC: “George Orwell could have called his book 2020 as opposed to 1984. It was a stunning example of misrepresenting reality.”

Washington D.C. on Friday took a step toward becoming the 51st state after the U.S. House approved its admission.It marks the first time that a chamber of Congress has advanced a DC statehood bill and it comes four decades after a drive for DC to become a state was launched.

H.R. 51 was introduced last year by the non-voting delegate for Washington D.C., Eleanor Holmes Norton. Proponents of the bill say that because Washington's 700,000 residents - more than Vermont and Wyoming – have no voting representatives or senators, they have no voice in the federal government, despite paying federal taxes.

That status is protested with a slogan on DC’s license plates that says: "Taxation without representation."

And legislation passed by the district's local government is subject to congressional review.

Local anger over the district's status flared up most recently during the coronavirus pandemic and nationwide protests sparked by the killing of George Floyd, an unarmed black man in police custody.

Washington received $500 million dollars for its pandemic response, compared to the $1.2 billion the federal government accorded to each of the 50 states.

Mỹ: Ít nhất 10 tiểu bang tăng gấp đôi số ca COVID

Các ca nhiễm virus corona tăng hơn gấp đôi tại ít nhất 10 tiểu bang Mỹ gồm cả Florida và Texas, một phân tích ngày 30/6 của Reuters cho thấy.

Arizona ghi nhận con số tăng cao nhất trong tháng, với 294%. Tiếp theo là South Carolina và Arkansas. Các ca nhiễm cũng tăng hơn gấp đôi tại Alabama, Nevada, North Carolina, Oklahoma và Utah.

Số ca nhiễm trên toàn quốc tăng ít nhất 43% và số tử vong tăng 20%. Một vài tiểu bang chưa báo cáo số ca nhiễm và tử vong trong ngày 30/6.

Trong khi nhiều nước trên thế giới dường như qua khỏi đại dịch tệ hại nhất, Mỹ và một ít nước vẫn còn thấy số ca nhiễm tăng mạnh.

Trong 6 tháng kể từ khi Tổ chức Y tế Thế giới lần đầu tiên báo cáo về một chùm ca sưng phổi bí ẩn tại Vũ Hán, Trung Quốc, đã có hơn 500.000 người chết vì virus corona, trong đó có hơn 126.000 người Mỹ.

Trong tuần qua, 21 tiểu bang Mỹ báo cáo tỉ lệ xét nghiệm dương tính đối với virus trên mức 5% mà WHO gọi là đáng lo ngại. Arizona có tỉ lệ cao nhất, với 24%.

Trong tháng 6, chỉ có 4 tiểu bang-New York, Massachusetts, Connecticut và New Jersey- có tỷ lệ gia tăng ca nhiễm dưới 10%.

New York, từng là trung tâm dịch bệnh của Mỹ, chứng kiến số ca nhiễm tăng 6% trong tháng 6- thấp nhất trong nước-sau khi đóng cửa nghiêm ngặt và thi hành các biện pháp giãn cách xã hội để giúp kiểm soát dịch bệnh.
