Trong những ngày qua, khủng hoảng tranh biếm họa làm bùng lên tình cảm chống Pháp tại một số quốc gia có đông đảo dân cư theo đạo Hồi. Hôm qua, 30/10/2020, thủ tướng Canada lên tiếng kêu gọi sử dụng thận trọng quyền tự do ngôn luận, tránh để « làm tổn thương một cách tùy tiện và vô ích ».

Trả lời báo giới, thủ tướng Canada Justin Trudeau khẳng định bảo vệ quyền tự do ngôn luận, tuy nhiên ông nhấn mạnh là "quyền tự do ngôn luận không phải là không có giới hạn ", « cần hành động với sự tôn trọng người khác, và đừng làm tổn thương một cách tùy tiện và vô ích những người mà chúng ta đang chia sẻ một xã hội chung, một hành tinh chung ».

Theo lãnh đạo Canada, « cần ý thức được về các tác động của những lời lẽ, cử chỉ, hành động chúng ta đến những người khác, đặc biệt là đối với một số cộng đồng, một số nhóm dân cư, hiện đang là nạn nhân của những kỳ thị nặng nề ».

Lập trường của thủ tướng Canada bị đảng chính trị Canada « Bloc québécois », có lập trường độc lập cho bang Québec, lên án mạnh mẽ. Lãnh đạo đảng, ông Yves-François Blanchet, ra thông cáo chỉ trích thủ tướng Canada đã coi nhẹ quyền tự do ngôn luận, tự do giảng dạy, và an toàn của các công dân, chấp nhận thỏa hiệp với khủng bố, hơn là đối đầu không khoan nhượng, để bảo vệ các giá trị, cũng như các thành viên của một xã hội dân chủ.

Tấn công bằng dao ở Nice: Pháp nâng báo động khủng bố lên cấp cao nhất



Tổng thống Pháp Emmanuel Macron vào hôm nay 30/10/2020 đã triệu tập một cuộc họp của Hội Đồng Quốc Phòng, một hôm sau vụ tấn công bằng dao do một phẩn tử Hồi Giáo cực đoan tiến hành tại một nhà thờ Công Giáo ở thành phố Nice, miền nam nước Pháp, sát hại ba người, trước khi bị bắt. Vụ việc đã đặt nước Pháp trong tình trạng báo đông khủng bố cao nhất.

Ngay sau vụ khủng bố, tổng thống Pháp đã đến tận nơi để xem xét tình hình, trong lúc thủ tướng Jean Castex đã loan báo quyết định nâng kế hoạch chống khủng bố Vigipirate lên mức cao nhất là "Khẩn cấp chống khủng bố”.

Theo kết quả điều tra sơ bộ, kẻ sát nhân là một thanh niên 21 tuổi người Tunisia, mới từ Ý sang Pháp. Thủ phạm vụ tấn công đã bị cảnh sát vô hiệu hóa, sau khi đâm và giết một người đàn ông và hai phụ nữ trong nhà thờ Đức Bà ở Nice, vào sáng hôm qua. Bị thương nặng, kẻ sát nhân này đã được đưa vào bệnh viện.

Cuộc điều tra sơ khởi đã cho phép bắt giữ một nghi can 47 tuổi, bị tình nghi có liên hệ với kẻ tấn công, trong một vụ đã được chính tổng thống Pháp gọi là một vụ “khủng bố của Hồi Giáo cưc đoan”. Theo công tố viên đặc trách khủng bố, gần nơi bắt được thủ phạm, các nhà điều tra tìm thấy một quyển kinh Koran, hai chiếc điện thoại và hung khí giết người, "một con dao dài 30 cm với lưỡi dao dài 17 cm".

Vụ khủng bố gây bàng hoàng. Đặc phái viên RFI Stéphane Burgatt đã đến Nhà Thờ Sainte Réparade ở Nice để tìm hiểu thêm về phản ứng của người dân:

Bên trong giáo đường, có khoảng 20 tín đồ đang cầu nguyện. Họ có vẻ rất lo âu, vì đều nhớ lại vụ khủng bố kinh hoàng ngày 14/07/2016, khi một kẻ khủng bố lái xe tải đâm vào khách bộ hành đông đảo trên con đường ven biển nổi tiếng của thành phố. Đối với nhiều người, đây là một vết thương chưa lành.

Do việc phải mở rộng pham vị bảo đảm an ninh quanh các nhà thờ, do tình trạng giới nghiêm và lệnh phong tỏa chống Covid-19 đã được ban hành, nhiều giáo dân đã không thể vào nhà thờ dự lễ cầu nguyện, như mong muốn.

Tuy nhiên, một số người đã cố đến gần giáo đường, đặt vài bó bông và cây nến để tưởng nhớ các nạn nhân.”

So far, visitors have added around 63,000 flags to the original 165,000, but as the number of deaths continues to increase, so does the number of flags needed in the installation. As of today, there have been 229,293 Covid deaths the United States, according to the Johns Hopkins’ Covid tracker (the counter Firstenberg is referencing). That means the installation needs about 1,293 more flags to be planted just to keep up with today’s deaths.

U.S. states votes legalizing marijuana to drive growth despite election uncertainty

(Reuters) - Votes to legalize marijuana on Tuesday by a handful more U.S. states should spur further development of the industry and possibly bring changes at a federal level, even if pro-decriminalization candidate Joe Biden loses his bid for the White House, according to industry executives and analysts.

Consumer demand and the promise of tax revenue are leading more states to embrace pot, which then leads other states to follow suit, making what happens at the local level more important, they said.

Shares of U.S. companies with footprints in multiple states, including Curaleaf Holdings Inc CURA.CD, Cresco Labs Ltd CL.CD and Green Thumb Industries Inc GTII.CD, were all up on Wednesday after voters in Arizona, Montana, New Jersey and South Dakota chose to legalize recreational use.

The votes should add steam to an industry now pushing hard for new federal legislation.

“The momentum of the legal industry will likely remain unchanged regardless of the election outcome,” said Matt Hawkins, founder and managing partner at cannabis-focused private equity firm Entourage Effect Capital.

“As long as there is strong consumer demand, the industry will continue its upward growth trajectory and the pathway to legalization will likely speed up regardless.”

For example, approval in New Jersey is expected to open up other eastern states, such as New York and Pennsylvania, said Salvator Armenia, vice president of business development at producer C21 investments CXXI.CD. Those states and nearby Connecticut already allow marijuana sales for medical purposes.

Tuesday’s votes takes the tally of U.S. states where recreational use will be legal to 15 plus the District of Columbia. Mississippi voters also backed legalizing cannabis for medical use, while Oregon voters approved legalizing the psychoactive substance psilocybin found in “magic mushrooms.”

The “total addressable market” in those five states alone is considered to be as large the entire Canadian cannabis market, worth a potential $5 billion to $9 billion annually, Armenia said.

The path to federal legislation that would allow cannabis companies to bank and trade freely is still unclear, with Republican Senate Majority Leader Mitch McConnell a major opponent. Republicans appear poised to retain control of the senate.

Michael Underhill, chief investment officer at Capital Innovations, cautioned that several bills would need to pass before U.S. companies found themselves on the same regulatory playing field as their Canadian counterparts.

CLOSER TO ACCEPTANCE

In last month’s debate with Vice President Mike Pence, Democratic vice presidential candidate Kamala Harris said marijuana would be decriminalized at a federal level under a Biden administration.

“Each election cycle cannabis comes closer to federal acceptance, and this election is pivotal to those goals,” said Cynthia Salarizadeh, founder and president of House of Saka, a cannabis-infused beverages business.

Cannabis sales have surged with people stuck at home during the coronavirus pandemic. In California, sales data for August showed a 26% jump over the past year, while sales in Nevada were up 34%, according to BDS Analytics.

Alcohol and tobacco companies have taken notice, with some investing in the sector. Drinks maker Constellation Brands STZ.N has a stake in Canopy Growth Corp WEED.TOCGC.N, while Marlboro maker Altria MO.N has a stake in Cronos Group Inc CRON.TO.

Still, federal decriminalization, or legalization in more states, would not be without challenges, investors said. Many point to Canada as an example.

Though the country became the first G-20 nation to legalize recreational use of cannabis in 2018, regulatory hiccups in Canadian dispensary rollouts, slow international legalization, and a lack of profitability sent investors packing over the next year. That left most companies at a fraction of their market values by the beginning of 2020.

Shares of Canada-based pot producers and distributors, including Canopy, Cronos, Aurora Cannabis ACB.N and Tilray TLRY.O all fell on Wednesday as the chances of a swift victory for Biden faded.

Slovenian PM congratulates Donald Trump for winning election

The Prime Minister of Slovenia Janez Jansa congratulated Donald Trump on Wednesday morning on what he already considers his election for a new term as President of the United States.

“It is quite clear that the American people have elected Donald Trump and (Vice President) Mike Pence for another four years. Further delay and denial by the mainstream media would only serve to accentuate the president’s final triumph,” said Jansa, a close associate of Hungarian Prime Minister Viktor Orban, and like him very critical of the European Union.

Donald Trump called on Wednesday to stop counting the ballots in the presidential election, claiming victory in a still-undecided election.

Brazil's Bolsonaro, a Trump fan, urged to refrain from hasty U.S. election comment

BRASILIA (Reuters) - Brazilian President Jair Bolsonaro has been advised by domestic aides to wait until U.S. election results are official before congratulating his political idol Donald Trump on a win, even if either candidate declares himself winner beforehand, two sources familiar with the matter told Reuters.

Bolsonaro, a far-right populist, has modeled himself on the U.S. president and delights in being called the “Tropical Trump.” The U.S. leader has not completely redrawn U.S.-Brazil relations in the way Brasilia may have hoped, but he represents a key ideological ally for Bolsonaro.

If Joe Biden wins, the Democrat could put the environment and human rights at the top of the bilateral agenda, complicating relations and jeopardizing trade, diplomats and analysts have told Reuters.

Americans cast votes on Tuesday in the bitterly contested presidential election. But it could be days before the result is known, especially if legal challenges focused on ballots sent by mail are accepted in the event of a tight race.

As a result, diplomats and aides have urged Bolsonaro to avoid making statements on the result, even if Trump or Biden declare themselves the victor, one of the sources said.

“The recommendation is not to say anything until we have a definitive result,” the source said.

Prime ministers and presidents around the world are facing the same delicate question. “We may be sitting on our hands for a while after election day,” said the foreign policy adviser to one northern European leader.

On Tuesday, Bolsonaro met with Foreign Minister Ernesto Araújo, his strategic advisor Flávio Rocha, and with his international advisor Filipe Martins to define their election result strategy.

Bolsonaro also suggested, without evidence, that there could be foreign interference both in the U.S. election, and in Brazil’s 2022 vote, in which he is almost certain to seek re-election.

He wrote in a tweet that the U.S. elections “arouse global interests... because they influence the geopolitics and projection of world power... There is always a strong suspicion of interference by other powers in the final result.”

The U.S. Department of Homeland Security said on Tuesday that there had so far been no indications of digital foreign interference with ballots.

Twitter Permanently Suspends Steve Bannon Account After Talk Of Beheading Dr. Fauci, FBI Director

SAN FRANCISCO (CBS SF / CNN) — San Francisco-based Twitter permanently suspended an account belonging to former White House chief strategist Steve Bannon after he suggested Thursday morning that Dr. Anthony Fauci and FBI Director Christopher Wray should be beheaded. His comments were made in a video posted to his Facebook, YouTube, and Twitter accounts.

Bannon falsely claimed President Donald Trump had won reelection, despite several key states still being too close to call, and said that he should fire both Fauci and Wray.

He then said he would go further: “I’d put the heads on pikes. Right. I’d put them at the two corners of the White House as a warning to federal bureaucrats. You either get with the program or you are gone.”
