    Norway welcomes 600 African refugees 'to send a strong message'

    Norway has agreed to take 600 asylum seekers to help stop the often deadly trafficking of migrants across the Mediterranean Sea. DW has learned up to 11 of them have already left for the EU.




    Norway on Wednesday agreed to open its doors to 600 asylum seekers who had been evacuated to Rwanda from detention centers in Libya.

    The 600 people are part of a group of 800 migrants who had been moved to Rwanda from Libya under a September agreement between Rwanda, the African Union (AU) and the United Nations refugee agency (UNHCR).

    Many are from Horn of Africa nations and have been given temporary asylum-seeker status until the UNHCR determines their refugee status.

    Norway wants to stop the deadly smuggling of migrants across the Mediterranean Sea, said Joaran Kallmyr, the country's immigration minister.

    "For me it is important to send a signal that we will not back smuggling routes and cynical backers, but instead bring in people with protection needs in organized form.''

    "It's a relief to them," said Alex Ngarambe, DW's correspondent in the Rwandan capital, Kigali.

    "The first time I spoke to some of them, there were not happy. They said Rwanda is not their final destination. They did not want to stay here any longer."

    Screening underway

    UNHCR told DW that up to 11 of the asylum seekers have already departed for Europe.

    "The process is ongoing, there is going to be a lot for screening," Ngarambe reported.

    "The children will be the first priority to leave and then the women. The screening process is to verify those who are supposed to go immediately and those who will go later."

    The European Union has been trying to close the route across the Mediterranean since the 2015 massive influx of migrants. Thousands of people have died at sea while trying to reach Europe. Many set off from Libya's coast.

    The UN estimate that about 4,700 people seeking refuge are thought to be in Libyan detention centers — some of them run by militias and under siege amid civil war.

    The EU's common asylum system, the Dublin II regulations, established a quota system for the distribution of refugees and asylum-seekers among its members. But some EU member states are reluctant to take in more refugees.

    So far only Norway and Sweden have offered to take some of the refugees under the resettlement program signed between Rwanda, the AU and UNHCR.

    Rwandan Foreign Minister Vincent Biruta said Wednesday that Sweden has already taken in seven.

    Kallmyr's anti-immigration Progress Party agreed to accept a total of 3,000 refugees from UN camps in 2020 as part of a compromise last year among Norway's four-party government coalition.

    Berlin: Libya peace summit agrees on commitment to UN arms embargo

    The summit on the conflict in Libya has ended with an agreement to more strictly enforce the UN arms embargo. Host Angela Merkel said a "new spirit" had been created to find a lasting solution to the conflict.

    "We all agree that we should respect the arms embargo, and that it should be controlled more strongly than it has been in the past," she said.

    She added that the leaders who attended the summit had agreed to continue to hold additional meetings to ensure the process continues so that "the people in Libya get their right to a peaceful life."

    Africa confirms first case of coronavirus

    Egypt has confirmed its first case of coronavirus, also the first known infection on the continent of Africa. The patient — who is not from Egypt — did not show any symptoms of being ill.


    Egypt on Friday confirmed its first case of coronavirus, making it the first known infection in Africa.

    A joint statement from Egypt's health and population ministries said the patient was not from Egypt. It did not say what nationality the person was or where they had been prior to arriving in Egypt.

    The patient — who did not show any symptoms of being ill — has been quarantined in a hospital for treatment and monitoring, the statement said.

    Authorities have notified the World Health Organization (WHO).

    WHO Egypt confirmed the news on its Twitter.

    Until now, according to WHO information, no one on the continent had tested positive for the deadly virus, officially named COVID-19.

    Experts have raised concerns that countries with underdeveloped health systems — as can be found in Africa or Asia —would struggle to contain an outbreak.

    With over 120 new deaths reported in China, the virus death toll mounted to nearly 1,400 on Friday. Over 64,000 cases have been diagnosed globally.

    This weekend, a WHO-led joint mission will begin investigating the spread and severity of the outbreak in China, WHO chief Tedros Adhanom Ghebreyesus said.

    The mission will focus particularly on understanding how more than 1,700 healthcare workers became infected.

    In the US, health authorities will begin testing patients with flu-like symptoms for coronavirus, Center for Disease Control and Prevention (CDC) authorities said Friday.

    The move significantly expands the government's response to the outbreak and comes as a particularly harsh wave of influenza is hitting the country. Testing will begin in five states before expanding.

    Health authorities say it can be difficult to distinguish between the two illnesses.

    Currently, there are 15 confirmed cases of the coronavirus infection in the US. Some 600 people are currently under quarantine.

    Social media giant Facebook said it is cancelling a global marketing summit scheduled to take place next month in San Francisco over coronavirus concerns.

    Two extremely rare white giraffes have been killed by poachers in north-eastern Kenya, conservationists say.

    Rangers had found the carcasses of the female and her calf in a village in north-eastern Kenya's Garissa County.

    A third white giraffe is still alive. It is thought to be the only remaining one in the world, the conservationists added.


    Their white appearance is due to a rare condition called leucism, which causes skin cells to have no pigmentation.

    News of the white giraffes spread across the world after they were photographed in 2017.
