Russian-led troll network based in west Africa uncovered
    https://www.theguardian.com/technolo...in-west-africa

A newly discovered Russian-led network of professional trolls was being outsourced to Ghanaian and Nigerian operatives, according to Facebook and Twitter, who removed the network’s accounts on Thursday.

The network was small: just 49 Facebook accounts, 85 Instagram accounts and 71 Twitter accounts in question. But it marks the first time that a Russian information operation targeting the US has been found to be run from Africa.

Nathaniel Gleicher, Facebook’s head of security policy, said the company believes it was such a small network because it was disrupted in the early stages of building its audience. It was, Gleicher said, “operated by local nationals – some wittingly and some unwittingly – in Ghana and Nigeria on behalf of individuals inRussia.

‘Decolonise and rename’ streets of Uganda and Sudan, activists urge
    https://www.theguardian.com/global-d...activists-urge

Campaigners have asked Uganda’s parliament to order the removal of monuments to British colonialists and to rename streets commemorating imperial military forces.Uganda gained independence in 1962 after almost 70 years as a British protectorate, and more than 5,000 people have signed a petition to “decolonise and rename” the dozens of statues and street names which remain.

Among the disputed statues is one of Lord Fredrick Lugard, a prominent military colonial official in east Africa with a reputation for cruelty.

Campaigners want to change the name of King’s African Rifles Drive in Kampala, named after the British unit deployed in the brutal campaign against the Mau Mau uprising in neighbouring Kenya.

“[We] strongly believe that the continued public display of colonial iconography which glorifies individuals responsible for the brutalisation, subjugation and humiliation of colonised peoples of Uganda is a slap in the face of many brave people that fought for the political independence of Africa from the 15th century until the late 1960s,” the petition says.

Across Africa, many monuments were replaced when successive states gained independence.

In South Africa, where students took down the statue of imperialist Cecil Rhodes in 2015, a statue of Paul Kruger, 19th-century Boer leader, was recently vandalised.

In Sudan, activists are demanding that a Khartoum street where the British embassy is situated, named after slave trader Al-Zubayr Rahma Mansur be renamed. The road leads to the military headquarters where last year’s peaceful protest against then-president Omar al-Bashir wasdispersed violently and more than 120 people were killed.

Namibia rejects German compensation offer over colonial violence
    https://www.theguardian.com/world/20...onial-violence

German occupiers in Namibia almost destroyed the Herero and Nama peoples between 1904 and 1908 as they consolidated their rule in the new colony in south-west Africa. Some historians have described the bloodshed as the first genocide of the 20th century.

The two countries have been discussing an agreement on an official apology from Germany and an increase in development aid, but the talks appear now to be running out of momentum.

No details were provided on Berlin’s proposal, but unconfirmed media reports have referred to a sum of €10m.

The row comes at a time of broader reassessment of Africa’s colonial history and the suffering inflicted by European powers on populations across the continent. Partly inspired by the Black Lives Matter movement, there have been steps to remove monuments to colonialists that remain in many cities and to change names of streets.

The German government is reluctant to use the word “reparations” in a declaration accompanying any agreement with the Namibian government because of concerns that such a statement could provide a legal blueprint for future restitution claims from Poland, Greece or Italy relating to crimes during the second world war.

A Namibian official involved in the negotiations said Germany had proposed an alternative description of cash payments as “healing the wounds”.

Polenz said: “For us this is not a legal question but a political and moral question.”

Germany was relatively late to acquire African colonies, but in 1884 as European powers scrambled to carve up the continent, Berlin moved to annex a colony on the south-west coast. Land was confiscated, livestock plundered, and native people were subjected to racially motivated violence, rape and murder.

In January 1904 the Herero people – also called the Ovaherero – rebelled. The smaller Nama tribe joined the uprising the following year.

In response, colonial rulers forced tens of thousands of Herero into the Kalahari desert, their wells poisoned and food supplies cut. Others were rounded up and placed in concentration camps. Half of the Nama population also died, many in disease-ridden death camps such as the infamous site on Shark Island, in the coastal town of Lüderitz.

Officials in Berlin rejected the use of the word “genocide” to describe the killings of the Herero and Namaqua until July 2015, when the then foreign minister, Frank-Walter Steinmeier, issued a “political guideline”indicating that the massacre should be referred to as “a war crime and a genocide”.

More than 90,000 face extreme hunger with another 400,000 hit by food crisis, says report
    https://www.theguardian.com/global-d...-of-starvation

As the World Food Programme (WFP) on Friday was announced as the winner of this year’s Nobel Peace Prize, the latest analysis showed more than 91,000 people living in 13 refugee settlements in Uganda are experiencing extreme levels of hunger.

According to statistics published this week by the Integrated Food Security Phase Classification (IPC), more than 400,000 refugees are considered to be at crisis hunger levels and 135,130 children acutely malnourished and in urgent need of treatment.

Daloum said the WFP needed $15.3m (£11.8m) to provide full rations to refugees living in settlements until the end of the year.

Đọc tin này nhớ Hemingway: the fires of Kilimanjaro.

Firefighters battle to contain blaze on Kilimanjaro
    https://www.theguardian.com/global-d...tanzania-kenya

A brief media release posted on Twitter by Tanzania National Parks (Tanapa) said the fire broke out at Whona, a pit stop for mountain climbers using the Mandara and Horombo routes.

“Several teams including residents, college students and local fire brigade are currently trying to put [out] the fire. Tanapa will continue to take all precautions to ensure the safety of all visitors and their equipment,” said Pascal Shelutete, deputy commissioner of communications at Tanapa.

Kilimanjaro, a Unesco world heritage site, is 5,895 meters above sea level and is the highest free-standing volcanic mountain in the world. Unesco has said that human activities, including increased land use in surrounding areas and water and air pollution, are threats to the mountain’s ecology.

“Tourism poses a significant threat and careful planning of related infrastructure and access development is required,” said Unesco.

The mountain is located on the border between
Kenya and Tanzania and both countries have benefited immensely from tourism activities around it. Amboseli national park in Kenya, renowned for its vast herds of elephants, derives its water from the mountain.

Ending world hunger by 2030 would cost $330bn, study finds
    https://www.theguardian.com/global-d...bn-study-finds

Ending hunger by 2030 would come with a price tag of $330bn (£253bn), according to a study backed by the German government.

Research groups compiled data from 23 countries and found international donors would need to add another $14bn a year to their spending on food security and nutrition over the next 10 years; more than twice their current contribution. Low and middle-income countries would also have to give another $19bn a year, potentially through taxation.

The study included the development of an AI tool that analysed half a million research articles from the past 20 years to find evidence on what works to end hunger.“If rich countries double their aid commitments and help poor countries to prioritise, properly target and scale up cost effective interventions on agricultural R&D, technology, innovation, education, social protection and on trade facilitation, we can end hunger by 2030,” said Maximo Torero, chief economist at the FAO.
