    Investigators are “100% sure” no one was driving the 2019 Tesla Model S on Saturday night when it ran off a road, hit a tree and burst into flames, killing two men inside, Constable Mark Herman of Harris county precinct four said. One man was found in the front passenger seat and the other was in the back seat.

    The NHTSA has sent investigators to 27 Tesla crashes in the past few years.

    In Texas on Monday, investigators were still trying to determine whether the electric car was operating on the Autopilot driver-assist system or if the Full Self-Driving Capability system was in use.


    Tesla’s Autopilot partially automated driving system has been involved in several fatal crashes, for instance failing to spot tractor trailers crossing, stopped emergency vehicles or a highway barrier.

    Autonomous driving: Tesla deaths shine light on industry hurdles

    News of more fatalities caused by self-driving cars is a setback for an industry promising to make driving safer. A closer look reveals a crowded sector with a lot of growing pains still ahead.

    The fiery death of two passengers riding in a driverless Tesla on Saturday has once again drawn attention to a market that has become notorious for overpromising and underdelivering.

    A handful of years ago, everyone from newcomer Uber to oldtimer Ford had promised self-driving vehicles would be on the road by the 2020s. These self-proclaimed deadlines have come and gone. Today, the players pursuing the end of the human driver have more humble ambitions.

    What's the holdup?

    The market for this technology can seem as complex as the vehicles themselves, with many interconnected parts in their own stages of development. This makes it difficult to say if and when self-driving vehicles will finally arrive. The technologies for long-haul trucks, personal light vehicles, and taxis and other forms of public transportation all do different jobs in different settings and require a different approach.

    Much of the industry's progress also depends on the slow accumulation of data compiled by the few vehicles that have hit the road.

    "The functionality, software and algorithms required all rely on data, and the data base will gradually grow over time," Volvo Cars' head of strategy, Alexander Petrofski, told Bloomberg. "Unfortunately, it will not be possible for us to flip a switch and activate it globally, but we see a scenario where we gradually activate this with more use cases and more regions." The Swedish-based carmaker has pushed back the debut of its autonomous vehicle until 2022.

    Regulatory approval poses a similarly complex set of hurdles. Regulation that decides under what conditions an autonomous vehicle can drive on public roads will vary not only by the type of vehicle but also from government to government, on both a national and regional level.

    Who's ahead?

    As it stands, the industry includes everyone from the old auto giants like Ford and Volkswagen to small robotics startups in Israel. In the US state of California, where many tech companies are based, over 50 companies are currently licensed to test autonomous vehicles with a safety driver on the road. Experts suggest that progress in this space could be preceded by further consolidation of a market in which partnerships between tech and industry are already the norm.

    Considered by many to be the farthest along, Google-owned Waymo has operated a fully driverless commercial taxi fleet in Phoenix, Arizona, since October 2020. But the company is still years away from becoming profitable. In 2018, it announced plans to add "up to" 82,000 vehicles to its taxi fleet, however, today its fleet still numbers in the hundreds, suggesting something hasn't gone to plan.

    Several other companies are pursuing the same strategy as Waymo and starting with local autonomous taxi services. Backing from auto industry giants might give them an advantage when it comes to scaling. Cruise (backed by GM and Honda, among others), Argo (Ford, Volkswagen), and Motional (Hyundai) are all pursuing the taxi fleet model.

    Elon Musk's Tesla sells directly to consumers and has been more bullish about putting vehicles on the road. The company also has a glut of real-world data garnered from Teslas currently in use. But today, its self-driving unit is arguably most known for fatalities and broken promises.

    "Tesla is falling behind other automakers like GM and Ford that, on models with advanced driver assist systems, use technology to make sure the driver is looking at the road," Jake Fisher, senior director of Consumer Reports' auto testing, told Reuters following the most recent accident.

    Not to be outdone by Google, Amazon joined the self-driving race last year, acquiring the autonomous vehicle startup Zoox. In December, the tech startup Aurora acquired Uber's self-driving division after the ride-sharing company unloaded the unprofitable project. Former Uber CEO Travis Kalanick had predicted the company's human drivers would be largely replaced by automated vehicles by 2018.

    "There are not going to be a whole lot of players who actually make it across the finish line" in the race to commercialize autonomous driving, Aurora CEO Chris Urmson told Forbes in December, saying the company was excited for the chance to be one of those winners.

    Between efforts from AutoX, WeRide, Pony.ai, Baidu and ride-hailing firm Didi Chuxing, China also has a flurry of activity taking place independently of developments in the West. Autonomous vehicles hit the road in China for the first time in December, under testing conditions only, however, suggesting the market in China is not particularly farther ahead.

    What obstacles does the industry face now?

    The push towards autonomous driving will have to contend with the momentum building behind the electric vehicle movement, which has consumers demanding greater energy efficiency from their automobiles.

    To navigate on their own, many self-driving vehicles rely on LiDARs, short for light detection and ranging. This is a sensor placed on the vehicle's roof that emits laser waves in order to detect the distance to surrounding objects. But the LiDARs placement increases the vehicle's wind resistance, requiring more energy to propel the vehicle forward.

    A minority of companies, including Tesla, have eschewed LiDARs in favor of simpler, cheaper camera technology. It is mounted behind the car's windows and does not pose the same energy problem as LiDARs, though critics claim it is less accurate.

    Others say autonomous driving technology is developing so rapidly that soon enough the energy required to support the added tech will be negligible. This would position these vehicles to rely on the same green tech pushing the electric vehicle trend.

Other markets are proportionately more advanced than the UK in moving to electric cars.

    Norway in 2020 was the first country in the world where
    more electric cars were sold than fossil fuel cars, thanks to generous subsidies.

    Tesla's bad week in China was months in the making
    Service problems and a PR flub cap off other issues in China

    BEIJING — Tesla had a terrible week in China, but sentiment against the U.S. electric car company in its second-biggest market had been building as it struggled to keep pace with rapid growth.

    The pile-on by media and scolding by regulators show how precarious China can be for big foreign brands, and how a company's handling of an incident can turn into a crisis if the country's tightly-controlled news outlets turn against it.

    Tesla's defiance of industry convention, embodied by founder Elon Musk and a corporate culture that rarely admits mistakes, has won fans in the United States but has backfired in China. Musk had such cachet that China's government allowed Tesla to be the first foreign carmaker not forced to team up with a partner to make cars locally. Now, Tesla is learning lessons its longer-established rivals got years ago.

    Tesla's troubles in China also underscore a problem Musk and senior Tesla executives have acknowledged, though mainly in relation to the company's North American business. Tesla's rapid sales growth has outrun its capacity to repair vehicles when hardware goes bad.

    "Service expansion is really important to the future strategy of the company," Tesla Chief Financial Officer Zach Kirkhorn told investors in January.

    When a Tesla customer, angry over the handling of her complaint about malfunctioning brakes, climbed on top of a Tesla in protest on Monday at the Shanghai auto show, videos of the incident went viral.

    The incident escalated after Grace Tao, Tesla's vice president for external relations - a former anchor at state broadcaster CCTV - questioned whether the angry customer, surnamed Zhang, was acting on her own.

    In an interview with a local news outlet, Tao said, "maybe she ... I don't know, I think she is quite professional, there should be (someone) behind her."

    "We have no means to compromise, it's just a process in the development of a new product," she added.

    Tesla scrambled into damage-control mode, asking the online news outlet to withdraw the report, the outlet said on Tuesday on WeChat.

    'Insincere' apology

    Tesla issued a series of increasingly contrite late-night statements, from Monday's "no compromise" to Tuesday's "apology and self-inspection." By Wednesday night, Tesla said it was "working with regulators for investigation."

    The official Xinhua news agency said Tesla's apology was "insincere" and called for removal of a "problematic senior executive," while the Global Times cited Tao's comments in calling Tesla's "blunder" a lesson for foreign firms in China.

    Tao, who joined Tesla in 2014, could not be reached for comment. Tesla did not reply to a request for further comment.

    "There have been consistent complaints on social media with Tesla in China regarding its quality and service issues, which seem to have been largely ignored by the local team until Tuesday," said Tu Le, analyst at research firm Sino Auto Insights.

    "It's a delicate dance, though, since Tesla helps highlight the entire EV sector helping ALL companies grow their sales and raise their profiles," he said.

    Tesla cars, made at its own Shanghai factory, are highly popular in China, which is by far the world's biggest EV market and accounts for 30% of Tesla's sales.

    Investors have not shown worry. Tesla shares rose this week.

    Precarious position

    Pressure on Tesla had been building.

    Last month, it came under scrutiny when the military banned Teslas from entering its complexes, citing security concerns over vehicle cameras, sources told Reuters. Days later, Musk appeared by video at a high-level forum, saying that if Tesla used cars to spy in China or anywhere, it would be shut down.

    Tesla appeared to have scrapped much of its public relations team in the United States last year, although it has been hiring public relations staff in China.

    For communications, it relies heavily on Musk's Twitter feed, which has over 50 million followers. As of Thursday, he had been silent on the China situation, which remained a hot topic, as Tesla owners took to Weibo to complain about quality issues such as sudden acceleration or steering failure.

    On Thursday, Global Times Editor-in-Chief Hu Xijin said the intent is not to force Tesla from China.

    "Our ultimate goal is to make foreign companies adapt to the Chinese market, seriously abide by Chinese laws and regulations, respect Chinese culture and consumers, and become a positive element in the Chinese economy. Whether it is a lesson or help, it all points to the same goal."
