Mùa hoa Ngô đồng ở Huế.

Cổ thi Trung Hoa thường đề cập đến một loại cây quí phái, có hoa thuộc loại “vương giả chi hoa”, đó là cây Ngô Đồng qua 2 câu cổ thi :

Ở Huế xưa kia, Ngô Đồng chỉ được trồng ở chốn vương giả.

Sách Đại nam nhất thống chí còn ghi lại:

"Các tỉnh ven núi đều có. Đời Minh Mạng được đưa từ Quảng Đông đem về, trồng ở hai bên góc điện Cần Chánh. Lại sai biền binh đem lá lên các núi để tìm khắp, khi tìm được, đem trồng ở các góc điện". Cầm lá lên núi tìm cây ngô đồng về xuôi, khác nào mang cây ngô đồng trong huyền sử, trong thi ca về trồng trên đất Thần Kinh.

Theo truyền thuyết, thuở xưa vua Phục Hy tình cờ trông thấy có năm sắc sao rơi xuống cụm ngô đồng và chim phượng hoàng đến đó đậu.

Nhà vua biết phụng là chúa của các loài chim, do vậy cây ngô đồng này hấp thụ tinh hoa của trời đất, là 1 gỗ linh có thể chế được đồ nhã khí được, liền cho người hạ cây, cắt làm ba đoạn để phân tam tài (thiên-địa-nhân).

Đoạn ngọn, tiếng quá trong và nhẹ, đoạn gốc tiếng đục và nặng, chỉ có đoạn giữa tiếng vừa trong vừa đục, có thể dùng được.

Nhà vua cho ngâm đoạn giữa thân cây giữa dòng nước, đúng bảy mươi hai ngày đêm, vớt lên phơi trong mát cho thật khô, chọn ngày tốt, gọi người thợ khéo Lưu Tử Kỳ chế làm nhạc khí, bắt chước nhạc Cung Dao Trì, đặt tên là Dao cầm.
Đàn lên, có thể làm hổ nghe nín kêu, vượn nghe nín hót…(theo truyện tích Bá Nha &Tử Kỳ ).

Cũng do xuất phát từ một huyền thoại "vương giả" như vậy nên cây ngô đồng xưa kia chỉ trồng những nơi quyền quý thiêng liêng, đó là trong Hoàng thành và ở các lăng vua nhà Nguyễn.

Theo nhà nghiên cứu Đỗ Xuân Cẩm thì hiện nay 8 cây ngô đồng sau Điện Thái Hoà, khu vực Tả, Hữu Vu không phải có từ thời Minh Mạng mà tuổi cây chỉ vài ba mươi năm trở lại đây.

Trong 8 cây ngô đồng ấy chỉ có 3 cây có kích cỡ lớn và chiều cao từ 16-18m, đường kính tối thiểu là 0,7m.

Ngoài địa điểm vừa nêu, cây Ngô đồng ở Huế còn có thể thấy ở một vài công viên (Thương Bạc, Phú Văn Lâu, Tứ Tượng), vài lăng tẩm (Minh mạng, Tự Đức) nhưng tất cả chỉ là cây non trẻ, tuổi cây chỉ vài ba chục năm trở lại. Do cây thuộc loại mọc nhanh, gỗ xốp, nên thường dễ ngã đổ mỗi khi gặp lốc bão.

Ở công viên Tứ Tượng, ngày xưa có một cây Ngô đồng rất lớn, theo lời kể thì nhiều người dân đã nhìn thấy chim phượng hòang về đậu ở đó.

Năm 1985, trong cơn bão lớn, cây Ngô đồng ấy đã đổ. Hiện nay ở góc công viên ấy vẫn còn một cây Ngô đồng khác, bây giờ nó đã cao lớn, ra hoa đã nhiều năm.

Hoa ngô đồng như một tấm màn hoa, sắc hồng phấn chen lẫn tím phớt nhạt nhìn giống đuôi chim phượng hoàng nhảy múa khoe sắc kiều diễm.

Chiêm ngưỡng hoa ngô đồng hay nhất chính là lúc nắng ấm. Cánh hoa uốn cong và chụm lại như lồng đèn. Hoa nhỏ, thường mọc thành từng chùm. Phân biệt tuổi đời của ngô đồng bằng cách quan sát số lượng lá trên cây.

Ngô đồng còn non lúc ra hoa có chen lẫn lá. Ngô đồng già thì không, cả cây trút hết lá để dồn sức cho những “tấm áo hoa” đẹp đến mê hoặc.

Theo nhà nghiên cứu Đỗ Xuân Cẩm, cây ngô đồng Huế thuộc chi Firmiana, là một thứ biến chủng (Variaty) của loài ngô đồng, có điểm nổi bật là hoa đực tạo thành chùm hoa hơi khác, toàn bộ trục hoa tự và đài hoa đều được phủ đầy lông màu tím.

Do vậy khi hoa nở rộ, cả cây nhuộm một màu hồng tím giống cây anh đào, trông rất đẹp. Ở những cây đã thành thục sinh học, hoa nở rộ sau khi cây đã rụng lá toàn phần, do vậy toàn cây chỉ có hoa.
Khác hẳn cây ngô đồng vẫn mọc ở phía bắc Việt Nam và miền nam Trung Quốc, có hoa vàng và trắng vàng.

Cổ thi Trung Hoa thường đề cập đến một loại cây quí phái, có hoa thuộc loại “vương giả chi hoa”, đó là cây Ngô Đồng qua 2 câu cổ thi :

Ngô Đồng thực sự lộng lẫy và sang trọng vào thời kỳ đơm hoa . Lúc đó, Ngô Đồng trút hết lá rồi phô kết những chùm hoa nho nhỏ, dày đặc trên cành, từ màu tím nhạt rồi dần ửng hoa cà. Từ xa, đứng ngắm thấy cả một vòm hoa làm sáng đẹp không gian. Cũng chính vì vậy nên nếu Ngô đồng trồng riêng trên một con đường thì tuy sẽ rất đẹp lúc ra hoa nhưng sẽ không đủ bóng để che mát cho người ở xứ sở nắng nóng này. Sẽ đẹp hơn nếu Ngô đồng được trồng xen kẽ, tô điểm các chùa chiền, các cung điện trong thành nội, những công viên trong thành phố.

Đến Huế, bạn hãy một lần ngắm xem hoa Ngô Đồng để tự mình chiêm ngưỡng nét vương giả của loài hoa quý phái này, sẽ thấy hương thời gian đọng lại.



Ngô đồng là loài cây để lại nhiều vương vấn trong lòng thi nhân mặc khách. Đỗ Phủ trong những ngày lang thang bên sông Hoàng Hà, quá say mê vẻ đẹp của ngô đồng mà viết:

“Hương đạo trắc dư anh vũ lạp
Bích Ngô thê lão phượng hoàng chi”

Vua Thiệu Trị thì mê ngô đồng mà hóa thân làm thi sĩ và cho khắc lên bia mộ mình câu thơ về loài hoa cao quý này:

“Ly biên tam kính cúc
Dạ bán nhất thanh ngô”

Thì ra người đã khuất mà vẫn còn vang tiếng lá ngô đồng rơi ngoài hiên vắng.

Nhà thơ Bích Khê nhìn thấy sắc thu buồn xao xuyến qua câu thơ:

“Ô hay buồn vương cây ngô đồng
Vàng rơi, vàng rơi thu mênh mông.”

Lá ngô đồng có hình trái tim hay giọt lệ - những trái tim biết bay, những giọt lệ xoay xoay trong buổi chiều đầy gió khiến ai bắt gặp đều không khỏi thấy lòng bâng khuâng. Lá vàng mấy tháng liền rồi rụng hẳn vào cuối mùa đông. Sang xuân cây mới nở hoa, từ xa nhìn lại là cả một vòm sáng thanh tao giữa đất trời, như làn mây tím trùm lên thành phố. Những buổi sáng ban mai khi sương còn ướt lá, hoa ngô đồng càng thêm huyền ảo, lung linh.

Trong 9 quốc gia sở hữu vủ khí nguyên tử ( từ nhỏ tới lớn :Bắc Hàn, Ấn Độ , Pakistan , Do Thái , Anh , Tàu , Pháp , Mỷ và Nga ) thì Trung Cộng là một quốc gia ẩn tàng số lượng nguyên tử bí mật nhất .

Theo các cơ quan quốc phòng hữu trách của Hoa Kỳ thì Trung Cộng có độ 400 hỏa tiển mang đầu đạn nguyên tử ( 2011 ) , nhưng kết qua sau 3 năm tìm hiểu của nhóm sinh viên này thì Trung Cộng phải có > 3000.

Ông nổi tiếng qua các loạt bài về phóng sự đìều tra nhắm vào mặt trái của các nhân vật tên tuổi như Mẹ Theresa, Công chúa Diana và Tổng Thống Clinton.

Chương 1 tiết lộ các bí mật trong hậu trường chính trị Hoa Kỳ vào năm 1968,
mặc dù các chính phủ liên tiếp được giữ kín.
Bí mật đó là: Vào mùa thu 1968 trong thời kỳ tranh cử, chính Richard Nixon và các đặc sứ của ông đã cố tình phá hoại Hoà đàm Paris bằng cách hứa hẹn bí mật với giới lãnh đạo Nam Việt Nam là chính quyền của Đảng Cộng Hoà (nếu thắng cử) sẽ tạo vị thế thuận lợi cho Nam Việt Nam hơn là chính phủ của Đảng Dân Chủ. Hậu quả là Nam Việt Nam đã tin theo và tẩy chay Hoà đàm Paris khi triển vọng ký kết sắp thành hình. Những đề nghị hòa đàm do Đảng Dân chủ đưa ra bị phá vỡ. Vào đúng bốn năm sau chính Richard Nixon cũng đã dùng các điều kiện này của Đảng Dân Chủ để vận động lại hòa bình cho Việt Nam. Hậu quả tàn khốc của kế hoạch này là cuộc chiến kéo dài thêm 4 năm nữa với số tổn thất 20.000 người Hoa Kỳ và vô số người Đông Dương. Theo suy luận của tác giả, tất cả đều nằm trong dụng ý của Henry Kissinger.
Những bằng chứng về lời cáo buộc này được tác giả nêu ra:
- Thứ nhất là những tin tức trích ra từ nhật ký của H. R. Haldeman, Diary of Haldeman, một cộng sự viên của Richard Nixon và Henry Kissinger, người phụ trách việc lập các biên bản. Tài liệu này được công bố vào tháng 5 năm 1994.
- Một tài liệu thứ hai là cuốn sách Counsel to the President: A Memoir của Clark Clifford, Bộ trưởng Quốc Phòng Hoa Kỳ. Sách được ấn hành năm 1991.Theo Clifford xác nhận thì vào thời điểm này đã có sự gặp gỡ bí mật giữa Tổng Thống Thiệu và John Mitchell, Giám Đốc Tranh Cử của Richard Nixon. Ông Mitchell được Bà Anna Chennault (Trần Hương Mai - 陳香梅), một lobbyist của Đài Loan làm trung gian hỗ trợ.
- Tài liệu thứ ba là Hồi ký của Richard Nixon, The Memoirs of Richard Nixon. Ông xác nhận giữa tháng 9/1968 ông được tin riêng là Johnson sẽ ra lệnh ngưng dội bom đề tạo điều kiện cho Bắc Việt vào Hội nghị. Điều này không làm ông ngạc nhiên. Henry Kissinger báo cho ông biết là lệnh ngưng dội bom sẽ công bố vào 23/10. Nhưng từ tháng 6/1968 Nixon qua trung gian của bà Anna Chennault đã gặp riêng Đại Sứ Bùi Diễm tại New York.
- Tài liệu thứ tư là điện văn của Đại Sứ Bùi Diễm gởi cho Tổng Thống Nguyễn Văn Thiệu ngày 23/10/1968. Ông Bùi Diễm cũng yêu cầu Tổng Thống Nguyễn Văn Thiệu nên giữ vững lập trường, vì ông đã được Đảng Cộng Hoà xác nhận ủng hộ miền Nam. Qua các tài liệu nghe lén từ Toà Đại Sứ và theo dõi hoạt động của bà Anna Chennault đươc phổ biến sau này cho thấy rõ vấn đề hơn: Cứ mỗi lần phe Bắc Việt Nam có thiện chí ký kết thì chính phe Nam Việt Nam lại ngã giá, đặt điều kiện cao hơn.
- Tài liệu thứ năm là cuốn sách của Anthony Summers, The Arrogance of Power: The Secret World of Richard Nixon, xuất bản năm 2000. Đây là một tổng hợp các hồ sơ nghe lén của Richard Nixon, trong đó có chiến dịch tranh cử năm 1968. Qua hồ sơ của một điệp viên ngày 02/11/1968 thì bà Anna Chennault gặp Đại sứ Bùi Diễm để xác nhận sự ủng hộ của Richard Nixon và yêu cầu phía Nam Việt nam phải giữ vững lập trường. Richard Nixon tin rằng Nam Việt Nam sẽ thắng.
Trong thời kỳ này Henry Kissinger nằm trong bóng tối và điều động từ hai phía. Một mặt ông đưa tin mật ra bên ngoài, một mặt ông tình nguyện cung cấp tin này cho Nelson Rockefeller để tùy nghi khai thác. Ông cũng nói cho Zbignew Brzezinski biết là ông ghét Richard Nixon từ lâu và không tin Nixon thắng cử. Mặt khác ông sử dụng Anna Chennault và John Mitchell trong các điệp vụ ngoại giao riêng của ông. Điều này tạo một ấn tượng chung lúc bấy giờ là Richard Nixon không liên hệ gì đến những vụ dội bom Bắc Việt và mọi diễn tiến đều diễn ra từ phía Đảng Dân Chủ. Ông cũng cố tình cho thấy là chính ông cũng không biết gì vấn đề này.
Cuối chương sách tác giả đề cập tới vai trò của Henry Kissinger trong cái gọi là "40 Committee". Đây là một tổ chức nhằm nghe lén và kiểm soát các hoạt động tình báo tại hải ngọai được thành lập từ thời Tổng Thống Truman. Trong cuộc điều tra của Thượng Viện năm 1973, Giám Đốc CIA William Colby cũng xác nhận có tổ chức này và cho biết Henry Kissinger chịu trách nhiệm điều hành, đặc biệt Kissinger nới rộng hoạt động tới các phạm vi tình báo quốc nội, điều mà trước đây luật pháp không cho phép.

Chiến tranh Việt Nam
Chương 2 nói tới hoạt động của Henry Kissinger tại Đông Dương.

Vào giữa thập niên 60 khi mọi người vẫn lạc quan cho cuộc chiến là có ý nghiã và phần thắng nghiêng về phiá miền Nam thì ông bắt đầu nghi ngờ khả năng của phe Nam Việt Nam sau lần đi thăm Việt Nam về. Ông đã âm thầm tiếp xúc với Bắc Việt qua trung gian hai người Pháp là Raymond Aubrac, một công chức nguời Pháp và là bạn của Hồ Chí Minh và Herbert Marcovitch, một nhà Vi Sinh Vật Học của Viện Pasteur, đã đi Hà Nộinhiều lần. Qua tin tức cung cấp từ hai người Pháp này ông đã đặc biệt tìm hiểu về khả năng và vị thế thương thuyết của từng nhà lãnh đạo miền Bắc. Ông cũng đưa tin này cho Robert McNamara. Song song với công việc này, ông cũng xúc tiến việc xích lại gần nhau của các siêu cường. Dù trong kế hoạch của Việt Nam hay quốc tế, ông luôn luôn có ý niệm chung: tất cả đều là phương tiện trong mục tiêu của cá nhân ông, có lúc ông chú trọng mục tiêu này và sao lãng mục tiêu kia.
Tác giả nêu lại cơ hội tái lập hoà bình để lỡ của năm 1968 làm thí dụ điển hình. Theo lời khai của Averell Harrimann, Trưởng Phái đoàn Thương thuyết tại Hòa Đàm Paris thì tháng 10 và 11/1968 có 90% các lực lượng chiến đấu của miền Bắc đã rút khỏi ra hai tỉnh phía Bắc Nam Việt Nam, như Hiệp định dự kiến, còn việc ngưng dội bom miền Bắc chỉ là một điểm của Hiệp Định mà thôi. Tháng 12/1968 chính là thời kỳ chuyển tiếp từ chính quyền Johnson sang Nixon. Giới lãnh đạo quân sự tại Hoa Kỳ lại thay đổi chiến lược triệt để. Tướng Creighton Abrams đồng ý mở một cuộc chiến tranh toàn diện nhằm phá hoại mọi hạ tầng cơ sở của Việt Cộng tại miền Nam, điển hình là chiến dịch hành quân càng quét tại Kiến Hoà trong 6 tháng đầu năm 1969, mà người Hoa Kỳ gọi là Operation Speedy Express. Qua tài liệu của Haldeman thì Henry Kissinger chú tâm tới kết quả cuộc bầu cử 1972 tại Hoa Kỳ hơn là việc rút quân để giải quyết chiến tranh Việt Nam. Trong hồi ký của ông Henry Kisssinger, ông cũng xác nhận là sự rút quân đột ngột gây khó khăn về uy tín cho Hoa Kỳ. Sự can thiệp của Charles De Gaulle về vấn đề dội bom miền Bắc không gây ảnh hưởng gì đến Henry Kissinger, vì lúc bấy giờ ông quan tâm tới ý kiến của Brezhnev và Mao Trạch Đông hơn.
Một tội trạng khác được nêu lên là vụ ném bom miền Bắc vào mùa Giáng Sinh 1972. Bây giờ là mùa tranh cử tại Hoa Kỳ bắt đầu. Theo tác giả, quyết định dội bom không phải là có tính cách quân sự thuần túy mà vì lý do chính trị. Ông chứng minh, một mặt Hoa Kỳ chứng tỏ cho thấy thế mạnh của mình để gây hậu thuẫn cho Đảng Cộng Hòa trong trong Quốc Hội và đưa phe Dân chủ về phía thụ động, mặt khác muốn gây niềm tin cho Tổng Thống Nguyễn Văn Thiệu thấy là không nên sợ hãi trước việc Hoa Kỳ rút khỏi Việt Nam.
Tội trạng liên quan đến Kambodia được tác giả nêu lên ở cuối chương. Đúng ngày12/05/1975 là ngày Khmer Đỏ chiếm chính quyền thì một tàu chiến Kambodia đã kéo theo một tàu hàng của Hoa Kỳ tên là Mayaguez. Tàu này nằm trong lãnh hãi của Kambodia và được kéo về đảo Koh Tang. Mặc dù được biết tin là thủy thủ đoàn đã được trả tự do, Henry Kissinger cũng cố tình làm áp lực lên Henry Ford, Tổng Thống kế nhiệm thiếu kinh nghiệm, một biện pháp trả đũa để giữ thể diện. Kết quả cuộc tấn công này là trong 110 Thủy Quân Lục Chiến Hoa Kỳ có đến 18 người chết và 50 nguời bị thương; phía Không Quân tham dự có 23 quân nhân tử trận. Hoa Kỳ đã thả 680 tấn bom trên đảo này và không ai biết được con số thương vong của người dân vô tội Kambodia một cách chính xác. Trong một cuộc điều tra tại Quốc Hội cho thấy Henry Kissinger ít nhất phải biết được tin thủy thủ đoàn đã được thả trước khi có quyết định can thiệp.


Chương 3 là trọng điểm của cuốn sách đuợc tác giả dùng để tổng hợp tội trạng của Henry Kissinger trong chiến tranh Việt Nam.
Khởi đầu tác giả sử dụng cuốn sách Nuremberg and Vietnam: an American tragedy của Tướng Telford Taylor để làm tài liệu phân tích. Theo Taylor, thì những nguyên tắc luật pháp áp dụng tại Tòa Án Quốc Tế Nürnbeg và Tokyo cũng nên áp dụng cho trường hợp Việt Nam. Bản án Nürnberg đã được Liên Hiệp Quốc chuẩn nhận ngày 11/12 /1946 và trở thành nguyên tắc Luật Quốc Tế sau này. Như vậy Hoa Kỳ cũng phải tôn trọng nguyên tắc này khi tham chiến tại Việt Nam. Những bị cáo cũng có thể lập luận rằng mục tiêu chiến đấu của chiến tranh Việt Nam là danh dự và cao cả; những người có trách nhiệm đều vô tội, vì không ai có thể lường trước được những kết quả tàn khốc của một cuộc chiến lan rộng và một phần khác là thiếu thông tin chính xác. Cũng theo Telford Taylor thì lập luận này có thể được chấp nhận được cho đến giữa thập niên 60. Từ sau vụ thảm sát Mỹ Lai 16/03/1968 không ai có thể cho là mình không biết đến mức độ vô nhân đạo trong các cuộc tàn sát khi chiến tranh đã leo thang lên cao điểm.
Một lập luận khác của William Corson, Đại Tá Hoa Kỳ, cũng nêu lên để phản chứng. Theo William Corson, sự khốc liệt trong chiến tranh Việt Nam không có yếu tố hình sự để buộc tội, đó chỉ là sự ước lượng sai lầm của giới lãnh đạo Hoa Kỳ từ đầu đến cuối sự tham chiến.
Lập luận này không được Telford Taylor chấp nhận. Ông nêu lên những đặc điểm trong chiến tranh Việt Nam, điều mà người ta không thể so sánh với các cuộc chiến tranh trước đây. Một mặt những vũ khí được trang bị tại Việt Nam rất hiện đại và di động, mặt khác phương tiện truyền thông từ Hoa Kỳ đến Việt Nam cũng như từ trung ương đến hạ tầng được bảo đảm. Một điều có thể suy đoán được là Henry Kissinger và Tướng Creighton Abrams phải biết được tầm mức lan rộng chiến tranh đến thường dân vô tội và họ ít nhất phải được thông báo đầy đủ về vấn đề này.
Theo tài liệu của John Mc Naughton, Đại Diện Bộ Quốc Phòng, cho thấy giới lãnh đạo Toà Bạch Ốc vào năm 1967 chỉ muốn một phương cách duy nhất để quét sạch Việt Cộng bằng cách đốt nhà dân chúng, phá hết rừng rậm và tráng nhựa lại hết toàn bộ miền Nam.
Một bằng chứng khác là cuộc Hành Quân Bình Định Nông Thôn tại Kiến Hòa vào sáu tháng đầu năm 1969. Tài liệu của Kevin Buckley, Trưởng Văn phòng Tuần báo Newsweek tại Sài Gòn cho thấy Henry Kissinger có tiếng nói quan trọng trong quyết định này. Theo Kevin Buckley thì tổng số thương vong của cộng quân trong cuộc hành quân này là 10.899 người, nhưng bằng chứng khác cho thấy số thương vong của dân chúng lên trên 5.000 người, vượt qua hẳn con số của vụ Mỹ Lai. Một câu hỏi được đặt ra là từ đâu có những con số này thì một sĩ quan Sư Đoàn 9 Không Kỵ Hoa Kỳ trả lời là: các trực thăng có thể đếm các xác của kẻ thù không có vũ khí này từ trên những cánh đồng. Một nghịch lý khác được tác giả nêu lên là so với gần 11.000 người chết mà số vũ khí tịch thu được chỉ có 748. Theo ước lượng của tác giả thì cuộc hành quân này mức độ khốc liệt hơn Mỹ Lai nhiều.
Tác giả trưng dẫn một tài liệu khác của Tad Szulc qua cuốn sách The Illusion of Peace: Foreign Policy in the Nixon Years . Theo đó thì chính Henry Kissinger đã có lần đề nghị sử dụng bom nguyên tử để phá hoại đường tiếp tế Hoa-Việt và một lần khác nhằm phá hệ thống đê điều của miền Bắc. Nhưng đề nghị này đã không được chấp thuận.
Vấn đề dội bom Kambodia cũng được đặt ra. Theo tác giả thì không có một căn bản pháp lý nào cho việc nới rộng chiến tranh này cũng như một đảm bảo an toàn nào cho các thường dân. Các tài liệu của Toà Bạch Ốc và Bộ Quốc Phòng cho thấy là trong quyết định oanh tạc sang Kambodia và Lào, tổn thất các nạn nhân vô tội được dự kiến trước. Theo tác giả có it nhất 660.000 thường dân tại Kambodia và 350.000 tại Lào phải hy sinh oan uổng. Trong Hồi ký của Henry Kissinger ông có đề cập tới vấn đề này và cho là lệnh dội bom đến từ nhiều cơ quan khác nhau và điều này có thông báo cho Quốc Vương Sihanouk biết trước. Theo tác giả thì chính Henry Kissinger góp phần quan trọng vào vấn đề này và ông đã theo dõi chặt chẽ diễn tiến các cuộc oanh tạc Kambodia. Không thể nào lập luận rằng ông không có ý thức sự nguy hiểm của quyết định này. Sự chấp thuận của Quốc Vương Sihanouk, nếu có, cũng không giải tội cho Henry Kissinger được. Những người trong cuộc như Robert McNamara, George Bundy và William Colby đã chính thức lên tiếng hối lỗi và cố gắng giải thích vấn đề. Còn Henry Kissinger thì tuyệt nhiên cho đến nay không có những phản ứng gì tương tự.
Tác giả cũng tố giác việc Hoa Kỳ đếm xác người Việt để báo cáo lấy thành tích, điều mà họ không phân biệt thường dân hay quân nhân. Một thí dụ được nêu lên để minh chứng là số tử thương chính thức từ tháng 03/1968 cho đến tháng 02/1972: Hoa Kỳ: 31.205, Nam Việt Nam: 86.101 và đối phương: 475.609. Cũng nên biết là trong thởi kỳ này Hoa Kỳ đả bỏ 4.500.000 tấn chất nổ xuống Đông Dương. Theo ước lượng của Thượng Viện Hoa Kỳ thì ít nhất có trên ba triệu thường dân thiệt mạng. Một con số khác được CIA đưa ra là chỉ có 35.708 thường dân bị bắt cóc và giết chết trong chiến dịch Phượng Hoàng, cũng là điểm đáng nghi ngờ. Những con số này được Henry Kssinger đưa ra để phần lừa dối, phần dấu nhẹm công luận và tránh áp lực của Quốc Hội. Tác giả đã trích dẫn Nhật ký của Haldeman để dẫn chứng sự kiện này ở cuối chương sách.

Nhận xét:
Trước đây đã có nhiều tác phẩm phê bình về đường lối ngoại giao của Hoa Kỳ và của Henry Kissinger, nhưng đây là lần đầu tiên một hình thức cáo trạng dày công sưu tập từ những tư liệu mới được trình bày.
Qua hình thức thì đây là một công trình đáng ca ngợi của tác giả, một ký giả chuyên về điều tra (investigative journalism). Thiện chí này được tìm thấy qua nỗ lực tìm kiếm từ những nguồn tài liệu khác nhau và phức tạp.
Qua nội dung thấy được sự nghiên cứu của tác giả về lãnh vực Luật Quốc Tế, đặc biệt về các phương thức hình sự tố tụng, còn hạn chế. Tác phẩm này không phải là một cáo trạng đúng nghĩa theo hình thức luật học, đặc biệt lại càng không đúng theo phương thức hình sự tố tụng trước Toà Án Quốc Tế khi mà các kỹ thuật trưng dẫn các tài liệu thiếu khoa học và không thuyết phục. Tác giả đã không nêu các bằng chứng xuyên xuốt, thống nhất; đôi khi lầm lẫn giữa những sự kiện lịch sử, hậu quả pháp lý cũng như những phán đoán về đạo đức cá nhân của Henry Kissinger; đôi khi những lời cáo buộc chỉ dựa trên những cảm xúc trước những bất công hơn là một lời kết luận dựa trên cơ sở lập luận chặt chẽ của Hình Luật. Trong tất cả các tội danh được cáo buộc thì phần liên hệ đến chiến tranh Đông Dương có nhiều tính thuyết phục và có triển vọng thành công trước Toà Án Quốc Tế nếu các tài liệu được bổ túc đầy đủ và khoa học hơn. Trở ngại chủ yếu vẫn là tài liệu từ người trong cuộc. Hiện nay các tư liệu của Henry Kissinger đã được ký gởi tại Thư Viện Quốc Hội Hoa Kỳ, không được khai thác. Theo di chúc của ông thì các tài liệu này được phép sử dụng sau khi ông chết năm năm. Do đó một đề án khởi tố ông hiện nay khó có cơ may thành công.
Tác phẩm này là một gương can đảm của tác giả, nó đã gây tiếng vang về mặt chính trị. Liệu người Việt Nam, những nạn nhân trực tiếp của Henry Kissinger còn sống sót có khả năng, thiện chí và nỗ lực để khởi tố thủ phạm hay không, hay chỉ tiếp tục ngậm ngùi than rằng: "con kiến mà kiện củ khoai". Ước mong sao vấn đề này sẽ được thảo luận sâu rộng hơn.

Một ngày trước (6/12), diễn viên Đơn Dương bị tai biến nhẹ, nhưng anh vẫn sinh hoạt bình thường, chỉ thấy nhức đầu, tê tay, sau đó vào bệnh viện khám. Bác sĩ cho biết, anh bị tắc tĩnh mạch đưa máu lên não và nếu phẫu thuật sẽ khỏe lại. Chính vì thế, Đơn Dương đồng ý. Chiều cùng ngày, sau phẫu thuật, anh trò chuyện được chút ít rồi rơi vào tình trạng hôn mê sâu và phải gắn ống thở oxy. Đến sáng hôm nay, nam diễn viên trút hơi thở cuối cùng.
Trước khi ngã bệnh và qua đời đột ngột, Đơn Dương đã lên kế hoạch về Việt Nam ăn Tết cùng gia đình. Năm ngoái, anh đã được cấp visa về nước trong thời hạn 5 năm và theo lời kể của gia đình, anh rất vui mừng khi nhận được visa.
"Đáng lẽ Đơn Dương đã về từ tháng 10 năm nay, nhưng định đến Tết để ở được lâu hơn. Trò chuyện với tôi, Dương cũng nói là muốn gặp lại bạn bè cũ như Nguyễn Chánh Tín, Đào Bá Sơn... để chơi cho vui vì lâu ngày quá không gặp", đạo diễn Lê Cung Bắc kể.
Gia đình Đơn Dương cho biết, sau khi hỏa táng, tro cốt của nam diễn viên này sẽ được mang về Việt Nam, bởi ước mơ cuối đời của anh là quay về quê hương. Từ khi sang Mỹ định cư vào năm 2003, Đơn Dương chưa một lần quay lại Việt Nam. Theo lời kể của đạo diễn Lê Cung Bắc, tại Mỹ, Đơn Dương cũng nhận được vài lời đề nghị đóng phim mà nếu nhận vai anh sẽ có nhiều tiền. Nhưng nam diễn viên cho rằng, những vai này dễ gây hiểu lầm vì tính cách phản diện, vì thế anh không nhận. Để có thu nhập sống ở Mỹ, anh cùng vài người bạn làm công việc kinh doanh địa ốc.

Đến năm 1999, bộ phim Ba mùa mà anh tham gia nhận giải thưởng LHP Sundance. Từ đây, diễn viên này được một vài đạo diễn Hollywood để ý đến. Năm 2001, anh được mời vào vai thiếu tá An trong phim Chúng ta là những người lính cùng ngôi sao Hollywood Mel Gibson và một vai khác trong Rồng xanh. FBI warns of 'relative in distress' scam
For three Los Angeles-area grandparents who received calls about their loved ones, the voice on the other end of the phone was adamant and fear-inducing. One was told their grandchild was in jail or in a terrible car accident. Callers said they needed money to pay for legal bills or operations. Collectively, the grandparents wired $30,000 to overseas accounts in countries that included Lebanon, Spain, Canada, the Dominican Republic and Peru.

Buoyed by a favorable financial analysis, advocates of an initiative to scale back the nation's toughest "three-strikes" law will soon launch a signature-gathering drive to put the measure on California's November ballot. Revising California's law would save state taxpayers tens of millions of dollars a year initially and up to $100 million a year in the long run, according to supporters, largely in reduced prison and parole costs. A brief analysis by the nonpartisan Legislative Analyst's Office will appear on the ballot itself as well as on signature petitions.

In California mental hospitals, assaults rarely a crime
Violence in California's psychiatric hospitals has been increasing, partly because the kind of patients treated at the hospitals has changed. Generally, people with mental illness aren't especially dangerous. But these days, about 90 percent of the patients in California's mental hospitals are committed by the criminal justice system. They've been found not guilty by reason of insanity, for example, or incompetent to stand trial.

TSA screenings aren't just for airports anymore
The Transportation Security Administration teams are increasingly conducting searches and screenings at train stations, subways, ferry terminals and other mass transit locations around the country. The TSA's 25 "viper" teams - for Visible Intermodal Prevention and Response - have run more than 9,300 unannounced checkpoints and other search operations in the last year. Department of Homeland Security officials have asked Congress for funding to add 12 more teams next year.

The cost of prisons, prisoners and public safety could be a major issue on November's ballot. If certain initiatives qualify for the ballot, voters will have to decide between their desire for taxpayer savings within the criminal justice system and California's traditional tough-on-crime stand. Gun sales at record levels, according to FBI background checks
December holiday shoppers were not just interested in buying the hottest electronics and toys -- they also were purchasing record numbers of guns, according to the latest FBI figures on background checks required to buy firearms. With a few days left in December, the FBI reports the number of background checks has already topped the previous one-month record -- set only in November -- of 1,534,414 inquiries by gun dealers to the National Instant Criminal Background Check System also known as NICS.

California Supreme Court set to rule on redevelopment money
The California Supreme Court will issue a long-awaited ruling Thursday on the legality of the state's move to grab $1.7 billion in redevelopment money to help close California's budget shortfall -- a move that rocked cities across the state. U.S. sets up hotline for detained immigrants
U.S. immigration authorities are setting up a telephone hotline to ensure that detainees held by local police forces partnering in a controversial federal immigration enforcement program are adequately informed of their rights. The initiative announced by the U.S. Immigration and Customs Enforcement agency on Thursday provides a toll-free number to field queries from detainees held by state or local law enforcement agencies "if they believe they may be U.S. citizens or victims of a crime."

California high court puts redevelopment agencies out of business
The California Supreme Court threw hundreds of redevelopment agencies out of business in a ruling that will benefit state budget coffers but hobble local economic development and housing programs. The court ruled unanimously in favor of a state law passed last summer that abolished redevelopment agencies and voted 6 to 1 to strike down a companion measure that would have allowed the agencies to continue if they shared their revenues.

Californians will no longer be able to carry handguns openly in public, buy alcohol at self-serve checkout stands or purchase shark fins for their soup under hundreds of new laws that take effect Jan. 1. Other measures bar minors from tanning beds, allow students to be suspended for cyber-bullying and require booster seats for children in cars until they are 8 years old or at least 4 feet, 9 inches tall. Despite another year of budget shortfalls, the 760 bills that Gov. Jerry Brown signed into law in 2011 included several that cost money.

Hackers reveal personal data of 860,000 Stratfor subscribers
A computer hacking group has revealed email addresses and other personal data from former Vice President Dan Quayle, former Secretary of State Henry A. Kissinger, and hundreds of U.S. intelligence, law enforcement and military officials in a high-profile case of cyber-theft. New handgun regulation faces federal lawsuit
A new California law that prohibits the carrying of an unloaded handgun in public already is under legal attack. Charles Nichols, a Redondo Beach resident, filed a lawsuit late last year in federal court against the state seeking to overturn restrictions on where he can display a handgun. AB 144, which took effect this week, expands California's firearm regulations to prohibit people from openly carrying an unloaded handgun outside of a person's home or vehicle.

Plan to change three-strikes law moves toward November ballot
California voters may once again have the opportunity to change the state's three-strikes mandatory-sentencing law. An initiative to change the law has been cleared to gather petition signatures, a potential step toward the November ballot. The proposed change would reduce the sentences of some currently serving time, and reduce prison time for those who are convicted of nonviolent felonies and already have two prior felony strikes.

Border agency seeks more unmanned aircraft use in Calif.
U.S. Customs and Border Protection officials are looking to expand the use of remotely piloted surveillance aircraft to cover nearly all of California, allowing the unmanned vehicles to fly over the last major section of the Southwest border. The agency's Office of Air and Marine expects the Federal Aviation Administration this year to permit it to extend its unmanned aircraft operations into airspace just east of the San Diego metropolitan area, border agency spokeswoman Gina Gray said.

Survey shows California healthcare costs rising, benefits shrinking
Fewer California companies offered their workers health insurance last year, and the ones that did charged employees more for their coverage. That's among the findings of an annual California Employer Health Benefits Survey released Wednesday by the California HealthCare Foundation, a research and grant-making nonprofit organization. According to the survey, premiums for employer health insurance plans have risen 153.5% since 2002, a rate that's more than five times the increase in California's inflation rate.

Fines and court time for tardy students will be eliminated in Los Angeles County, according to new guidelines released by the county's top juvenile court judge earlier this month. Juvenile Court Presiding Judge Michael Nash said in rules released last week that courts will now dismiss tickets in which students have evidence that they were en route or late to school. California controller says December revenues missed mark
California missed its December revenue target by $1.4 billion due to weak income tax totals, closing the first half of the fiscal year down $2.5 billion compared to the budget enacted in June, according to state Controller John Chiang. That gap isn't a huge surprise, given that the June budget was overly optimistic. Gov. Judge to end Calif. prison receiver
A federal judge on Tuesday ordered California officials to prepare for the end of a six-year, court-ordered oversight of the prison system that has cost taxpayers billions of dollars and helped force a shift of lower-level criminals from state prisons to county jails. Medical marijuana dispensary laws to get state Supreme Court hearing

Convicted felons sent to Bay Area nursing home
Four prisoners are among the first 29 prisoners to be granted medical parole under a 2010 California law intended to save the state tens of millions of dollars in medical and guarding costs for permanently, medically incapacitated prisoners. Some of the parolees are bedridden, while others can be moved by wheelchair, and officials said that the parolees posed no threat to others. Yet the medical parole program is raising concerns among the state's long-term care ombudsmen, who investigate complaints from residents of nursing homes.

Victim identified in Hollywood severed head case
A man whose severed head, hands and feet were found in the hills below the famed Hollywood sign overlooking Los Angeles was identified by the coroner's office on Friday as 66-year-old Hervey Coronado Medellin. A mother and daughter who were walking dogs in a popular hiking area stumbled upon the Los Angeles resident's severed head earlier in the week, and a search nearby later turned up hands and feet. Homicide detectives were still questioning witnesses and potential suspects in the bizarre case, Los Angeles Police Department Lieutenant Andrew Neiman said.

Today, the National Center for Missing & Exploited Children released the results of its latest survey regarding the number of registered sex offenders located in the U.S. The organization's most recent survey of states found there are 747,408 registered sex offenders in the country today, which represents an increase of 7,555 offenders from the previous survey in June 2011. The first sex offender registry was created in 1947 in California. Today, every state has such a registry.

Police shootings: Officers' names must be made public, court rules
The names of officers involved in shootings are public information subject to disclosure by law, a California appellate court ruled Tuesday, marking the latest legal opinion in a public records court battle that has embroiled law enforcement and the media. Twenty-one death row inmates asked a U.S. judge to order the Food and Drug Administration to block importation and use of a drug administered in executions, saying the anesthesia for lethal injections hasn't been properly vetted by the agency. Lawyers for the inmates argued today in federal court in Washington that the FDA has violated the law by allowing state departments of corrections to import sodium thiopental, a drug used as a first-stage painkiller in the process of executing an inmate with a lethal injection.

Madonna stalker escapes mental hospital, LAPD says
Police today were searching for the man who allegedly stalked Madonna after he escaped from a Los Angeles-area mental hospital, officials said. Robert Dewey Hoskins, 54, "is a very psychotic man when not taking his medication and has very violent tendencies," the Los Angeles Police Department said in a statement. Hoskins allegedly left the Metropolitan State Hospital in Norwalk last week.

Prison press policy stirs debate; state's approach changed after shift of inmates
A Redding.com story about a homeless ex-prisoner who died last month behind a local liquor store didn't sit well with state prison officials. A few hours after the story was posted on the Web, a prison spokeswoman called the Record Searchlight to complain. She said its online headline, "Homeless man found dead in alley was one of first ex-inmates released under realignment," was unfair. Although no connection between realignment and the death was made in the story, she said the state's plan that transfers responsibility of thousands of recently released inmates and prisoners to county officials was not responsible for the man's death.

An inmate on a hunger strike at California State Prison, Corcoran has died after refusing food for four days. A spokesman with California's Department of Corrections and Rehabilitation confirms that Christian Gomez died Feb. 2. That's just four days after Gomez began to refuse prison meals to protest conditions in the Administrative Segregation Unit at Corcoran. California 'underemployment' among worst in nation
California was among five U.S. states with the highest "underemployment" rate for 2011, according to a new Gallup poll. California and four other states - Nevada, Florida, Michigan and Mississippi - all ranked in the above-average underemployment category of 21 percent to 24 percent. Gallup defines underemployment as someone who is out of work or employed part time (less than 30 hours per week) who would prefer to be working full-time.

California economic reports forecast modest growth

Authorities say $100 million worth of PCP and nearly $400,000 in cash has been seized at multiple locations in Los Angeles and Culver City. 10 counties expand medical coverage for low-income residents

Trio of women, including possible mother-daughter team, arrested in 'distraction burglaries' in Koreatown
When you think of burglary crews in L.A., you almost always think of bad boys. Yeah? But cops today say they nabbed a trio of break-in artists and, unusually, they're ladies. Not only that, but it appears two of them could be a mother-daughter team, or at least related. Yeah, the LAPD says the three are responsible for at least two "distraction burglaries" in Koreatown last week.

LAPD needs helps finding missing Fla. woman
Authorities need your help finding a missing Florida woman. Jessica Barbour, 33, landed at Los Angeles International Airport Sunday night. She was supposed to meet a driver and go to a treatment center in Pasadena, but officials say she never met the driver. Family members say Barbour may be in need of medical care for an undisclosed condition. She's described at a white woman with brown hair and eyes, 5 feet 10 inches tall and weighs 105 pounds. Barbour was last seen wearing a pink and brown stripped shirt, pink jeans and brown high heels.

Los Angeles approves limits on truancy fines for students
The Los Angeles City Council voted unanimously Wednesday to limit fines for public school students who are late to school. During the hour-long meeting, more than 30 people spoke, criticizing the rule as financially crippling and penalizing students who, despite being late, were still trying to attend school. The previous plan enacted in 1995 in a push for zero tolerance mandated sizable fines as high as $250. Under the new policy, students would have to be late three times before facing fines, which have been reduced to $20.

Cops cleared for broad search of gang member
The Supreme Court on Wednesday revived immunity for a group of Los Angeles police officers who executed a warrant for all guns and gang-related material after a known gang member tried to kill his ex-girlfriend. Angry that Shelly Kelly had called the sheriff's department to help her end their abusive relationship, Jerry Ray Bowen tried to throw the woman off a second-floor landing, tried to drag her into her apartment by her hair and then fired five bullets at her car as she sped away. Bowen used a pistol-gripped, sawed-off shotgun in the attack.

Obama campaign names seven Californians among co-chairs
President Barack Obama rolled out a list of national co-chairs for his re-election campaign that includes some familiar faces from both the political and entertainment worlds in the Golden State. Seven Californians made the list of 35 co-chairs, including state Attorney General Kamala Harris, Los Angeles Mayor Antonio Villaraigosa and actress Eva Longoria. Also included on the list were Democratic Rep. Judy Chu, Los Angeles County Federation of Labor Executive Secretary-Treasurer Maria Elena Durazo, actor and former White House aide Kalpen Modi and Salesforce.com CEO Marc Benioff.

Sheriff Baca backs driver's licenses for illegal immigrants
Los Angeles County Sheriff Lee Baca said he supports the idea of allowing illegal immigrants to have driver's licenses as long as they have been in the United States for a number of years without committing other crimes. Baca's comments Thursday come as Los Angeles Police Chief Charlie Beck has also expressed support for driver's license for illegal immigrants. Baca said such licenses should only be issued after illegal immigrants fill out comprehensive applications, similar to those for citizenship.

'Sovereign citizen' movement now on FBI's radar
Since 2000, members of the "sovereign citizen" movement have killed six police officers, and clashes with law enforcement are on the rise, according to the FBI. The deadliest incident came in 2010, when a shootout with a member left four people dead, including two police officers, during what began as a routine traffic stop in West Memphis, Ark. Since then, in a notable shift in policy, federal officials have stepped up their attention on sovereign citizens.

New prison medical facilities unnecessary, analyst says
California should hold off on building new medical facilities for prison inmates, according to report released Thursday by the legislative analyst's office. The report contradicts plans by a court-appointed receiver, who has run the prison health system since a federal judge declared it unconstitutionally inadequate, for $2.3 billion in new clinics and upgrades.

Number of deportation cases drops by nearly a third, report says
The number of deportation cases filed by federal immigration officials dropped by nearly a third in the first three months of the fiscal year, according to a report by the Syracuse University Transactional Records Access Clearinghouse. The drop recorded in the last three months of 2011 may reflect the Obama administration's plan to focus its deportation efforts by weighing a variety of discretionary factors, including whether the person is a veteran, came to the U.S. as a child or is a college student, according to the report.
