Tầm nhìn của Singapore là xây dựng đất nước thành một khu vườn chung của mọi người, mảng xanh là một phần trong đời sống của người dân, nhiệm vụ tạo nên môi trường sống tốt nhất với mảng xanh tuyệt hảo, các khu vui chơi nghỉ ngơi giải trí tiện ích qua sự tham gia của cộng đồng.

Tổng cục công viên quốc gia(N parks) quản lý công viên và mảng xanh đô thị và ý tưởng thành phố vườn được thực hiện xuyên suốt từ những năm 60 đến nay với những chiến lược theo từng thập niên.

1. Chiến lược thành phố vườn thập niên 60:

- Singapore xanh và sạch

- Trồng cây ven đường

- Tạo nên những công viên và khoảng không gian mở

2.Chiến lược thành phố vườn thập niên 70:

- Quy hoạch trồng cây ven đường

- Trồng nhiều cây có màu sắc như: bông giấy, kèn hồng, đầu lân…

- Các dự án đặc biệt trồng cây, dây leo trên trụ đèn, tường chắn, cầu vượt…

- Trồng cây trong bãi đậu xe.

- Ban hành luật công viên cây xanh.



3. Chiến lược thành phố vườn thập niên 80:

- Trồng cây căn trái như xoài.

- Chuyên biệt hoá các công trình vui chơi giải trí.

- Cơ giới hoá và số hoá: xe tưới nước, máy cắt cỏ…

- Trồng cây đa màu sắc, có mùi hương

- Ban hành luật bảo tồn cây xanh.

4. Chiến lược thành phố vườn thập niên 90:

- Công viên cân bằng sinh thái như công viên thiên nhiên

- Công viên theo chủ đề như: CV bờ biển đông, CV đồi Telok Blangal, Khu đự trữ ngập nước Sungei Byloh, vườn thực vật quốc gia Singapore.

5.1. Phát triển hạ tầng xanh.

Singapore trumps new green city index


Singapore's careful long-term sustainability planning has earned it top spot in Asia's Green City Index by Economist Intelligence Unit.

An independent study by the Economist Intelligence Unit (EIU) has declared Singapore to be Asia’s greenest city.
The study evaluated 22 major Asian cities on their policies and performance in eight categories: energy and CO2; land use and buildings; transport; waste; water; sanitation; air quality and environmental governance.

Singapore sẽ có hệ thống giao dịch chứng khoán nhanh nhất thế giới


Ngày thứ Tư, sàn giao dịch chứng khoán Singapore, sàn giao dịch lớn thứ 2 tại châu Á, công bố sẽ đưa vào hoạt động hệ thống giao dịch nhanh nhất thế giới có tên SGX Reach bắt đầu từ ngày 15/08/2011 để cạnh tranh với các đối thủ.

Năm 2010, SGX công bố sẽ đầu tư ít nhất 250 triệu đôla Singapore tương đương 195 triệu USD cho hạ tầng của hệ thống giao dịch mới.

Hệ thống giao dịch mới cho phép nhà đầu tư ở nước ngoài giao dịch qua sàn với chi phí thấp hơn.

Hệ thống mới sẽ thực hiện nhận lệnh và hồi đáp trong khoảng thời gian 90 micro giây.

Sàn áp dụng hệ thống giao dịch mới để cố gắng đưa sàn trở thành sàn giao dịch mang tầm cỡ toàn cầu.

Không gian xanh công cộng

Cây và hoa được ví như dòng máu của trái đất, cung cấp oxy cho người và động vật. Tuy nhiên, không phải ai cũng may mắn có đủ không gian để tạo ra một công viên cây xanh, đặc biệt là cư dân đô thị. Nhưng điều đó không ngăn cản các nhà thiết kế, xây dựng và quy hoạch đô thị tạo ra không gian xanh cho cuộc sống của họ. Không có đất trống, mái nhà là địa điểm không kém phần lý tưởng cho không gian xanh.



Trường Nghệ thuật và Thiết kế Singapore

Nhà thiết kế nghệ thuật và công trình trường học ở Singapore đã tạo ra một không gian xanh công cộng ở các địa điểm mà người khác không ngờ đến. Khu vườn thực sự là không gian xanh bởi còn có một hồ bơi, những cây cọ, hòn đảo nhỏ… rất hấp dẫn về mặt thẩm mỹ.

Chiến lược “phố trong vườn” của Singapore


Trong 25 năm qua, dân số Singapore đã tăng gấp đôi, đạt hơn 5 triệu người. Cũng trong khoảng thời gian đó, độ phủ cây xanh của Singapore từ chỗ chiếm 1/3 đã tăng lên đạt gần nửa tổng diện tích đất nước. Theo tờ The Economist, Singapore là thành phố đáng sống thứ 4 châu Á, sau Osaka, Tokyo và Hồng Kông.

Tuy nhiên, chính quyền nước này thấy vẫn còn chưa đủ. Họ đã vạch ra “Lộ trình xanh” cho 10 năm tiếp theo. Theo đó, Singapore từ chỗ “vườn trong phố” sẽ trở thành “phố trong vườn”. Có nghĩa cả đất nước này sẽ là một khu rừng xanh ngát và phố xá nằm bình yên trong khu rừng đó. Singapore cũng tìm kiếm sự ủng hộ tài chính của các công ty tư nhân như HSBC, Exxon, Shell, Timberland. Để không ngừng cạnh tranh trên trường quốc tế, nước này hiểu rằng họ phải chọn chiến lược phát triển bền vững. Chiến lược xanh “phố trong vườn” là minh chứng mới nhất cho quyết tâm đó.

Điều này thật sự là cần thiết. Nền kinh tế tri thức cần huy động ngày càng nhiều trí thức hơn nữa tới đây làm việc. Điều đó đặc biệt quan trọng đối với nhân sự trong các ngành như công nghệ thông tin, công nghệ sinh học và công nghệ mới. Những nhân lực cao cấp và đẳng cấp quốc tế cần một môi trường trong lành để làm việc và sinh sống.

Quả vậy, do định hướng kinh tế ngày càng dựa nhiều hơn vào tri thức, Chính phủ Singapore nhận thức rõ cần phải thu hút thật nhiều nhân lực có tri thức cao về đây làm việc. Nhiều công ty đa quốc gia cũng cạnh tranh thu hút nhân tài bằng nhiều cách, trong đó có việc cung cấp môi trường làm việc trong lành và có lợi cho sức khỏe. Ý thức được sự cạnh tranh đó nên cho dù đã là một đất nước xanh và sạch, Singapore vẫn tiếp tục đẩy mạnh chiến lược xanh ở tầm cao hơn.


Singapore đã thực hiện chiến lược xanh này một cách rất kiên định và lâu dài. Ngay từ những ngày đầu hối hả phát triển kinh tế sau ngày độc lập, vào đầu những năm 1960, Chính quyền đã rất lưu ý tới vấn đề phát triển bền vững sinh thái. Cùng với xây dựng nhà cửa đường sá luôn là việc trồng thêm cây xanh.

Chính phủ Singapore luôn coi việc bảo vệ môi trường sinh thái là một nhiệm vụ chiến lược. Từ đó, đã có nhiều biện pháp kiểm soát và bảo vệ, trong đó có các biện pháp pháp lý. Và gần đây khi tập trung vào kinh tế tri thức, nước này lại càng chú trọng tới môi trường để thu hút nhân tài.

“Trước nay chúng tôi chỉ lo trồng thật nhiều cây xanh. Nhưng giờ phải khác, chúng tôi phải mang cả hệ sinh thái đa dạng về đây, kể cả muông thú rừng xanh”, Poon Hong Yuen, Tổng Giám đốc Ủy ban Phát triển Công viên Quốc gia Singapore, cho biết.

Quyết là làm và làm rất nhanh. Singapore đã chuẩn bị để triển khai dự án “Khu vườn phía Nam” vào tháng 6/2012. Chính quyền hy vọng rằng, khu vườn rộng 101 ha này sẽ là thiên đường cho muông thú, cho cả cá hay chuồn chuồn.

Garden Project Sets New Green-Energy Standards

SINGAPORE — Developers say the Gardens by the Bay project in Singapore, estimated to cost 1 billion Singaporean dollars, or $810 million, will set new standards for using sustainable energy in an integrated power system.

A showpiece of Singapore's Garden by the Bay will be 18 manmade trees whose steel trunks will be vertical gardens planted with indigenous ferns, orchids and other climbers.

Its large underground biomass boiler system will use all the tree and grass clippings and organic waste gathered by workers employed by the National Parks Board to power the development’s two conservatory domes.

A process known as thermal stratification will ensure that cool air inside the domes settles at the lower levels and that warm air is allowed to rise and vent from the upper zones. Pipes filled with chilled water will run through the ground. A liquid desiccant system that helps dehumidify air will be used to achieve greater energy savings, reducing the need to over-cool the air in order to remove moisture — the process used by most conventional air-conditioning.

“The biomass boiler is such a big project that we won’t actually be using all the energy that comes from that, so in a way, strangely, the engineer says, the two domes are reducing the carbon footprint of Singapore,” said Andrew Grant of Grant Associates, the British landscape architecture firm that designed the Bay South Garden, the first phase of the project, due to open next June.

Another showpiece of the design will be 18 manmade trees whose steel trunks, reaching up to 50 meters, or 165 feet, will be vertical gardens planted with indigenous ferns, orchids and other climbers. Topped by large canopies with 45-meter circumferences, they will provide plants and visitors alike with shade and shelter. The steel trees will also incorporate environmentally friendly technology, such as the ability to harvest and reuse water and solar panels. The trees will also serve as exhaust tubes for the conservatories.

Solar-Powered ‘Supertrees’ Light up Singapore

Eighteen “supertrees” — artificial trees up to 165 feet tall — will be unveiled to the public later this month in a new garden in Singapore.

The mechanical trees contain vertical gardens, generate solar power, collect rainwater and filter air for nearby buildings. They’re covered in over 162,900 tropical plants, including bromeliads, orchids, ferns, and tropical flowering climbers. Eleven of the trees have solar panels, providing energy to the conservatory buildings below. In the daytime, the trees will help provide shade and shelter for garden visitors, and absorb and disperse heat. At night, the solar power from the trees will be used to fill them with light.

Some of the tallest trees are connected by “skywalks,” allowing visitors to walk between them and look at the park below. The park, the new 250-acre Gardens by the Bay, also contains two conservatories holding plants from around the world. One of the conservatories uses plant waste to feed a steam turbine, generating more on-site renewable energy.

The park is part of the country’s plan to transform Singapore into a “city in a garden.” Costing $1 billion to build and designed by Grant Associates, the government hopes that the garden will help bring new visitors.[/QUOTE]

(CNN) -- Singapore's latest development will finally blossom later this month, with an imposing canopy of artificial trees up to 50 meters high towering over a vast urban oasis.

The colossal solar-powered supertrees are found in the Bay South garden, which opens to the public on June 29. It is part of a 250-acre landscaping project -- Gardens by the Bay -- that is an initiative from Singapore's National Parks Board that will see the cultivation of flora and fauna from foreign lands.

The man-made mechanical forest consists of 18 supertrees that act as vertical gardens, generating solar power, acting as air venting ducts for nearby conservatories, and collecting rainwater. To generate electricity, 11 of the supertrees are fitted with solar photovoltaic systems that convert sunlight into energy, which provides lighting and aids water technology within the conservatories below...

Singapore Is Building An Army Of 150-Foot Tall Supertrees

To develop its Marina Bay area, Singapore is building 18 "supertrees" as tall as 164 feet as part of a mulit-million project called Gardens by the Bay. The artificial forest will open to the public on June 29.

The trees will also generate solar power, collect rainwater and cool the buildings in the area. There will even be an aerial walkway between some of the trees to provide citizens and tourists with spectacular views of Singapore's downtown district.

Chủ tịch “Hội VN-BL ĐK & HN” cho tôi hay, anh ta thao thao bất tuyệt ca ngợi đất nước Việt Nam phát triển vượt bậc, “ai cũng giàu có” và “ai cũng có thịt cá ăn hàng ngày”… Anh ta còn đề nghị cô nhà báo đừng có cái nhìn sai lệch về hình ảnh Việt Nam.

Một đất nước mà từ hàng chục năm nay, hàng trăm ngàn công dân cứ liều mạng, liều đời bỏ xứ ra đi đến miền đất khác tìm kế sinh nhai, ăn mày, làm dâu bắt buộc, làm đĩ, gây tội phạm, thì chắc chắn sự “phát triển”, “giàu có” của đất nước này phải rất đặc trưng, khác thường, cần phải xem lại, có khi phải viết thành sách cho các quốc gia nhược tiểu khác làm gương!

A police spokesperson said none of the women were naked as had been reported in the media, but that they were "scantily-clad".

Lianhe Wanbao had reported that the hostesses were caught serving customers naked in a lounge along Joo Chiat.

Plainclothes policemen had visited the bar and saw the Vietnamese hostesses, some of whom were reportedly having sex with customers in the lounge.

The police conducted the raid at 8.50pm and arrested the women. They were ordered to put on their clothes before they were brought away for investigations. The lounge's customers were also asked to leave...

Another Vietnamese national involved in swopping of iPhones to cheat several mobile phone shops was jailed for 24 months on Wednesday.

Tong Thi Ngoc Minh, 28, had duped eight shops in various locations of a total of $7,680 together with her accomplice, Nguyen Van Huu, 33, last October.

6 Vietnamese held over agarwood theft

Six Vietnamese were arrested when the state Anti-Smuggling Unit seized 51kg of agarwood during a raid on an apartment in Taman Merak Jaya, Simpang Ampat, here on Wednesday.

State Forestry Department enforcement and investigation officer Ramlee Ahmad said the unit raided the apartment in about 8.30pm and found the agarwood.

Crime syndicate targets Singapore flights—police

Singapore police warned Tuesday that members of a Chinese crime syndicate were believed to be stealing money from the bags of passengers while they slept on flights to and from the country.

Eighteen reports about in-flight thefts have been filed so far this year, up from only one in 2011, said Assistant Commissioner of Police Sam Tee, head of the airport police division.

“Investigations revealed that some of the thieves are suspected to be syndicate members from China working in groups of three to four individuals per flight,” Tee told AFP...

Odd job worker jailed for paid sex with Viet minor

A MAN who paid $120 to have sex with an underage Vietnamese prostitute was jailed for four months yesterday.

Odd-job worker Tan Wah Eng, 60, admitted to having commercial sex with the 17-year-old at Four Chain View Hotel in Geylang on June 19 last year.

It is an offence for any person to pay for the sexual services of a person who is under 18 years old.

The maximum punishment is seven years' jail and a fine.

Deputy Public Prosecutor Seraphina Fong said Tan would regularly meet an acquaintance, Seng Swee Meng, 42, at a coffeeshop in Lorong 42, Geylang.

Tan knew Seng was a pimp who had in his charge Vietnamese prostitutes, and said Seng told him that he had 'new arrivals'' of Vietnamese girls at one meeting.

Seng also said he could introduce them to him for sexual services in exchange for $100, the court heard.

On June 19, Seng told the underage girl to meet him at the coffeeshop in Lorong 42, Geylang.

He then instructed her to follow Tan, who was at the coffeeshop. Tan took her to a hotel and paid her $120 for her services.

Tan, who was among nine men brought to court in March for having commercial sex with underage girls, did not ask the victim for her age, the court heard.

Seng, who used to run a brothel in a Geylang flat with his Vietnamese wife Ngo Thien, 31, is now serving five years' jail after pleading guilty to 15 charges under the Women's Charter. His wife is on the run.

Người mẹ độc thân 26 tuổi này là một thợ uốn tóc tại Việt Nam. Nhưng cô đã quyết định sang đây làm việc bất hợp pháp trong vai một tiếp viên quán rượu nhằm kiếm tiền dễ dàng hơn để nuôi đưá con trai 8 tuổi, cô nói.

Với vẻ ngoài hấp dẫn trong bộ váy ngắn màu đen, lông mi giả uốn cong, cô khép nép đến gần các khách hàng trong quán, uống với họ và để họ sờ mó.

Mục đích của cô là tạo ra "cảm giác bạn gái" trước khi thu từ $10 - $20 đô la từ khách hàng, những người này về sau có thể yêu cầu cô phục vụ tình dục. "Đôi khi" cô sẽ đồng ý với giá $150 đô la cho một lần qua đêm. Cô kể với The Straits Times: "Hy vọng tôi sẽ kiếm được 1000 đô la trước khi trở về nhà vào cuối tháng này."Kong là một trong nhiều phụ nữ Việt Nam đến đây để kiếm tiền bằng nghề tiếp viên hoặc mãi dâm trong những năm gần đây.

Những người Việt hành nghề trụy lạc này đã trở nên nổi tiếng khoảng sáu hoặc bảy năm trước, khi nhiều người bắt đầu đứng dọc bên ngoài những quán rượu tại Joo Chiat, mời gọi mua dâm một cách mạnh bạo. Việc này khiến cảnh sát kiểm tra gắt gao hơn và đã đẫy lùi hầu hết tệ nạn này.

Trong khi cơ hội làm ăn tại Joo Chiat giảm sút, một số thiếu nữ đã chuyển sang các quán rượu ở Geylang. Với việc bị truy lùng thường xuyên, một số bọn ma cô đã tìm cách mời chào gái mãi dâm trên mạng. Khách hàng sẽ gửi tin nhắn đến một ma cô, tên này sẽ sắp xếp họ đến gặp gái mãi dâm tại một khách sạn...

Vấn đề "cưỡng ép" mãi dâm xảy ra khi những thiếu nữ gặp khó khăn trong việc kiếm đủ tiền thưởng để trả cho những kẻ môi giới trong khoảng thời gian họ ở đây từ một đến hai tháng. Trong vài trường hợp, tiền nợ có thể lên đến 2000 đô la.

Đây là lúc mà người môi giới sẽ đưa ra những lời hăm dọa bóng gió cho biết rằng họ sẽ phải ngủ với khách.

Người phụ nữ trên nói: "Một số trong họ đồng ý. Một số thì không muốn. Khi họ từ chối, người môi giới nói rằng họ không thể quay về lại Việt Nam nếu không trả hết tiền.

"Đúng ra thì những kẻ môi giới đã sai trong hoàn cảnh nếu cô gái không hoàn trả được, họ đề nghị cô làm việc bán dâm. Trong những trường hợp này, khi các cô gái từ chối, họ sẽ đe doạ để làm các cô sợ hãi."

Một số thiếu nữ đã tìm đến cảnh sát.Kong nói rằng cô tự bay sang đây, nhưng ngày càng có nhiều thiếu nữ Việt khác dựa vào những người môi giới nằm trong những băng đảng tống tiền.Một tiếp viên quán rượu người Việt khác tên Tao nói rằng cô đã trả 1400 đô la cho một kẻ môi giới và bay sang đây sau khi biết được cơ hội này từ chị của cô, cũng làm ở đây. "Lần đầu tiên bạn sẽ phải cần sự giúp đỡ của người môi giới. Lần sau, bạn không cần nữa," người thiếu nữ li dị chồng vào tuổi 20 và có đứa con trai 5 tuổi ở nhà nói. Cô tính ra là cô có thể bay về lại với khoảng 1000 đô la sau khi khấu trừ tiền phí cho môi giới và tiền chi tiêu ăn uống, quần áo. Cô trả 10 đô la mỗi ngày để thuê một căn hộ ở Joo Chiat cùng với những thiếu nữ khác ...

SHE flew in from Ho Chi Minh City to Singapore as a tourist earlier this month, but for Kong (not her real name), her only places of interest are the pubs in Joo Chiat and nearby budget hotels.

The single mother, 26, was a hairdresser back home. But she decided to come here to work illegally as a pub hostess to make fast cash to bring up her eight-year-old son, she said.

Gaudily attractive in a black miniskirt, pumps and fake eyelashes, she sidles up to patrons in the pubs, drinking with them and letting them cop a feel.

Her aim is to provide the 'girlfriend effect' before collecting $10 or $20 from the patron, who may eventually ask her for sex. She 'sometimes' agrees, charging $150 for an overnight stay. She told The Straits Times: 'I hope I can make more than $1,000 before I go back later this month.'

More Vietnamese ‘foreign talents’ arrested in Joo Chiat raid

Following a recent raid by the police in Joo Chiat road where 20 naked Vietnamese hostesses were arrested, another 32 hostesses believed to be Vietnamese were arrested by the police in a raid last night.

The women were arrested in a lounge located along one of the shophouses in Joo Chiat.

According to a lounge patron who was at the scene, the women were seducing customers by taking off their underwear and letting men fondle them.

The patron said that when police barged in during the raid, many girls panicked and ran away, knocking over tables and chairs. The scene was extremely chaotic.

Many hostesses could not put on their underwear in time and were hauled off in a state of undress.

Together with his Vietnamese wife, Ngo Tien, 32, and two of her family members, they managed women from Vietnam who were flown into Singapore to work as prostitutes.

During a raid last August, police officers rounded up 30 Vietnamese hostesses and prostitutes working in various pubs in Joo Chiat and Geylang.

Half of them were managed by Seng and his wife. And four out of the 15 managed by the couple were virgins aged 16 and 17.

Seng faced four charges of harbouring prostitutes, four counts of receiving them at Changi Airport, four counts of living in part on earnings of prostitution, two counts of abetting to obtain commercial sex with minors and one count of managing a place where the sex workers were assigned.

Brokered Marriages: Matchmaking or Exploitation?

In today's edition of the Global Times, the Chinese English-language newspaper tells us "Vietnam's mail-order bride business is booming." This, of course, is nothing new. But the story, and the controversy surrounding international marriage migration in Vietnam, reminded me of my time in the country.

Back in 2007, when I was working to support the health and welfare of migrant brides from Vietnam, an acquaintance sent a photograph he had taken while visiting Ho Chi Minh City’s District 5. It was of a poster advertising a marriage broker’s services, and its bulleted text read: “She is a virgin, she will be yours in only three months, fixed price, if she escapes in the first year, guaranteed to be replaced.” Although cross-border migration between countries of the region has existed for centuries, the mid-1990s saw a rapid uptick in the number of Vietnamese women marrying foreign men from countries around East and Southeast Asia. Living by the hundreds in viewing hotels around Ho Chi Minh City, women wait day after day for a prospective foreign husband to come and choose them.

How migrant brides eventually arrive in South Korea, Taiwan, Singapore, Malaysia, and even China is controlled by a network of agents whose motives are more driven by profits than the welfare of the people they profess to help.

The proliferation of marriage brokering is largely market driven, and at the intersection of supply and demand, is the market price for these women: about US$5,000. One Singaporean agency, J&N Viet-Bride, advertises that men can travel to Vietnam, select a bride, get married, and return home, all in the space of a week. Their new wives join them a month later, once the visa formalities are completed.

As I found when working on this issue with regional governments as an official with the International Organization for Migration (IOM), Vietnamese women are often living in isolation and are therefore highly vulnerable to exploitation and abuse. But because policies are insufficient for mitigating the cross-border disparities that lead to this type of migration, governments should invest in empowering marriage migrants through education, while concentrating on effectively implementing existing laws.

What drives marriage migration?

The marriage migration phenomenon gained momentum after the opening of Vietnam’s economy to foreign investment. In the 1990s, there was an influx of Taiwanese businessmen traveling to work in the country. They found Vietnamese women, with Confucian values similar to their own, to make suitable partners. Upon returning to Taiwan, friends and family members caught on, and opportunists realized they could turn a profit on arranging marriages ... According to IOM, 133,000 Vietnamese women married foreigners between 2005 and 2010.

Many Vietnamese women, often from poor rural villages, favor the opportunity to live abroad, stating that they risk domestic abuse within their own villages if they are to stay behind. The lure of relative wealth overseas, and financial pressure to support their families, means migration can be a better option for many, even though they’ve heard some of the stories of marriages gone wrong.

Sometimes the marriages do go very wrong: Vietnamese women have been tricked into sham-marriages that were just a front for organized prostitution and others have been murdered by their husbands.

In spite of the known dangers and challenges, most Vietnamese women remain hopeful that language barriers may be overcome and their own marriages might be rosy. At the very least, the chance for the brides to remit some money to their families is enough incentive to tie the knot.

Trafficking, domestic abuse, or just loneliness?

The exploitation of marriage migrants sits in a policy gray area. Additional support that sometimes comes by way of strict anti-trafficking laws and large, Western-funded anti-trafficking projects, is not largely available to this group, and there are unclear guidelines for destination countries on how to handle cases involving abused migrants.

As non-citizens often unable to communicate with local law enforcement agencies, marriage migrants run the risk of being subjected to years of mistreatment behind closed doors.

Prevention is not an effective option, for one, because most of the women enter into the marriages voluntarily. Financial transactions associated with marriage are also common practice in the region, and so and it’s challenging for authorities to pinpoint whether a client’s fee is going toward the marriage or simply a tour of the country.

There are also few economic alternatives for the women involved, and local Vietnamese officials also lack the resources to adequately identify marriages likely to end in abuse. Demographic shifts, particularly growing populations in developing countries like Vietnam, and shrinking populations in developed countries like Singapore, exacerbate push and pull factors in sending and receiving countries.

Anything to be done?

When I worked on this issue , governments acknowledged that an outright ban on commercially arranged marriage migration was not a viable solution: enforcement wouldn’t be possible.

For example, Vietnamese police would periodically raid viewing hotels, thus pushing agents to neighboring, and less well regulated, Cambodia. Hoping to curb the rapid development of a marriage migration industry itself, Cambodia banned all such marriages for a few months in 2008. Commercial matchmakers subsequently re-focused their attentions on Vietnam.

Yet it’s not all about abuse. Many of the marriages work out to the couple’s mutual liking. And there are many Vietnamese women who capitalize on opportunities at the destination to undergo language training and become integrated into the destination societies.

But integration is seldom easy, particularly owing to regional classism between countries, the same problem that marginalizes thousands of labor migrants as well. More educational programs are needed in order to empower migrant brides to know their rights at the destination. Husbands, their families, and destination societies as a whole also have a significant role to play as well and should also be required to undergo orientation programs about cross-cultural relations, even from primary school onwards.

But the reasons for better understanding are not simply humanitarian in nature: In countries like Singapore, where close to 35 percent of workers are foreign, migrant brides will increasingly be a political force to reckon with, as will their children. Increased emphasis on inclusion would go a long way toward maintaining the stability of destination countries.

Before I left Vietnam in 2008, several departing migrant brides told me all they could do to protect themselves was to go to temple and pray. I hope they found happiness in their marriages and with their new lives abroad.

S'pore "world's healthiest country": survey

A Bloomberg survey has ranked Singapore as number one in its study of the world's healthiest countries...

Italy was second with a health grade of 89.07 per cent, Australia ranked third with 88.33 per cent, Switzerland came in fourth with 88.29 per cent and Japan in fifth place with 86.83 per cent.

The other countries making the top ten are Israel (6th), Spain (7th), Netherlands (8th), Sweden (9th), Germany (10th)

To identify the healthiest countries in the world, Bloomberg Rankings created health scores and health-risk scores for countries with populations of at least 1 million.

We subtracted the risk score from the health score to determine the country's rank. Five-year averages, when available, were used to mitigate some of the short-term year-over-year swings.

Chỉ trong vòng có vài năm gần đây, Singapore, một đảo quốc bé nhỏ với khoảng hơn 5 triệu dân đã trở thành gần như là thiên đường cho các nhà nghiên cứu khoa học trong và ngoài nước. Chính phủ chú trọng đầu tư nhiều vào khoa học và công nghệ với tham vọng biến đảo quốc thành một xã hội tri thức.

Liên quan đến chủ đề này, bài phóng sự đề tựa « Singapore thiên đường khoa học », đăng phụ trương Khoa học và Công nghệ của báo Le Monde đặt câu hỏi « liệu kết quả có đúng với những lời hứa hẹn hay chưa ? ». Vào những năm 2000, giống như châu Âu vào thời điểm ấy, Singapore dấn thân theo nền « kinh tế tri thức » và quyết định đầu tư cho nghiên cứu khoa học và chất xám. Nếu như châu Âu làm nhát chừng, thì Singapore lại làm mạnh.

Nhờ tăng trưởng luôn ở mức hai con số, tức là từ 10% năm, đảo quốc đã nhân đôi ngân sách cho nghiên cứu : từ 1 ,34% tổng sản phẩm nội địa năm 1996 lên 2,65% GDP năm 2008. Một mức chi còn cao hơn của Pháp nhưng vẫn thấp hơn so với Đan Mạch, vốn có cùng số dân. Tuy nhiên, Singapore không có ý định dừng lại ở mức đó, ngân sách cho nghiên cứu vẫn tiếp tục tăng đều. Và chính phủ cũng đã ấn định phải đạt ở mức 3% của GDP, tức ngang ngửa với các nước có mức chi cho khoa học cao nhất như Nhật Bản, Phần Lan, Thụy Điển, Đài Loan, Hàn Quốc…

Sau hơn 10 năm đầu tư không ngừng, giờ đây các nỗ lực bắt đầu đơm hoa kết trái. Các trường đại học lớn của Singapore đã lọt vào top các đại học hàng đầu tại châu Á, đứng sau Nhật Bản và trên Trung Qu ốc. Le Monde lấy ví dụ hai trường đại học danh tiếng nhất của Singapore là Đại học Công nghệ Nanyang (NTU) và đại học quốc gia Singapore (NUS).

Ông Bertil Andersson, chủ tịch NTU, từng là chủ tịch một trường đại học tại Thụy Điển và chủ tịch Quỹ nghiên cứu khoa học châu Âu (có trụ sở tại Strasbourg), cho biết trong vòng có sáu năm, lượng nghiên cứu sinh đến ghi danh tại trường và số lượng các công trình nghiên cứu được đăng tải đã tăng lên gấp 4 lần.

Với xu hướng phát triển đó, NTU tiếp tục phát triển khu học xá có khả năng tiếp nhận đến 34000 sinh viên, với nhiều tiện ích như khu nhà ở, có thể đón nhận đến 2/3 số sinh viên, khu tự học và mở thêm một số ngành học mới.

Về phần trường đại học quốc gia Singapore – NUS, Le Monde cho biết chính phủ đầu tư xây dựng nhiều trung tâm nghiên cứu như Campus for Recherche Excellence and Technological Enterprise, nơi tọa lạc các phòng thí nghiệm chung với các trường đại học nước ngoài danh tiếng như Massachusetts Institut of Technology (MIT) của Mỹ, Technion của Israel hay Viện Công nghệ Thụy Sỹ tại thành phố Zurich. Cũng tại NUS, thủ tướng đã cho thành lập National Research Foundation vào năm 2006 theo hình thức gọi thầu. Bên cạnh hai trường đại học danh tiếng đó, Singapore còn sở hữu nhiều trung tâm công nghệ nổi tiếng khác, chẳng hạn như A*Star, trực thuộc Bộ công nghiệp, tập trung chủ yếu trong các lãnh vực y-sinh học, công nghệ thông tin…

Yet another wealth report has put tiny Singapore on the top of its charts – this time, as the wealthiest nation in the world by GDP per capita, beating out Norway, the U.S., Hong Kong and Switzerland.

The report, released by Knight Frank and Citi Private Wealth, estimates that Singapore’s GDP per capita – at US$56,532 in 2010, measured by purchasing power parity – is the highest in the world, topping Norway (US$51, 226), the US (US$45, 511) and Hong Kong (US$45, 301). The report also predicts that Singapore will hold its place as the world’s most affluent country in 2050 (by GDP per capita), followed closely by Hong Kong, Taiwan and South Korea who will displace Norway and Switzerland as the world’s richest places.

S’pore is now richest in the world

Singapore topped the charts for highest GDP per capita in 2010 at close to SGD $70,000 (USD $56,532), according to a study.

In the Wealth Report 2012 published by Knight Frank and Citi Private Bank, Singapore is also expected to continue to be the global leader in 2050.

Qua việc này cũng bộc lộ rõ một vấn đề, khi là khuyết điểm của toàn đảng, của tập thể thì dẫn đến bế tắc người dân phải gánh chịu mà không có được sự lựa chọn như ở các nước Dân chủ đa Đảng. Sự yếu kém thâm căn cố đế của đảng trong nhiều thập kỷ qua, khiến người dân phải lầm than cơ cực, xã hội tràn ngập sự xấu xa bỉ ổi, dối trá lừa lọc, bất công và bất cập, xã hội đến tột cùng của sự thối nát, là do cái cơ chế nửa mùa do đảng đặt ra. Đã đến lúc phải thay đổi.

Tại sao đảng không đủ năng lực lại cứ khăng khăng giữ quyền lãnh đạo chứ. Chẳng phải làm hại dân hay sao? Những quan điểm nào bản chất chính trị vững vàng, bảo vệ đảng bảo vệ chế độ. Thực chất là tư duy hẹp hòi bảo thủ và đang bảo vệ cho bọn tham nhũng hại Dân mà thôi.

Vậy cần đa đảng như thế nào cho tốt:

Đã đến lúc đảng phải chuẩn bị lộ trình cho một xã hội Dân chủ đa Đảng. Bằng cách sửa hiến pháp bỏ chế độ một đảng,

Ban hành luật hoạt động của đảng trong đó đảng nào đủ điều kiện hoạt động vì lợi ích của nhân dân và lợi ích của đất nước thì được hoạt động, các đảng hoạt động trên nguyên tắc cạnh tranh công bằng công khai minh bạch và không bạo lực

Đảng nào có năng lực, tiên tiến được Dân bầu theo hình thức toàn dân bầu cử trực tiếp và bỏ phiếu kín thì đảng ấy lãnh đạo đất nước. Đây mới là cách tốt nhất để giải quyết tất cả những bất cập hiện nay.

A search of the men revealed 1,373 packets of duty-unpaid cigarettes on them. They were promptly arrested. The officers then raided the apartment, taking four men and four women into custody. A sweep of the apartment revealed a further 717 packets of duty-unpaid cigarettes stashed in several bags.

SINGAPORE BẮT 18 NGƯỜI VIỆT BUÔN THUỐC LÁ LẬU

Trong một đợt bố ráp mới đây, cảnh sát Singapore đã bắt giữ tổng cộng 18 người Việt Nam dính tới đường dây bán thuốc lá lậu. Sáng thứ ba vừa qua, nhà chức trách Singapore xác nhận tin này và cho hay đã tịch thu được trên 1,000 gói thuốc lậu thuế cất giấu trong một hố ga. Cuộc bố ráp của cảnh sát kéo dài suốt 4 tiếng đồng hồ diễn ra tại bốn khu vực khác nhau. Theo các giới chức Singapore, đợt bố ráp này khởi sự từ vụ khám phá hai người đàn ông Việt Nam mang ba lô và cầm một bao chứa đầy thuốc lá lậu. Cả hai cùng bị bắt khi đang đi trên một con đường gần phi trường Paya Lebar lúc 5 giờ sáng ngày 1 tháng 4.

Căn cứ vào lời khai của hai người này, cảnh sát Singapore mở cuộc lùng soát tại ba địa điểm khác ở các khu vực lân cận, bắt được 16 người nữa, tổng cộng là 18 người trong đợt bố ráp này. Phúc trình của cảnh sát Singapore nói, một trong ba địa điểm nêu trên là hang ổ của nhóm người Việt Nam bán thuốc lá lậu. Đây là một căn nhà gỗ tọa lạc tại đường East Coast Parkway. Lúc cảnh sát đột nhập vào, nhà đang chứa 10 người đàn ông và 5 phụ nữ.

Cuộc bố ráp chỉ tạm kết thúc khi cảnh sát Singapore đến một khu vực được gọi là khu đèn đỏ vì quy tụ nhiều dân nhập cư hoạt động phi pháp thuộc khu vực Geylang. Nơi đây có một hố ga được nhóm người Việt buôn lậu dùng làm kho cất giữ hàng ngàn gói thuốc lá lậu. Hố ga nằm sâu dưới lòng đất khoảng một thước rưỡi, được khóa bằng xích cẩn thận mà mắt thường khó lòng phát giác. Người ta ước lượng số thuốc lá được cất giấu tại đây bị tịch thu lên tới 13,000 đôla. Tất cả những người này đều khai là thuốc lá lậu đưa từ Việt Nam đưa sang để bán lại kiếm lời.

Chiến hạm Mỹ đến đóng ở Singapore

Một tàu chiến Mỹ đã cập cảng Singapore trong khuôn khổ chiến lược của nước này tăng hiện diện quân sự trong khu vực.
Chiến hạm USS Freedom sẽ đóng ở khu vực đông nam Á trong 10 tháng.
Nó sẽ gia nhập hạm đội 7 của Hải quân Hoa Kỳ vốn phụ trách 124 triệu km vuông trên vùng biển Thái Bình Dương.
Việc điều chuyển này nằm trong chiến lược ‘xoay trục’ của Hoa Kỳ vốn đặt mục tiêu 60% lực lượng hải quân của họ sẽ hoạt động ở châu Á-Thái Bình Dương đến năm 2020 sau khi họ đã rút quân khỏi Iraq và Afghanistan.
Trung Quốc rất quan ngại trước động thái này.

Cô Lê Thị Thu, 29 tuổi, muốn lấy chồng Singapore vào tháng 3 năm nay. Cô tìm thấy “người thương” và lấy chàng vào tháng 4, vào tháng 5 cả hai đều bị bắt ở Singapore và vào tháng 6 cả hai đều nằm bót


Thoạt đầu cô Thu bắt mối với một phụ nữ Việt chỉ có độc một cái tên là ‘bà Nguyễn’, vốn ‘ra giá’ 10,000 đô la một đám cưới giả cho cô, một phần trong số tiền này sẽ phải trả cho ‘chú rể’ ở Singapore.

Vài ngày sau cô được mời lên phòng Ghi Danh Hôn Thú của Singapore. Trước đó khi mới đến, cô được giới thiệu với ông Ang Nguan Kok, 44 tuổi, trong một tiệm cà phê. Ông này đã ly dị, có 1 con và chịu làm hôn thú giả để kiếm tiền.



Số tiền mà ông Kok sẽ nhận được là 5,000 đô la, nếu chịu ‘đóng kịch’ làm chồng. Sau khi ghi danh kết hôn cả hai đều ca bài ‘đường ai nấy đi, thôi đà hết chia ly từ đây’



Sở Di Trú Singapore không chịu hát chung bản này với họ, nên vào tháng 5, họ bị bắt tại một văn phòng của Sở khi xin visa du lịch và đám cưới giả bị khám phá. Hai vợ chồng “chưa sống với nhau ngày nào” đã bị bản án 6 tháng tù giam mỗi người.

Singapore bắt một bà Việt Nam buôn lậu 4.1 kg ‘hàng đá’

SINGAPORE (NV) - Cảnh sát Singapore bắt giữ một phụ nữ gốc Việt Nam tại phi trường mà trong hành lý có 4.1 kg ma túy tổng hợp methamphetamine, ở Việt Nam thường gọi là “hàng đá”.

Theo tin địa phương dựa trên bản thông cáo của Cục Xuất Nhập Cảnh và Văn Phòng Chống Ma Túy Quốc Gia của Singapore cho biết người phụ nữ 47 tuổi này đến ga hành khách số 2 sân bay Changi lúc khoảng 8 giờ 45 phút sáng 10 Tháng Tám. Tuy nhiên, bản thông cáo không cho biết người này đến Singapore từ đâu, trên chuyến bay nào.

“Khi kiểm soát, nhân viên Cục Xuất Nhập Cảnh và Văn Phòng Chống Ma Túy Quốc Gia thấy 2 mảng chất kết tinh gói bằng giấy bạc trong hành lý của bà này. Các khối chất này được xác định là khoảng 4.1 kg methamphetamine trị giá khoảng 630,000 SGD (hay khoảng $500,723)”, thông cáo cho biết.

“Cuộc điều tra ban đầu cho thấy số lượng ma túy tổng hợp đó có thể sẽ được tái xuất đi một nước khác chứ không để tiêu thụ ở Singapore”, bản thông cáo viết. “Nếu bị kết án, người phụ nữ này có thể bị tử hình”, thông cáo cho biết thêm.

Theo luật hình sự của Singapore, bất kỳ ai mang bất hợp pháp một số lượng ma túy tính ra từ 15 g heroine trở lên thì có thể sẽ bị kết án tử hình.

Theo báo Thanh Niên, người phụ nữ tên là Nguyễn Thị Thanh Hải. Bà hiện bị tạm giam và sẽ bị truy tố chính thức tại tòa hình sự cấp quận.

Cảnh sát Singapore từng bắt nhiều vụ người Việt Nam buôn lậu ma túy .
