Hiện tại hai tập đoàn dược phẩm Trung Quốc SinovacBioTech và Sinopharm sản xuất bốn loại vac-xin đang được sử dụng. Thuốc của Trung Quốc đã được dùng để tiêm chủng chống Covid-19 tại 25 quốc gia trên thế giới trên tổng số gần 50 quốc gia đã đặt hàng vac-xin « made in China » theo tổng kết của hãng tin Mỹ AP.

Hãng tin Anh, Reuters trong ngày 12/04/2021 nhắc lại cách nay hai ngày tại Thành Đô nhân một cuộc hội thảo, giám đốc Trung Tâm Kiểm soát dịch bệnh của Trung Quốc nhìn nhận thuốc của Trung Quốc « hiệu quả không cao » như các loại vac-xin thế hệ mới dùng công nghệ ARN. Chuyên gia này cho biết Trung Quốc đang hướng tới khả năng kết hơp nhiều loại vac-xin khác nhau nhằm « điều chỉnh » mức độ hiệu quả đề kháng.

Chỉ vài giờ sau tuyên bố gây chấn động trong giới y khoa Trung Quốc, giám đốc Cao Phúc trả lời Hoàn Cầu Thời Báo trong số ra ngày Chủ Nhật 11/04/2021 tỏ ra mập mờ hơn : kết quả các nghiên cứu trên thế giới về tính hiệu quả của thuốc Trung Quốc « vừa cao vừa thấp » vấn đề đặt ra là « làm thế nào để có được hiệu quả tối ưu ».

Cũng chuyên gia này bác bỏ tin báo chí quốc tế loan tải theo đó ông ghi nhận « hiệu quả thấp » của thuốc Trung Quốc. Ngoài ra cũng trên tờ Hoàn Cầu thời báo, giám đốc Cao Phúc nêu lên khả năng điều chỉnh số liều thuốc tiêm, điểu chỉnh thời hạn tiêm chủng giữa hai đợt chích và thậm chí là « kết hợp các loại vac-xin với các công nghệ khác nhau ». Lãnh đạo Trung Tâm Kiểm Soát Dịch Bệnh Trung Quốc tin rằng đó sẽ là « giải pháp tốt nhất »

Reuters nhắc lại hiện nay thời gian giữa hai mũi tiêm vac-xin của tập đoàn Sinovac BioTech được ấn định là ba tuần. Một nghiên cứu của Brazil cho thấy mức độ hiệu quả đạt chưa đầy 50 % tức là không đáp ứng tiêu chuẩn của Tổ Chức Y Tế Thế Giới.

Giới khoa học không được cung cấp thông tin và dữ liệu về mức độ hiệu quả của vac-xin do tập đoàn Sinopharm sản xuất. Thống kê chính thức của Bắc Kinh cho biết hai loại vac-xin của Sinovac và Sinopharm, theo thứ tự hiệu quả đến 79,4 và 72,5 %.

Fukushima: Japan approves releasing wastewater into ocean

Japan has approved a plan to release more than one million tonnes of contaminated water from the destroyed Fukushima nuclear plant into the sea.

The water will be treated and diluted so radiation levels are below those set for drinking water.

But the local fishing industry has strongly opposed the move, as have China and South Korea.

Tokyo says work to release water used to cool nuclear fuel will begin in about two years.

The final approval comes after years of debate and is expected to take decades to complete.

Reactor buildings at the Fukushima power plant were damaged by hydrogen explosions caused by an earthquake and tsunami in 2011. The tsunami knocked out cooling systems to the reactors, three of which melted down.

More than a million tonnes of water have been used to cool the melted reactors.

Currently, the radioactive water is treated in a complex filtration process that removes most of the radioactive elements, but some remain, including tritium - deemed harmful to humans only in very large doses.

It is then kept in huge tanks, but the plant's operator Tokyo Electric Power Co (TepCo) is running out of space, with these tanks expected to fill up by 2022.

About 1.3 million tonnes of radioactive water - or enough to fill 500 Olympic-sized swimming pools - are currently stored in these tanks, according to a Reuters report.

Is there opposition?

Environmental groups like Greenpeace have long expressed their opposition to releasing the water into the ocean.

The NGO said Japan's plans to release the water showed the government "once again failed the people of Fukushima".

The country's fishing industry has also argued against it, worried that consumers will refuse to buy produce from the region.

The industry was hit extremely hard after the 2011 disaster, with many countries banning the import of sea food caught off Japan's north-eastern coast.

The decision has also prompted criticism from Japan's neighbours. Ahead of the decision, South Korea's foreign minister on Monday expressing "serious regret".

Chinese foreign ministry spokesman Zhao Lijian also urged Japan to "act in a responsible manner".

"To safeguard international public interests and Chinese people's health and safety, China has expressed grave concern to the Japanese side through the diplomatic channel," Mr Zhao said.

The US appears to support Japan's decision, however, saying it seemed to have "adopted an approach in accordance with globally accepted nuclear safety standards".

How safe is this water?

Japan argues that the release of the waste water is safe as it is processed to remove almost all radioactive elements and will be greatly diluted.

The plan has the backing of the International Atomic Energy Agency, which says the release is similar to the disposal of waste water at other plants around the world.

"Releasing into the ocean is done elsewhere. It's not something new. There is no scandal here," IAEA Director General Rafael Mariano Grossi said in 2021.

Scientists argue that the elements remaining in the water are only harmful to humans in large doses. With dilution the treated water poses no scientifically detectable risk, they say.

While the tritium is radioactive, it has a half-life of around 12 years, meaning it will disappear from the environment over a period of decades rather than centuries.

Radiation from tritium can be ingested, however, which is why fishing industry groups are concerned about the risk of it getting into the food chain and being consumed through sea food.

The risk of this happening is not zero, but the scientific consensus is that it does not pose a threat to human health :z66:.

Scientists also point out that vastly more radiation has been released into the pacific by nuclear weapons tests carried out by the US, UK and France during the 1940s, 50s and 60s.

What happened in Fukushima?

On 11 March 2011, a 9.0 magnitude earthquake struck off the north-eastern coast of Japan, triggering a 15-metre tsunami.

While the back-up systems to prevent a meltdown at the Fukushima nuclear plant survived the initial quake, further damage was inflicted by the tsunami.

As the facility's cooling systems failed in the days that followed, tonnes of radioactive material were released. The meltdown was the worst nuclear accident since Chernobyl in 1986.

Around 18,500 people died or disappeared in the quake and tsunami, and more than 160,000 were forced from their homes.

Zhao invited Japan’s deputy prime minister, Taro Aso, to drink some of the treated water, after Aso said it was harmless enough to consume. “A Japanese official said it is OK if we drink this water, so then please drink it,” Zhao said.

The frantic search for a missing Indonesian submarine with 53 crew members on board continued on Saturday as hope for a rescue wanes as the vessel's oxygen reserves are estimated to be almost depleted.

Hundreds of military personnel were battling against time to find the German-built KRI Nanggala 402, which disappeared in the Bali Sea on Wednesday as it prepared to conduct a torpedo drill.

Oxygen on the submarine is estimated to last only three days after losing power, a deadline that passed early Saturday.

"We will maximize the effort today, until the time limit tomorrow at 3 am,'' military spokesperson Major General Achmad Riad had told reporters on Friday. A press conference is scheduled for later Saturday.

An oil spill was spotted during an aerial search in the area where the craft is believed to have submerged, indicating a possible fuel leak.

There were also concerns that the vessel could have broken apart as it sunk to depths as low as 700 meters (2,300 feet) — well beyond the depth it is designed to withstand.

The 44-year-old submarine is one of five in the island nation's fleet.The commander of the Indonesian submarine fleet is also on board.

Five countries, including Australia, India, Malaysia, Singapore and the United States have sent specialized ships and aircraft to aid the search.

Vital medical supplies reach India as COVID deaths near 200,000

Vital medical supplies began to reach India on Tuesday as hospitals starved of life-saving oxygen and beds turned away coronavirus patients, and a surge in infections pushed the death toll close to 200,000.

A shipment from Britain, including 100 ventilators and 95 oxygen concentrators, arrived in the capital New Delhi, though a spokesman for Prime Minister Boris Johnson said Britain had no surplus COVID-19 vaccine doses to spare.

France is sending eight large oxygen-generating plants this week while Ireland, Germany and Australia are dispatching oxygen concentrators and ventilators, an Indian foreign ministry official said, underlining the crucial need for oxygen.

U.S. President Joe Biden reaffirmed U.S. commitment to helping India, saying he was expecting to send vaccines there while senior officials from his administration warned that the country was still at the "front end" of the crisis.

India's first "Oxygen Express" train pulled into New Delhi, laden with about 70 tonnes of oxygen from an eastern state, but the crisis has not abated in the city of 20 million people at the epicentre of the world's deadliest wave of infections.

"The current wave is extremely dangerous and contagious and the hospitals are overloaded," said Delhi Chief Minister Arvind Kejriwal, adding that a large public area in the capital will be converted into a critical care hospital.

With frustration mounting, relatives of a recently deceased COVID-19 patient assaulted staff with knives at a hospital in the southeast of New Delhi, injuring at least one person, a hospital spokeswoman said.

A video posted on social media showed several people brawling with guards at the same hospital. Delhi High Court has advised local authorities to provide security at hospitals.

The World Health Organization said it was working to deliver 4,000 oxygen concentrators to India, where mass gatherings, more contagious variants of the virus and low vaccination rates have sparked the second major wave of contagion.

With vaccine demand outstripping supply in the country of 1.3 billion people, two U.S. drugmakers have offered support.

Gilead Sciences (GILD.O) said on Monday it would give India at least 450,000 vials of its antiviral drug remdesivir. Merck & Co (MRK.N) said on Tuesday it was partnering with five Indian generic drugmakers to expand production and access to its experimental COVID-19 drug molnupiravir.

India is also negotiating with the United States, which has said it will share 60 million doses of AstraZeneca's (AZN.L) COVID-19 vaccine with other countries. A senior official participating in the talks said Prime Minister Narendra Modi had been assured of priority for India.

Supply uncertainty could force Maharashtra, India's hardest-hit state, to postpone inoculations for people aged between 18 and 45, a government official said.

Biden said he had spoken on Monday at length with Modi, including about when the United States would be able to ship vaccines to India, the world's second most populous country, and said it was his clear intention to do so.

MOUNTING TOLL

India's 323,144 new cases over the past 24 hours stood below a worldwide peak of 352,991 hit on Monday, and 2,771 new deaths took the toll to 197,894.

But the fewer confirmed infections were largely due to a drop in testing, according to health economist Rijo M John of the Indian Institute of Management in Kerala, a southern state.

"This should not be taken as an indication of falling cases, rather a matter of missing out on too many positive cases," he said on Twitter.

The U.S. State Department's coordinator for global COVID-19 response, Gayle Smith, warned India's challenge will require a sustained effort: "We all need to understand that we are still at the front end of this. This hasn't peaked yet."

Dr K. Preetham, an administrator at the Indian Spinal Injuries Centre, said patients there were having to share oxygen cylinders because of the oxygen shortage.

New Delhi is in lockdown, as are the southern state of Karnataka and Maharashtra, where the country’s financial capital Mumbai is situated.

An uneven patchwork of restrictions, complicated by local elections and mass gatherings such as the weeks-long Kumbh Mela, or pitcher festival, could trigger COVID-19 breakouts elsewhere.

About 20,000 devout Hindus gathered by the Ganges river in the northern city of Haridwar on the last auspicious day of the festival for a bath they believe will wash away their sins.

"We believe Mother Ganga will protect us," said a woman on the riverbank, where people bathed with few signs of physical distancing measures.

India has turned to its armed forces for help with the pandemic. Even China, which is locked in a military standoff with India along their disputed Himalayan border, said it was trying to get medical supplies to its neighbour.

In some cities, bodies were being cremated in makeshift facilities in parks and parking lots. Television channels showed bodies crammed into an ambulance in the western city of Beed as modes of transport ran short.

Friday's incident has caused consternation both online, where it was shared widely, and from families gathered outside the medical facility in Vidisha, in the central state of Madhya Pradesh, according to the newspaper The Indian Express.

In the video, the ambulance can be seen leaving the gates, then swerving a corner. A side panel falls open and a shrouded body falls out onto the road. Family members can then be heard yelling in protest.

A medical official later said the ambulance was old and had been donated by an unspecified nongovernmental organization.

The scene is a snapshot of a healthcare system under immense strain as the number of new coronavirus cases skyrockets.

Day after day last week, the country set global records for the highest number of new cases, a situation worsened by critical shortages both of oxygen and vaccines.

The most recent figures available on Johns Hopkins University's tracker — from Sunday — showed the country's highest-ever number for new daily cases, 353,000.

Outside the Vidisha facility — converted from an unfinished medical college — families were upset because of how little information they were getting, India Today, a news magazine, reported.

Complaining of not being able to visit, and of getting no updates from medics, families were barring staff from leaving until they got more information, according to The Indian Express.

"My relative has died, but the hospital is not providing any details," one family member, Prakash Lodhi, told India Today.

"We don't even know whether he died this evening or yesterday itself. No one is telling us anything. We have been waiting for four, five hours outside the hospital."

GS Varma, a Vidisha official, told India Today the families' "concerns are genuine."

"But we can't allow everyone to go in," he said. "They are also angry that no one is answering their calls. The doctors aren't able to answer calls because they are treating patients. It isn't possible for them to attend all calls, but we will make arrangements to improve the situation."

The Vidisha Medical College dean Sunil Nandeshwar told The Indian Express that the ambulance was a donation from an NGO and was old. In the video, the vehicle's rear windows appear to be broken.

Families also complained that they could not retrieve bodies themselves, The Indian Express reported. A local official named Pankaj Jain told the paper that bodies instead had to be cremated under COVID-19 protocol.

Though India is the world's largest producer of vaccines, rich countries' rush to acquire a surplus has helped create a major disparity in global distribution.

This week, the US offered further help for the country's vaccine production, while the UK has begun sending ventilators, the BBC reported.

Bà Renu Singhal, một cư dân của Awas Vikas Sector 7 ở Uttar Pradesh’s Agra, đã đưa chồng là ông Ravi Singhal (47 tuổi) đến Bệnh viện Cao Đẳng Y Tế Sarojini Naidu (SNMC) sau khi ông ta bị khó thở.

Ông Singhal không được vào trong, vì bệnh viện không còn giường, oxy cũng không đủ. Cả hai ngồi chờ trên chiếc xe kéo tự động bên ngoài. Reports of Covid-19 patients dying due to the shortage of oxygen and beds in the hospitals have become common in the city. Overwhelmed due to an unprecedented rise in the number of virus-infected patients, hospitals, running out of medical oxygen and beds, are now turning people away.

The hospitals' refusal to admit patients due to the unavailability of beds has left people running from pillar to post either to get their ailing family members admitted to hospitals or to procure medical oxygen and medicines. Or it is a combination of the two factors in some cases.

A diplomatic spat between the European Union and China has jeopardized a major investment agreement, officials said on Tuesday.

EU Commission Vice President Valdis Dombrovskis told AFP news agency that efforts to win approval for the deal were effectively on ice.

"We now in a sense have suspended ... political outreach activities from the European Commission side," Dombrovskis said in an interview.

"It's clear in the current situation with the EU sanctions in place against China and Chinese counter sanctions in place, including against members of European Parliament (that) the environment is not conducive for ratification of the agreement," Dombrovskis said.

A spokesperson for the European Commission told DW that the ratification process had not begun, and was subject to a legal review.

The spokesperson said the ratification process was now effectively paused as it "cannot be separated from the evolving dynamics of the wider EU-China relationship."

Chinese sanctions were "unacceptable and regrettable," the spokesperson added.

What is the EU-China agreement?

Brussels and Beijing signed a new investment agreement in 2020 intended to guarantee a stable framework of conditions for trade and investment in each other's markets.

The EU-China Comprehensive Agreement on Investment (CAI) was signed in December after seven years of negotiation.

To enter into force, it must still be ratified by EU member states and the European Parliament, where it faces massive opposition.

The pact would offer European companies access to Chinese markets and facilitate Chinese investment in Europe. It also sets level playing field rules that prevent state assistance from undercutting competition, and sustainable development provisions.

Why have relations deteriorated?

In March, the EU imposed sanctions against China for its treatment of the Uyghur Muslim minority in the Xinjiang region. These were the first human rights sanctions against China since the 1989 Tiananmen Square massacre.

In response, Beijing immediately announced counter-sanctions against members of the European Parliament, and others.

Doubts have been raised about the deal in recent months, with experts and human rights advocates calling on the EU to ditch the deal.

The government of Mungyeong City in North Gyeongsang Province is facing criticism from women's and immigrants' rights groups for its campaign aimed at encouraging farmers of Korean nationality in the city to get married to Vietnamese students studying in Korea.

The groups said that such a campaign is clearly racist and discriminatory, not only against a particular country, but also against all immigrant women and international students living in Korea.

The Women Migrant Human Rights Center of Korea said Friday that it had found Mungyeong City's promotional material for the campaign online in mid-April, in which the city government aimed to help male farmers who are older than the usual "marriageable age" get married to Vietnamese students. The city government said that the campaign was designed to help reverse Korea's population decline and the aging of Korean society.

In the material, the city government also asked international marriage brokers to cooperate.

The center claimed that the city government, which is supposed to be tasked with preventing commercial international marriages, has actually encouraged such marriages instead.

It filed a petition with the National Human Rights Commission of Korea against the city government later that day.

"Sixty-three other civic groups, including the Korea Women's Hotline, along with 144 individuals, participated in the submission of the petition," a center official said. "We believe that the Mungyeong city government's campaign violated immigrant women's rights to equality as well as their rights to pursue happiness in Korea."

A Vietnamese student, who participated in a joint press conference held in front of the commission, said that targeting Vietnamese students for marriage was a result of negative stereotypes and prejudices that suggest Vietnamese women come to Korea only to try to get married with Koreans.

"We, the students, holding student visas, are in Korea to receive a high-quality education and pursue our dreams," the student said.

"I sincerely urge the authorities of Mungyeong to withdraw the campaign. Marriage should be the choice of a couple themselves and thus, local governments should not treat a specified group simply as a means to increase the population."

Tiêm chủng COVID tại Việt Nam: Dân lo ngại vaccine Trung Quốc

Đầu tháng này, Bộ Y tế Việt Nam loan báo đang xem xét hồ sơ vaccine Covid do hãng dược Sinopharm của Trung Quốc sản xuất để cấp phép sử dụng khẩn cấp có điều kiện. Thứ trưởng Y tế Trương Quốc Cường chiều 3/6 cho biết tổng số vaccine Việt Nam đặt hàng là khoảng 170 triệu liều và hy vọng từ tháng 8 số lượng vaccine nhập về sẽ nhiều.

Mặc dù ông Cường không đề cập tới vaccine của Trung Quốc, nhưng rất nhiều người dân đã bắt đầu lo lắng về khả năng vaccine Trung Quốc sẽ được đưa vào Việt Nam tiêm chủng rộng rãi trước tình trạng khan hiếm vaccine từ các nước phương Tây do giá thành cao và quá trình đàm phán chậm chạp.

Bà Nguyễn Thanh Hạnh, một cư dân sống tại quận Hoàn Kiếm, Hà Nội, nói với VOA bà ‘rùng mình’ khi nghe tin vaccine Trung Quốc đang được xem xét cấp phép tại Việt Nam bởi xưa nay chưa bao giờ bà tin vào các sản phẩm ‘Made in China’.

“Đồ ăn thức uống vào người thì sau 4 tiếng có thể thải ra hết, chứ đằng này vaccine tiêm vào người thì tôi sợ quá. Tôi đã chuẩn bị sẵn rồi, nếu người ta kêu ra phường tiêm vaccine Trung Quốc thì tôi cho người tiêm ít tiền để họ tiêm xuống đất cho xong, chứ tôi không tiêm,” bà Hạnh thẳng thắn chia sẻ.

Cùng chung suy nghĩ như bà Hạnh, vợ chồng anh Nguyễn Anh Tuấn ở quận Thanh Xuân, Hà Nội, cho biết họ hy vọng Việt Nam sẽ không nhập vaccine từ Trung Quốc, mà ít ra cũng phải là vaccine Sputnik V từ Nga.

“Lúc đó vợ chồng em sẽ để mọi người tiêm trước, mình thì tìm cách chưa tiêm vội. Cứ từ từ xem hiệu quả và liệu có nguy hiểm gì không đã,’ chị Nguyễn Thu Huyền, vợ anh Tuấn, nói về cách đối phó riêng nếu vaccine Trung Quốc được nhập về sử dụng đại trà.

Tâm lý lo lắng này, theo tìm hiểu của VOA, xuất phát từ thực tế rằng bao lâu nay, Việt Nam đã phải ‘trả giá đắt’ vì các sản phẩm chất lượng kém ‘Made in China’, từ hàng tiêu dùng, thực phẩm hoa quả, cho tới các công trình xây dựng được thực hiện bởi các nhà thầu Trung Quốc.

“Thực tế vaccine Tàu cũng được, quan trọng là nó bán cho mình hàng chuẩn. Chỉ sợ là chỉ được lô đầu tiên thôi. Việt Nam hay thích hàng rẻ, mà rẻ thì Tàu nó kiểu gì nó cũng cung cấp cho, nhưng chất lượng không đảm bảo. Từ xưa đến nay vẫn thế mà. Indian Prime Minister Narendra Modi, speaking in a televised national address on Monday, declared that the federal government would once again be taking control of the country's coronavirus vaccination program and offering free vaccinations to all adults in the country.

"All those above 18 will get free vaccinations," Modi said, announcing that the program will start on June 21, "Whether it is the poor, the lower-middle class, the middle class, or the upper-middle class — under the federal government program, everyone will get free vaccines."

"We will increase the speed of procuring vaccines and also increase the pace of the vaccination program," the prime minister said. Under the new policy, 75% of all vaccines made in India are to be purchased by the national government with private hospitals able to purchase the remaining 25%.
New policy could keep Indian hospitals from marking up vaccine prices

The changes reverse a previous policy, launched in April, that tasked states and the private sector with vaccinating those between the ages of 18 and 44. Under that prior policy, the central government gave free shots to front-line workers and people over 45 — with states and private hospitals left to give jabs to those between 18 and 44.

In his remarks, Modi said private hospitals would not be allowed to charge patients more than 150 rupees ($2.06 / €1.70) over the cost of each dose. Under the previous policy, states competed against one another as well as private institutions to acquire doses, making them both scarce and expensive — as well as leading to accusations that companies and hospitals were profiting off the situation.

"The center would have a lot more clout in dealing with the multinationals ... rather than individual states or smaller players directly negotiating with these companies," as Sudarshan Ballal, chairman at Manipal Hospitals, told Reuters news agency.

India's vaccine program 'arbitrary and irrational' says Supreme Court

Pressure has been mounting on Modi and his government over its disastrous handling of the pandemic, especially after a new variant began driving infection rates ever higher, pushing official new infections to a peak of more than 400,000 a day in May. Last week, the Supreme Court of India called the country's vaccination program "arbitrary and irrational," bemoaning its inefficiency and inequity.

To date, India has administered just over 222 million vaccinations — less than 5% of the country's estimated adult population of 950 million has been fully inoculated. Some hospitals say a uniform vaccine distribution policy could ease the burden of procurement and prices.

Observers say the new policy will help get the situation under control, "This [centralized inoculation policy] eliminates states having to compete with one another for vaccine supplies, leaving them to concentrate on distributing them rapidly to their populations," as Gautam Menon, professor of physics and biology at Ashoka University in Delhi, said.

India has been administering the AstraZeneca vaccine, produced locally by the Serum Institute; Covaxin, made by local firm Bharat Biotech; and will launch Russia's Sputnik V this month.

India eases lockdown measures as infections drop

This week, India's capital, New Delhi, and its financial hub, Mumbai, also began easing lockdowns that have been in place since April as infection levels have begun to fall.

In New Delhi, businesses and shops will be allowed to reopen, albeit with limited hours, and its subway will resume operations at 50% capacity. In Mumbai and across the coastal state of Maharashtra — which was one of the worst-hit in April and May — malls, movie theaters, restaurants and offices reopened in districts where test positivity rates have fallen below 5%. Maharashtra's huge rail network, however, will remain closed.

Some health experts fear restrictions are being eased too soon and there are concerns the virus is still spreading unchecked through India's rural villages, where testing and medical care are extremely limited.

With new infections and deaths declining, the government hopes that reopening the country could resuscitate its economy — which grew at only a 1.6% annual rate in the January-March quarter.

India documented 100,636 new official coronavirus cases over the past 24 hours, bringing its total number of infections close to 29 million, second only to the United States. On Monday, the Indian Ministry of Health and Family Welfare announced that 2,427 people had died from COVID-19 over the previous 24 hours, pushing the overall death toll to 349,186.

Both figures are widely believed to be massive undercounts.

Các tàu Hải quân Úc sẽ được Lực lượng Phòng vệ Nhật Bản bảo đảm an ninh nếu yêu cầu, theo một thỏa thuận ngày 09/06/2021 liên quan đến luật an ninh quốc gia mới do chính quyền tiền nhiệm thông qua. Như vậy Úc là quốc gia thứ hai sau Hoa Kỳ được hưởng quyền này.

Theo báo Nhật Asahi, thỏa thuận đã đạt được sau cuộc họp qua video giữa lãnh đạo quốc phòng và ngoại giao hai nước. Phía Nhật Bản là ngoại trưởng Toshimitsu Motegi và bộ trưởng Quốc Phòng Nobuo Kishi, và đồng nhiệm phía Úc là Marise Payne và Peter Dutton.

Đạo luật an ninh quốc gia, vốn gây tranh cãi, có hiệu lực từ năm 2016 cho phép Lực lượng Phòng vệ Nhật Bản bảo vệ các tàu Hải quân Mỹ. Từ khi bắt đầu được đưa ra Quốc Hội thảo luận, Úc đã được coi là ứng viên tương lai được bảo vệ, nếu có nhu cầu.

Indonesian officials give away live chickens to residents willing to get vaccinated

(CNN)Live chickens are being given away by local authorities in rural Indonesia as an incentive for older residents to get vaccinated against Covid-19.
The program, in Cianjur regency, West Java, is part of the district's effort to increase the number of vaccines administered to citizens age 45 and over.
Galih Apria, assistant police commissioner in the sub-district of Pecat, said older residents had been very hesitant about getting the shots during the early rollout of the government's vaccination program.

"Early on, there was a lot of misinformation and hoaxes about the vaccine circulating online, especially on social media," Galih said. "Lots of elderly people thought that it does not prevent Covid-19 but would cause serious diseases and even death."

Police launched the free chicken program last month in collaboration with the sub-district government and local health centers.
Before the program was initiated, only 25 in 200 residents were willing to get the vaccine, Galih said -- but "now, we have 250 people per day who are willing to get vaccinated."

He added that giving out chickens was a sign of affection and respect toward the elderly, and it made older people more at ease with police officers, health officials, and with the vaccine itself.
Hundreds of villagers from three villages in Pecat have gone to get the vaccine, according to CNN affiliate CNN Indonesia.
Galih said authorities have given away 500 free chickens as a result of the program -- but they have also taken other steps to push for broader vaccination.
"We had to explain and educate people on the safety and benefits of the vaccine so that they would stop being so scared," he said. "We go door-to-door and encourage people to get vaccinated."
Medical staff and army personnel are helping police distribute the vaccine, and "do medical checkups so that people can get the vaccine on the spot," said Galih.
Elis Sumiati, an elderly woman who received the vaccine through the program, told CNN Indonesia: "I didn't know if I even needed the vaccine, but now after they brought the chicken and said I can get the vaccine -- yes thank you, I'm happy."

Indonesia has reported one of the largest coronavirus outbreaks in Asia, with nearly 2 million total cases and more than 53,000 deaths, according to Johns Hopkins University.
The archipelago has recently seen an uptick in infections, with its two most populous islands, Java and Sumatra, reporting a sharp rise in the weeks following the Ramadan holidays, according to Reuters.
The immunization drive in Indonesia has also progressed slowly, with fewer than 20% of people over 50 targeted for inoculations having taken the first dose, according to data from the Health Ministry.

However, Galih believes localized efforts in villages and towns can go a long way in helping the elderly get vaccinated.
"The response to this program has been amazing," he said. "It is great to see our elders becoming happy after seeing the chickens and we are also able to protect them with the vaccine at the same time."

Medical workers hold a mass vaccination drive in China's Qingdao

China has administered more than a billion doses of coronavirus vaccines, the country’s health authority said on Sunday. This figure accounts for more than a third of the shots given across the world.

While it remains unclear what percentage of the country’s nearly 1.4 billion people have been inoculated, authorities have set a target of fully vaccinating 40% of the population by the end of June.

China’s one billion doses landmark was crossed soon after the 2.5 billion milestone was surpassed globally on Friday.

After a shaky start to its inoculation campaign, China is pushing for a more aggressive vaccination strategy. Different measures, like free vaccines or special perks, have been ordered to encourage more residents to take the shot.

Some residents have received shopping coupons in Beijing, while authorities in the central Anhui province have given free eggs as part of the vaccination drive.

Asia

The Philippines has secured its largest coronavirus vaccine order yet. The government signed a deal for 40 million doses of the BioNTech-Pfizer jab. Deliveries are due to arrive in September. The government hopes to vaccinate up to 70 million out of its 110-million population this year.

Shopping malls and markets across India's capital, New Delhi, saw large crowds over the weekend as the country registered its lowest daily rise in coronavirus cases in nearly three months.

The scenes were a contrast to April and May when coronavirus cases went through the roof and hospitals in the city ran short of oxygen to treat seriously ill COVID patients.

Several Indian states have begun easing regional lockdowns amid the receding second wave.

However, doctors have warned that India could be pushed towards another devastating third wave of the virus if residents let their guard down.

A member of the Olympic team from Uganda has tested positive upon arrival at Japan's Narita International Airport, the first coronavirus case among athletes arriving for the Tokyo Olympics next month.

While foreign spectators have been banned from the stadiums, organizers are set to decide whether domestic spectators will be allowed.

According to a poll from Jiji news, if the Games are held, 64% of the public want them without spectators.

South Korea is set to relax social distancing rules from July 1, allowing gatherings of up to six people, up from four, and letting restaurants, cafes and night-life venues stay open until midnight.

The country has inoculated 29.2% of its population and is on track to meet the 70% target by September.

"The new social distancing system is an effort to find a balance between quarantine and daily life recovery amid the prolonged COVID-19 pandemic," said Health Minister Kwon Deok-cheol.

Middle East

Israel has re-introduced mask mandates in certain areas after coronavirus outbreaks at schools, the health ministry announced. The country only lifted the mask requirement nationwide five days earlier.

Masks are now required indoors and outdoors in the Binyamina area south of Haifa and in Modiin-Makkabim-Reut. Forty-five students tested positive in a school in Binyamina, and around a dozen new cases have been reported in Modiin, between Tel Aviv and Jerusalem.

Americas

The United States will send 2.5 million doses of the Moderna coronavirus vaccine to Taiwan, three times higher than an earlier pledge. The shipment, which will arrive later Sunday, is seen as a public health and geopolitical message.

"The donation reflects our commitment to Taiwan as a trusted friend, and a member of the international family of democracies," the American Institute in Taiwan, the de facto US embassy, said on social media.

Europe

In Berlin, supporters of the city's infamous nightclub scene staged a protest calling for more freedom to party.

Accompanied by by bass and booming beats, protesters floated on boats down a canal that winds through Berlin's well-known club districts, Kreuzberg and Neukölln.

The protest was also in opposition to the city's monthslong "dance ban" that has barred indoor dancing events. Starting on Friday, clubs in the German capital could once again stage parties outside.

Organizers argued that clubs have been left behind while restrictions were rolled back for bars and restaurants.

Meanwhile, the German government is reportedly planning to introduce special FFP2 medical masks for children. "One of the lessons of the pandemic is that we need to develop standards for infection protection masks that are specifically for children," a Health Ministry spokesperson told the newspapers of the Funke media group.

While case numbers in Germany have been trending down, experts have expressed increasing alarm about the threat posed by the delta variant. The German economic research institute Ifo described the variant on Sunday as a "serious danger for the German economy.

Portugal is experiencing a rise in COVID cases, with officials now reporting that the more infectious delta variant is behind the spike.

Over 60% of new infections in the capital Lisbon involve the delta variant, according to official data reported by Portuguese media. The city is currently under a multi-day lockdown that is due to lift on Monday.

Sunday saw the end of France's monthslong nightly curfew — which was lifted two weeks earlier than planned. The 11:00 p.m. curfew was unpopular among some youths, with police and partygoers clashing over the weekend at an unauthorized rave.

The decision to lift the curfew came the same day as regional elections in the country and as France scrapped a requirement to wear masks outside.

In Britain, airlines and holiday companies are planning a "day of action" next week to ramp up pressure on the government to ease travel restrictions.

The travel sector is concerned that strict quarantine requirements could remain in place over the summer for returnees from many tourism hotspots and also deter travelers to the UK.

Pilots, cabin crew and travel agents will gather in Westminster, central London, and at airports across Britain on Wednesday to try to drum up support.

The UK's aviation industry has been harder hit by the pandemic than its European peers, according to data published by pilots trade union BALPA on Sunday. It showed daily arrivals and departures into the UK were down 73% on an average day earlier this month compared to before the pandemic. Spain, Greece and France were down less than 60%.

Tuy nhiên theo Reuters, Washington đang chạy đua với Bắc Kinh trên phương diện « ngoại giao vac-xin ». Trung Quốc luôn xem Đài Loan là một phần lãnh thổ và đã đề xuất viện trợ cho Đài Bắc thuốc thuốc ngừa SARS-CoV-2 nhưng chính quyền của tổng thống Thái Anh Văn đã từ chối lòng tốt của Hoa Lục.

Đài Loan đã đặt mua hơn 5 triệu vac-xin của Moderna, 10 triệu liều của AstraZeneca nhưng tới nay mới chỉ nhận được thuốc một cách nhỏ giọt. Trong khi đó thì đại dịch Covid-19 đang bùng lên trên lãnh thổ Đài Loan, nơi mà đến nay mới chỉ có khoảng 6 % trong số hơn 23 triệu rưỡi dân số được tiêm chủng.

Hôm đầu tháng 6/2021 một phái đoàn gồm ba thượng nghị sĩ Hoa Kỳ trên một chuyến bay quân sự với 750.000 vac-xin đã đáp xuống phi trường ở Đài Bắc. Đó là đợt viện trợ đầu tiên của Mỹ cho Đài Loan. Nhưng theo lời tổng thống Thái Anh Văn trong hai tuần qua, Washington quyết định đẩy mạnh viện trợ y tế cho Đài Bắc.
