Hàng trăm người di cư từ Việt Nam, Ấn Độ và Nepal mắc kẹt tại sân bay quốc tế São Paulo Guarulhos của Brazil trong nhiều tuần với điều kiện đáng báo động, theo Reuters.
Cơ quan Luật sư Công (Public Defender's Office) của Brazil cho biết một người di cư Ghana 39 tuổi đã chết cách đây khoảng hai tuần mà không rõ nguyên nhân. Cơ quan này không rõ liệu người này đã chết trong khi bị giữ lại tại sân bay hay trên đường đến bệnh viện.
Tính đến ngày 23/8, ít nhất 666 người không có thị thực Brazil đang chờ nhập cảnh vào nước này tại sân bay São Paulo Guarulhos, theo lời người phát ngôn của Cơ quan Luật sư Công.
Chính phủ Brazil ban hành những quy định mới có hiệu lực từ hôm nay 26/8 nhằm ngăn chặn dòng người nước ngoài dùng Brazil như một điểm dừng chân để di cư tới Mỹ và Canada.
Theo đó, những du khách không có thị thực Brazil mà đang trên đường tới quốc gia khác phải tiếp tục hành trình của mình hoặc quay về quê nhà.
Những người này đang bị giam giữ trong một khu vực hạn chế, nơi họ không thể tắm rửa được. Việc đi lại tại đây khó khăn, khiến họ vất vả trong việc kiếm thức ăn, nước uống. Nhiều trẻ em và thanh thiếu niên đang chịu đựng cái rét mùa đông (của Brazil) mà không có chăn mền.
Cơ quan Luật sư Công cho rằng quyền con người của những người di cư này đang bị xâm phạm và sức khỏe của họ thì ngày càng yếu đi.
Cơ quan này nói cần phải cải thiện khẩn cấp điều kiện cho những người này trong thời gian giải quyết vấn đề thị thực của họ.
Cơ quan Luật sư Công cũng thúc giục các cơ quan có thẩm quyền khác tuân thủ luật pháp của Brazil dựa trên nguyên tắc nhân đạo để chấp nhận người tị nạn và không trục xuất họ về lại quê hương.
Bộ An ninh Công cộng cho hay Brazil đang chứng kiến sự bùng nổ lượng khách nước ngoài, đặc biệt là từ châu Á, hạ cánh tại Brazil để quá cảnh trên đường đến Bắc Mỹ.

Để vào Brazil, họ nộp đơn xin tị nạn, nói rằng bị ngược đãi và đe dọa ở quê nhà. Tuy nhiên, họ lập tức rời Brazil và đi lên phía bắc ngay khi có thể, theo các báo cáo mà Reuters tìm hiểu.
Bộ An ninh Công cộng khẳng định rằng giờ đây những hành khách đến São Paulo mà không có thị thực Brazil sẽ không được phép ở lại nước này.
Theo Reuters, không rõ liệu các quy định mới sẽ áp dụng cho những người nhập cư đã có mặt tại sân bay São Paulo hay chỉ áp dụng cho những người đến sau khi các quy định bắt đầu có hiệu lực.
Các chuyên gia về nhập cư lo ngại rằng các quy định được đề xuất trái ngược với Công ước Người tị nạn năm 1951 của Liên Hợp Quốc, trong đó Brazil đã kêu gọi các quốc gia tiếp nhận những người bị đe dọa ở quê nhà ngay cả khi họ không có giấy tờ.
Trưởng cơ quan tị nạn của Brazil, Jean Uema, nói với Reuters rằng các quy định mới sẽ áp dụng cụ thể cho sân bay São Paulo Guarulhos và sẽ không làm thay đổi chính sách của Brazil đối với người xin tị nạn.

Một phóng sự điều tra của AP vào tháng 7/2024 cho thấy có những người Việt Nam, Ấn Độ đang băng qua rừng Amazon để di cư tới Mỹ.
Tuy nhiên, họ đã phải quay trở lại bang Acre sau khi Mỹ siết chặt các chính sách về biên giới.
Một nguồn tin cảnh sát cấp cao nói với Reuters hôm 22/8:
“Họ xin tị nạn ở Brazil để tạo một đường lui an toàn. Nếu họ bị bắt tại biên giới Mỹ, họ sẽ bị gửi trở lại Brazil thay vì quốc gia của họ.”

HANOI, Oct 1 (Reuters) - At least 10 Vietnamese fishermen have been injured after their boat was attacked by a foreign vessel while fishing near Paracel islands claimed by both China and Vietnam, state media reports said late on Monday.
The attack took place on Sunday, reported Thanh Nien newspaper, citing authorities in the central province of Quang Ngai. The report did not provide a description of the foreign vessel or how the fishing vessel was attacked.
Three of the fishermen had their legs and arms broken from the attack, the report said, citing Nguyen Thanh Bien, the captain of the fishing boat QNg 957.39 TS.
The fishing boat with the 10 fishermen aboard departed a port in the province on September 13, the report said.
Vietnamese and Chinese foreign ministries didn't immediately respond to Reuters' requests for comment. Vietnamese authorities are investigating the incident, the report added.
The China-controlled Paracel, known as Hoang Sa in Vietnam, are in the South China Sea, a busy global maritime waterway almost all of which is claimed by China.

Nền cai trị lâu dài của ông Assad dựa trên các đồng minh để khuất phục quân nổi dậy. Máy bay chiến đấu của Nga tiến hành ném bom trong khi Iran điều lực lượng liên minh bao gồm Hezbollah và dân quân Iraq đến để tiếp viện cho quân đội Syria và tràn vào các thành trì của quân nổi dậy.

SOUTH Korean President Yoon Suk Yeol on Thursday vowed to fight “until the very last minute”, defending his shock decision last week to declare martial law and deploy troops to the country’s parliament.
“I will fight with the people until the very last minute,” Yoon said in a televised address.
“I apologise again to the people who must have been surprised and anxious due to the martial law,” he said. “Please trust me in my warm loyalty to the people.”
The South Korean leader is banned from foreign travel as part of an “insurrection” probe into his inner circle over the dramatic events of Dec 3 and 4 that stunned South Korea’s allies.
A probe into last week’s events has swiftly gathered pace, with police on Wednesday attempting to raid Yoon’s office to investigate his brief imposition of martial law.
They were blocked from entering by security guards, with the main opposition Democratic Party warning it would file legal complaints for insurrection against the presidential staff and security if they continued to obstruct law enforcement.
But the South Korean leader on Thursday said he would “not avoid legal and political responsibility regarding the declaration of martial law”.
Yoon accused the opposition of pushing the country into a “national crisis”.
“The National Assembly, dominated by the large opposition party, has become a monster that destroys the constitutional order of liberal democracy,” Yoon said in a televised address. AFP

The British crown claimed Peppé’s find under the 1878 Indian Treasure Trove Act, with the bones and ash gifted to the Buddhist monarch King Chulalongkorn of Siam. Most of the 1,800 gems went to the colonial museum in Kolkata, while Peppé was permitted to retain approximately a fifth of them.

President Donald Trump said on Wednesday that the US will charge 20% tariffs on imports from Vietnam under a new trade deal reached during last-minute negotiations.
Products sent from Vietnam to the US had faced a 46% levy, which was set to go into effect next week as part of Trump's "reciprocal" tariffs announced in April.
Dozens of other economies, including the European Union and Japan, are still scrambling to make their own deals with the US before the planned increases.
Under the agreement, Vietnam will charge no tariffs on US products, Trump said in a social media post.
Tariffs, which are a tax on imports, are almost always paid by the company that is buying the goods rather than the business which makes the product.
While importers can decide to absorb the extra charge, they often choose to pass it on to the consumer. Many of the US trading partners are worried that will drive down demand for things made in their countries.
In the "Great Deal of Cooperation", as Trump called it, the US will also impose a steeper tariff of 40% on goods that pass through Vietnam in a process known as "trans-shipping".
Peter Navarro, Trump's senior counsellor on trade and manufacturing, has said that a third of all Vietnamese exports to the US were actually Chinese products shipped through Vietnam.
The president said on social media: "Vietnam will do something that they have never done before, give the United States of America TOTAL ACCESS to their Markets for Trade.
"In other words, they will 'OPEN THEIR MARKET TO THE UNITED STATES,' meaning that we will be able to sell our product into Vietnam at ZERO Tariff."
Vietnam has become a major manufacturing hub for a number of major brands such as Nike, Apple, the Gap and Lululemon. It was a beneficiary of firms moving factories out of China to avoid the tariffs Trump announced during his first term in office.
Share prices of companies making goods in Vietnam initially rose on news of the deal, although those gains were trimmed after it emerged products will still face a 20% tax.
Adam Sitkoff, executive director of the American Chamber of Commerce in Hanoi, told the BBC World Business Report he was optimistic that the trade deal leaves Vietnam "in a good position", adding that "companies that ship from [Vietnam] to the US are going to keep doing it".
But on the proposed tariff for so-called trans-shipping, Mr Sitkoff questioned the definition of the term, suggesting it can be "a vague and often politicised term in trade enforcement".
"It's unclear how much illegal re-routing Vietnamese officials will even be able to catch, or how much exists," he said.
Vietnam's General Secretary To Lam held a phone call with Trump on Wednesday, during which he reiterated an invitation for the US president to visit the country.
Separately, the Trump family has recently announced development projects in Vietnam.
The country's government approved a plan by the Trump Organization and local business Kinh Bac City Development to invest $1.5bn in hotels, golf courses and luxury real estate.
The Trump Organization is also scouting for locations to build a Trump Tower in Ho Chi Minh City.
Trump initially imposed steep levies on trading partners around the world in April , citing a lack of "reciprocity", but then announced a pause where they were all lowered to 10%.
Many countries then approached the US to negotiate trade deals, according to the White House.
Since April, Washington had so far only announced a pact with Britain and a deal to temporarily lower retaliatory duties with China.
