Saga – Police have arrested a 24-year-old Vietnamese man on suspicion of murdering a woman at a house in the city of Imari, Saga Prefecture.
In the incident, which occurred on Saturday, 40-year-old Japanese language instructor Maiko Mukumoto, a resident of the house, and her mother were stabbed with a knife-like object. The incident left Mukumoto dead and the mother, who is in her 70s, injured.
Suspect Dam Duy Khang, who is working in Japan under the foreign technical intern training program, was arrested on Sunday. He told the police that he does not want to say anything.
An autopsy found that Mukumoto suffered multiple stab wounds on her neck and abdomen and that she died from loss of blood. The Saga Prefectural Police are investigating the suspect's motive and believe that he had a strong intent to kill.
A resident of Imari, the suspect allegedly broke into Mukumoto's house around 4:20 p.m. on Saturday. He is suspected of threatening Mukumoto with a knife, robbing her of ¥11,000 ($74) in cash and killing her by slashing her neck.
According to the prefectural police, the suspect rang the doorbell and forced his way into the entrance hall when the mother opened the door. He repeatedly stabbed Mukumoto and her mother while demanding money and their wallets. He then fled the scene with the weapon.
The mother fled to a neighboring house, and a resident of that house called the police. Police officers and emergency medical personnel who rushed to the scene found Mukumoto lying in her house, covered in blood. There were signs that the house had been ransacked.
The mother was also taken to the hospital with cuts to her neck and other parts of her body. Her life is not in danger, and she has said that she does not know the man who attacked her.
The suspect was identified based on images left on the intercom.

HANOI, Aug 5 (Reuters) - Vietnam has been hit by an increasing number of outbreaks of African swine fever, with the number of infected pigs more than tripling in just two weeks, state media said on Tuesday.
The country has detected 972 African swine fever outbreaks so far this year, up from 514 reported in mid-July, the Tien Phong newspaper reported.
The number of pigs infected has risen to more than 100,000 from 30,000 over the same period, the paper said, citing Vietnam's agriculture ministry. The infected pigs have died or been culled.
"ASF has broken out on a very large scale, spreading across the country, seriously affecting the livestock industry, especially the supply of pork," Nguyen Xuan Duong, chairman of the Animal Husbandry Association of Vietnam, was quoted as saying. He added that no province is safe from the disease.
African swine fever has disrupted the global pork market for years. In the worst outbreak over 2018-19, about half the domestic pig population died in China, the world's biggest producer, causing losses estimated at over $100 billion.
The outbreaks in Vietnam last month prompted Prime Minister Pham Minh Chinh to send an urgent directive to provinces and government agencies to deploy measures to curb the disease, which the government said was threatening to disrupt food supplies.
Though Vietnam was the first country reportedly to have developed an African swine fever vaccine that has been in commercial use since 2023, officials said the vaccination rate was low due to concerns about costs and efficiency.
"Vaccination is just a supporting tool that can not replace basic prevention measures," Duong said.
AVAC Vietnam JSC, the country's main African swine fever vaccine producer, didn't respond to Reuters' request for comment.
AVAC said in June it had sold 3 million vaccine doses in the domestic market and exported 600,000 doses to other countries, including the Philippines and Indonesia.

Vào ngày 9/9, Thủ tướng Nepal KP Sharma Oli đã từ chức sau làn sóng biểu tình chống tham nhũng toàn quốc do giới trẻ Gen Z dẫn đầu. Các cuộc biểu tình cũng nêu lên bất bình về đặc quyền của con cái chính trị gia (nepo kids), và bị châm ngòi bởi lệnh cấm sử dụng mạng xã hội. Người dân đã đổ ra đường phản đối Đảng Cộng sản (CPN – UML) đang cầm quyền, khiến một “đồng chí lớn” Trung Quốc – bạn lâu năm – mất đi sự ủng hộ.
Trong các cuộc biểu tình, có ghi nhận rằng người biểu tình chiếm đóng và đốt cháy nhiều tòa nhà của Đảng Cộng sản, đồng thời treo hoặc mang hình ảnh của lãnh đạo Trung Quốc – Chủ tịch Tập Cận Bình – ra ngoài, và trong một video, một người đàn ông giơ ảnh Tập Cận Bình trước ống kính rồi ném vào đống lửa.

Báo cáo xác nhận bà Rajyalaxmi Chitrakar, vợ của cựu Thủ tướng Nepal Jhalanath Khanal và cựu Đệ nhất phu nhân, đã bị mắc kẹt trong một vụ hỏa hoạn tại dinh thự của bà ở thủ đô Kathmandu sau khi bị người biểu tình phóng hỏa. Bà đã được đưa đến bệnh viện nhưng đã tử vong do vết thương quá nặng.

Cựu Thủ tướng Nepal KP Sharma Oli
Sinh ra ở miền Đông Nepal, ông Oli bước vào chính trường khi còn là thiếu niên và đã phải ngồi tù 14 năm vì vai trò của mình trong phong trào lật đổ chế độ quân chủ. Ông được coi là người sáng lập Đảng Cộng sản Nepal (Đảng Marxist-Leninist Thống nhất).
Ông Oli lần đầu tiên được bầu làm thủ tướng vào năm 2015, tái đắc cử vào năm 2018 và tái đắc cử trong thời gian ngắn tại quốc hội Nepal vào năm 2021. Nepal đã trải qua một số lần thay đổi chính phủ trong 10 năm qua.
Nepal đã bãi bỏ chế độ quân chủ vào năm 2008 sau hơn một thập kỷ nội chiến và trở thành một nước cộng hòa liên bang, với Đảng Cộng sản Maoist nắm quyền. Khoảng trống lãnh đạo và việc các đảng mất đi tính chính danh đã làm phức tạp quá trình đàm phán.
Nepal đang phải đối mặt với cuộc khủng hoảng chính trị nghiêm trọng nhất trong nhiều năm sau khi một phong trào do thanh niên lãnh đạo bùng phát thành bạo lực trên toàn quốc, khiến hơn 20 người thiệt mạng và hàng chục người khác bị thương.
Cuộc biểu tình ôn hòa bên ngoài tòa nhà Quốc hội đã trở nên đẫm máu khi cảnh sát nổ súng vào những người biểu tình dám phá vỡ rào chắn. Hôm thứ Ba ngày 09/09, hỗn loạn đã lan rộng hơn nữa ở Kathmandu, đồng thời nhấn chìm nhiều thành phố lớn khác.
Người biểu tình đốt phá các tòa nhà chính phủ, cố gắng xông vào sân bay quốc tế Kathmandu, và thậm chí tấn công nhà của các chính trị gia cấp cao, gồm cựu Thủ tướng Sher Bahadur Deuba và vợ ông, Bộ trưởng Ngoại giao Arzu Rana Deuba.
Dưới áp lực ngày càng gia tăng, Thủ tướng K.P. Sharma Oli quyết định từ chức, buộc Tổng thống Ram Chandra Poudel phải đề nghị đàm phán với người biểu tình. Cuối ngày thứ Ba, Tổng tư lệnh quân đội Ashok Raj Sigdel phát hành một video kêu gọi hòa bình, và đến nửa đêm, quân đội đã được triển khai tại thủ đô. Theo Ngân hàng Thế giới, gần 21% người dân Nepal trong độ tuổi từ 15 đến 24 thất nghiệp vào năm 2024.
Sự phẫn nộ của họ càng dữ dội hơn sau khi chính phủ cấm mạng xã hội, dù lệnh cấm đã được dỡ bỏ chỉ năm ngày sau đó. Lệnh cấm này châm ngòi cho một chiến dịch lan truyền trên TikTok – một trong số ít nền tảng không bị chặn – nhằm phơi bày lối sống xa hoa của con cái các chính trị gia, được cho là được tài trợ bằng tiền thuế của người dân.
“Cảm giác bất bình đẳng và bất công đã âm ỉ từ lâu, đặc biệt là trong giới trẻ,” Ajaya Bhadra Khanal, cố vấn nghiên cứu tại Trung tâm Đổi mới Xã hội và Chính sách Đối ngoại, cho biết. “Lệnh cấm mạng xã hội chỉ đóng vai trò ngòi nổ. Nhưng những thất bại trong quản trị suốt bảy năm qua đã tạo ra một thùng thuốc súng chực chờ bùng nổ.”
Phong trào này chủ yếu do sinh viên đại học lãnh đạo, với những tuyên bố được đưa ra thông qua tài khoản Instagram có tên là gen.znepal.
2. Tại sao các cuộc biểu tình lại trở nên bạo lực?
Các cuộc biểu tình ban đầu diễn ra ôn hòa, nhưng căng thẳng bắt đầu leo thang khi cảnh sát sử dụng vũ lực gây chết người tại tòa nhà Quốc hội. Video về các vụ giết người lan truyền chóng mặt trên mạng xã hội, trong khi những video khác cho thấy các bệnh viện quá tải người bị thương, đường phố chìm trong cảnh đẫm máu và hỗn loạn.
Cú sốc này đã kích động những người biểu tình và chuyển giọng điệu từ tức giận sang trả thù.
“Sự bất bình đã dâng cao trong giới trẻ. Họ có cảm giác thù hận rất mạnh đối với các chính trị gia. Họ hướng sự tức giận của mình vào cá nhân các chính trị gia cũng như vào tài sản của chính phủ,” Khanal nói.
Giới quan sát cho rằng bạo lực leo thang còn bởi vì nhiều nhóm và nhiều kẻ cơ hội đã lợi dụng tình hình bất ổn – chẳng hạn như Durga Prasai, một doanh nhân gây tranh cãi làm việc trong lĩnh vực y tế, người từng lãnh đạo các cuộc biểu tình ủng hộ chế độ quân chủ trước đó, cũng như hàng trăm tù nhân được người biểu tình trả tự do. Sau khi Oli từ chức, cảnh sát cũng bất lực trong việc kiểm soát tình hình, tạo ra một khoảng trống quyền lực vô cùng nguy hiểm.
3. Quân đội và chế độ quân chủ cũ đang đóng vai trò gì?
Việc triển khai quân đội giúp khôi phục được một phần an ninh, nhưng có lẽ sẽ mất nhiều ngày để mọi thứ trở lại bình thường.
Poudel và các chính trị gia khác không còn lựa chọn nào khác ngoài việc ủng hộ quân đội, nhưng quân đội lại không được đào tạo để điều hành đất nước và dường như cũng không muốn nắm giữ quyền lực chính trị công khai. Dù Quân đội Nepal từng hậu thuẫn cuộc đảo chính Vua Gyanendra Shah năm 2005, nhưng hiện nay họ được cho là trung thành với chính quyền dân sự. Lực lượng này cũng là một trong những lực lượng đóng góp chính cho các sứ mệnh gìn giữ hòa bình của Liên Hiệp Quốc.
Tuy nhiên, rủi ro đối với nền dân chủ Nepal đang gia tăng. Các nhóm ủng hộ chế độ quân chủ – đứng sau các cuộc biểu tình khiến hai người thiệt mạng chỉ vài tháng trước – đang theo dõi sát sao diễn biến sự kiện. Họ vẫn hoài niệm về chế độ quân chủ đã bị bãi bỏ vào năm 2008 và đang nhìn thấy cơ hội để thúc đẩy chính nghĩa của riêng mình.
4. Các cuộc biểu tình có ý nghĩa gì đối với Ấn Độ và Trung Quốc?
Nepal nằm giữa Ấn Độ và Trung Quốc, và cả hai nước đều đang theo dõi sát sao diễn biến tình hình. Trong một dòng tweet hôm thứ Ba, Thủ tướng Ấn Độ Narendra Modi gọi tình hình bất ổn là “đau lòng.” Ông kêu gọi hòa bình và trật tự, nói rằng “Tôi vô cùng đau buồn trước mất mát sinh mạng của nhiều người trẻ. Sự ổn định, hòa bình, và thịnh vượng của Nepal là vô cùng quan trọng.”
Khanal nhận định dù Ấn Độ và Trung Quốc có những lo ngại chính đáng liên quan đến an ninh biên giới và công dân của họ tại Nepal, nhưng họ không nên quá lo lắng về những gì đang xảy ra ở Nepal vì đây là vấn đề nội bộ. “Chúng tôi có khả năng giải quyết các vấn đề của mình,” ông nói.
Trong nhiệm kỳ của mình, Oli nghiêng về phía Bắc Kinh, một lập trường khiến New Delhi phật lòng. Ông cũng vừa trở về sau chuyến công du Trung Quốc được công bố rộng rãi, tham dự hội nghị thượng đỉnh Tổ chức Hợp tác Thượng Hải. Chuyến thăm Ấn Độ dự kiến diễn ra vào giữa tháng 9, dù nó chưa được chính thức xác nhận.
Khanal gợi ý rằng chính phủ tiếp theo có lẽ sẽ tìm cách tái cân bằng. “Nepal là một quốc gia nhỏ bé nằm giữa hai gã khổng lồ. Họ phải đạt được sự cân bằng trong quan hệ với Trung Quốc và Ấn Độ. Đó là con đường cần đi,” ông nói.
5. Giải pháp chính trị có khả năng xảy ra là gì?
Theo Hiến pháp Nepal, Tổng thống phải đề nghị một đảng hoặc liên minh chiếm đa số trong Quốc hội cùng thành lập chính phủ. Tuy nhiên, các đảng truyền thống, bao gồm Đảng Cộng sản Nepal (hay Đảng Marxist-Leninist Thống nhất) của Oli và đối tác liên minh, Đảng Quốc đại Nepal, đã mất đi tính chính danh trong mắt những người biểu tình, vốn đang yêu cầu giải tán Quốc hội, ban hành luật mới – có thể được thông qua ban đầu mà không cần Quốc hội – và tổ chức các cuộc bầu cử mới.
Các nhà quan sát chính trị cho rằng việc tiến hành theo hiến pháp có thể không thực tế do người biểu tình yêu cầu giải tán Quốc hội, nhưng một chính phủ lâm thời do các nhân vật của công chúng lãnh đạo có thể là một giải pháp.
“Giải pháp có thể nằm ngoài hiến pháp. Với việc Oli và một số thành viên nội các rời đi, chính phủ hiện tại đã không còn hoạt động,” Khanal nói.
Dù cũng có thể xảy ra các cuộc thảo luận giữa đại diện của xã hội dân sự, các đảng phái chính trị, và những người biểu tình thuộc thế hệ Z, nhưng theo Khanal, kịch bản có khả năng xảy ra nhất là đàm phán giữa những người biểu tình và quân đội.
“Điều đó sẽ quyết định hướng đi tương lai của Nepal,” ông nói.

Rescue efforts are under way in the remote Tibetan slopes of Mount Everest where a snowstorm has trapped nearly 1,000 people in campsites on the eastern side of the mountain, according to Chinese state media.
Hundreds of local villagers and rescue teams have been deployed to clear out snow blocking access to the area which sits at an altitude of more than 4,900 metres (16,000 feet).
According to local media about 350 people have been rescued and guided to safety to the small township of Qudang town, the Reuters news agency said.
Heavy snowfall began on Friday evening and has intensified on the eastern slopes of Mount Everest in Tibet, which is an area popular with climbers and hikers.
"It was so wet and cold - hypothermia was a real risk," Chen Geshuang, who was part of a trekking group who made it to Qudang, told Reuters.
"The weather this year is not normal. The guide said he had ever encountered such weather in October. And it happened all too suddenly."
Tibet's Blue Sky Rescue team had received a call for help saying that tents had collapsed due to heavy snow, and that some hikers were already suffering from hypothermia, Chinese state media reported.
Tingri County Tourism Company suspended ticket sales and entry to Everest Scenic Area from Saturday, according to Reuters news agency.
The region is facing extreme weather at the moment, as neighbouring Nepal has been battered by heavy rains which triggered landslides and flash floods that have washed away bridges and killed at least 47 people in the last two days.
In China, Typhoon Matmo has made landfall, forcing about 150,000 people to evacuate from their homes.
Mount Everest is the world's highest peak at over 8,849m. Although many people attempt to climb the summit every year, it is considered an incredibly dangerous hike.
In recent years it has been plagued with concerns of overcrowding, environmental concerns and a series of fatal climbing attempts.

It was belatedly revealed that a Vietnamese Deputy Defense Minister who visited South Korea last month sexually harassed a South Korean defense official.
According to the military on the 21st, Hoang Xuan Chien, the Vietnamese Deputy Defense Minister who visited South Korea on the occasion of the Seoul Defense Dialogue (SDD), was reported to have made inappropriate physical contact with a female South Korean official at a dinner attended by high-ranking military officials from both countries on the 11th of last month. The Defense Ministry, deeming the case serious, summoned a Vietnamese military attaché in South Korea eight days after the incident to protest.
The Defense Ministry condemned the deputy minister’s actions and requested measures to prevent recurrence, and the Vietnamese side expressed its intention to prevent recurrence, according to sources.
A source from the Defense Ministry stated, “Appropriate measures were taken in accordance with principles,” adding, “Disclosure of detailed factual relations is limited in consideration of the victim’s wishes.”

SEOUL: South Korea summoned a Vietnamese envoy over allegations of sexual misconduct by Hanoi's deputy defence minister during a visit last month, local media reported.
Vietnam's Deputy Defence Minister Hoang Xuan Chien is alleged to have inappropriately touched a South Korean civil servant during an annual security forum in September.
On Tuesday (Oct 21), South Korea's defence ministry told AFP it had taken "appropriate action" over the incident but could not confirm the summoning.
The official added that "disclosure of detailed facts is limited out of respect for the victim's wishes".
In a closed-door briefing with South Korean journalists on Monday, the defence ministry said it "condemned the conduct of the Vietnamese vice defence minister and requested measures to prevent a recurrence".
The accused deputy minister left South Korea the day after the incident, and the attache was summoned a week later, according to local media.
Hanoi's attache reportedly expressed regret and assured the ministry the incident would not happen again.
Hanoi's embassy in Seoul did not respond to calls from AFP seeking comment.

SEOUL — The defense ministry has summoned a Vietnamese defense attache stationed in South Korea over alleged sexual misconduct by Vietnam's deputy defense minister during his visit to Seoul last month, military officials said Monday.
According to the officials, Senior Lt. Gen. Hoang Xuan Chien inappropriately touched a South Korean public servant during a banquet with high-ranking military officials on Sept. 11.
The Vietnamese vice defense minister was visiting Seoul on the occasion of the Seoul Defense Dialogue on Sept. 8-10.
Given the gravity of the case, the ministry summoned the Vietnamese defense attache eight days later to lodge a protest over the deputy minister's behavior.
The ministry also called for measures to prevent a recurrence, while the Vietnamese side reportedly expressed its commitment to ensuring a similar incident does not happen again.
"The ministry has taken appropriate measures in accordance with established principles regarding the case," a ministry official said, adding he could not disclose details out of respect for the victim's wishes.

Two North Korean prisoners of war in Ukraine, captured while fighting for Russia and detained since early 2025, have pleaded with a visiting documentary producer to bring them to South Korea, an activist said Friday.
Jang Se-yul, head of a North Korean defectors' group in South Korea, disclosed the meeting between two North Korean captives in their 20s and a South Korean documentary producer Tuesday at a prisoner camp near Kyiv, where they are currently held.
The North Korean soldiers first came to media attention when Ukrainian President Volodymyr Zelenskyy wrote online in January that they had been captured by Ukrainian forces in Russia's western Kursk region while in battle.
"Please bring (us) to South Korea," Jang quoted them as telling the producer, weeping.
Both of them expressed a desire to go to South Korea, Jang suggested, a change from February, when only one of them had expressed such an intent during a meeting with a South Korean lawmaker.
Provided photos showed that the jaw wound sustained by one of them at the time of capture was now healed, though it left some bone distortion. Otherwise, they appeared to be in a relatively hygienic state.
Hand-drawn portraits of North Korean leader Kim Jong-un were hung on the bed of one of them.
They asked for medicine for eye diseases, knitted clothes, trousers, cigarettes, pens and books via the producer, Jang said, also conveying Ukrainian officials' remarks that they were in a state of psychological instability and had attempted to harm themselves.
Since October last year, North Korea has deployed 15,000 troops to Russia in support of its war with Ukraine.
South Korea has notified the Ukrainian government of its intent to receive the North Korean captives if their intentions were confirmed, but no progress appears to be under way on their transfer.

PM apologises over Hat Yai flood failures, pledges urgent aid
Prime Minister Anutin Charnvirakul has apologised for the state's failure to protect flood‑hit communities, vowing improvements as he prepared to revisit the devastated Hat Yai district in Songkhla for urgent assessments on Sunday.
Mr Anutin, who also serves as interior minister, will be accompanied by senior officials including Deputy Prime Minister and Finance Minister Ekniti Nitithanprapas, Treasury Department director‑general Akkarut Sonthayanon, Office of Insurance Commission secretary‑general Chuchatr Pramoolpol and Thai Bankers' Association president Payong Srivanich.
He said the delegation will inspect the situation to prepare a comprehensive package of soft loans and financial assistance for flood‑affected residents. Direct observation is crucial to fully understand the scale of damage and accelerate the government's response, he said. Mr Anutin also held a meeting at Government House with Mr Ekniti, Prime Minister's Office Minister Paradorn Prissanananthakul and commerce permanent secretary Vuttikrai Leewiraphan to finalise urgent support measures.
The prime minister instructed the Interior Ministry to accelerate compilation of beneficiary lists for the 9,000‑baht household relief payment, which has been approved. Funds are expected to reach affected families next week.
Responding to reports claiming relief packages may reach 30,000 baht per household, Mr Anutin said assistance comes from multiple sources. The Department of Disaster Prevention and Mitigation will immediately provide 9,000 baht per household, while additional funding may cover home repairs of up to 45,000 baht depending on actual damages.
He also announced interest‑free recovery loans of up to 100,000 baht per person for six months, and another loan of up to 100,000 baht per household for property repairs, with a one‑year term.
Mr Anutin added that during his recent field visit he apologised to every resident he met for the government's inability to protect them from the disaster. Asked about the root causes of Hat Yai's severe flooding, he cited the geographical "basin" nature of Songkhla, especially Hat Yai district, which requires changes to road designs to improve drainage. He also mentioned the need for stricter evacuation alerts.

WASHINGTON - U.S. President Donald Trump said Monday he has decided to raise tariffs on automobiles and other goods from South Korea to 25 percent from 15 percent, venting his frustration that last year's "historic" bilateral trade deal has not yet been approved by the Asian nation's legislature.
Besides autos, Trump's abrupt announcement on social media said lumber and pharmaceuticals from South Korea, as well as other imports targeted by his so-called reciprocal tariffs, will face the increased rate.
"Our Trade Deals are very important to America. In each of these Deals, we have acted swiftly to reduce our TARIFFS in line with the Transaction agreed to. We, of course, expect our Trading Partners to do the same," Trump wrote.
Trump did not specify when he would raise those tariffs. South Korea's presidential office said there was no official notification or explanation of the plan from the U.S. government in advance.
In addition to hastily convening an interagency meeting, the office said trade minister Kim Jung Kwan will visit the United States to discuss the issue with U.S. Commerce Secretary Howard Lutnick.
Trump's latest threat again demonstrates that even important U.S. allies can easily earn his ire.
Trump accused South Korea's parliament of "not living up" to the agreement the two countries reached in July last year and reaffirmed three months later during his trip to the Asian country.
He questioned, "Why hasn't the Korean Legislature approved it?"
In late October, he and South Korean President Lee Jae Myung agreed on the details of the deal, under which Seoul committed to investing $350 billion in the United States in return for Washington's reduction of sweeping tariffs from 25 percent to 15 percent.
The 15 percent tariff rate was the same as that imposed on Japan and the European Union, South Korea's major competitors in the auto industry, both of which struck similar trade deals with the Trump administration before the one inked by Seoul.
As with Japan, South Korea's planned investment in the United States is focused on strategic sectors, including a $150 billion commitment to help the Trump administration revive the American shipbuilding industry.
