FBI warns of 'relative in distress' scam
For three Los Angeles-area grandparents who received calls about their loved ones, the voice on the other end of the phone was adamant and fear-inducing. One was told their grandchild was in jail or in a terrible car accident. Callers said they needed money to pay for legal bills or operations. Collectively, the grandparents wired $30,000 to overseas accounts in countries that included Lebanon, Spain, Canada, the Dominican Republic and Peru.

Advocates of scaling back California's tough Three-Strikes law hope for place on ballot
Buoyed by a favorable financial analysis, advocates of an initiative to scale back the nation's toughest "three-strikes" law will soon launch a signature-gathering drive to put the measure on California's November ballot. Revising California's law would save state taxpayers tens of millions of dollars a year initially and up to $100 million a year in the long run, according to supporters, largely in reduced prison and parole costs. A brief analysis by the nonpartisan Legislative Analyst's Office will appear on the ballot itself as well as on signature petitions.

In California mental hospitals, assaults rarely a crime
Violence in California's psychiatric hospitals has been increasing, partly because the kind of patients treated at the hospitals has changed. Generally, people with mental illness aren't especially dangerous. But these days, about 90 percent of the patients in California's mental hospitals are committed by the criminal justice system. They've been found not guilty by reason of insanity, for example, or incompetent to stand trial.

Congress' new terrorism rules leave open questions
After a bruising battle in Congress, the Obama administration retained the right to investigate and try suspected terrorists in civilian courts. But officials say newly enacted legislation raises a host of questions that will complicate and could harm the investigation of terrorism cases. During a struggle that began last May and ended this past week in a compromise defense bill, the administration waged an uphill fight against a majority of Republicans and some Democrats trying to expand the role of the military while reducing the role of civilian courts in the fight against terrorism.

TSA screenings aren't just for airports anymore
The Transportation Security Administration teams are increasingly conducting searches and screenings at train stations, subways, ferry terminals and other mass transit locations around the country. The TSA's 25 "viper" teams - for Visible Intermodal Prevention and Response - have run more than 9,300 unannounced checkpoints and other search operations in the last year. Department of Homeland Security officials have asked Congress for funding to add 12 more teams next year.

More ballot wars: The cost of crime and punishment
The cost of prisons, prisoners and public safety could be a major issue on November's ballot. If certain initiatives qualify for the ballot, voters will have to decide between their desire for taxpayer savings within the criminal justice system and California's traditional tough-on-crime stand. Initiatives are moving forward to change the Three Strikes law by giving courts more discretion on sentencing a third conviction. A second initiative will ask voters to do away with the death penalty.

December holiday shoppers were not just interested in buying the hottest electronics and toys -- they also were purchasing record numbers of guns, according to the latest FBI figures on background checks required to buy firearms. With a few days left in December, the FBI reports the number of background checks has already topped the previous one-month record -- set only in November -- of 1,534,414 inquiries by gun dealers to the National Instant Criminal Background Check System also known as NICS.

D.A. Cooley warns residents about robocall scams
An elaborate phone scam aimed at stealing credit card and ATM information is targeting Los Angeles County residents, District Attorney Steve Cooley warned Tuesday. The scam was uncovered after Cooley's own staffers received some of the calls over the last few weeks. Cooley said the scam involves robocalls that instruct recipients to call a number to review their bank information with a live operator.

CA reduces prison population by thousands, almost meets Supreme Court target
California's prison system has been shedding an average of 933 inmates a week since the governor's realignment plan took effect this fall, and the state almost hit a court-mandated goal to reduce the population to 133,000 inmates by Dec. 27. As of today, the state's prisons held 134,804 inmates - just 1,800 short of the target and far closer to that goal than many expected.

California Supreme Court set to rule on redevelopment money
The California Supreme Court will issue a long-awaited ruling Thursday on the legality of the state's move to grab $1.7 billion in redevelopment money to help close California's budget shortfall -- a move that rocked cities across the state. The ruling, expected at 10 a.m., should give critical guidance on two state laws: one that dissolves redevelopment agencies and redirects their property tax revenues to the state, and a second that allows agencies to stay afloat if they agree to relinquish a large portion of their funding, which will be used to pay for schools.

Rand study on medical pot among year's worst, Scientific American says
Remember that Rand Corporation study from earlier this year that claimed crime actually increased in L.A. neighborhoods where cops closed medical marijuana dispensaries? Gunfire alert systems aid safety, Calif. cops say
ShotSpotter has become a basic component of police work in six Bay Area cities that have bought it in recent years. While offering mostly anecdotal evidence, and acknowledging some problems, commanders in the cities say it's been a success and is likely to be a permanent feature of their jobs. Its proponents say the system enables officers to respond faster, often reaching the spot where shots were fired before the first 911 caller dials in.

U.S. sets up hotline for detained immigrants
U.S. immigration authorities are setting up a telephone hotline to ensure that detainees held by local police forces partnering in a controversial federal immigration enforcement program are adequately informed of their rights. The initiative announced by the U.S. Immigration and Customs Enforcement agency on Thursday provides a toll-free number to field queries from detainees held by state or local law enforcement agencies "if they believe they may be U.S. citizens or victims of a crime."

California high court puts redevelopment agencies out of business
The California Supreme Court threw hundreds of redevelopment agencies out of business in a ruling that will benefit state budget coffers but hobble local economic development and housing programs. The court ruled unanimously in favor of a state law passed last summer that abolished redevelopment agencies and voted 6 to 1 to strike down a companion measure that would have allowed the agencies to continue if they shared their revenues.

Californians will no longer be able to carry handguns openly in public, buy alcohol at self-serve checkout stands or purchase shark fins for their soup under hundreds of new laws that take effect Jan. 1. Other measures bar minors from tanning beds, allow students to be suspended for cyber-bullying and require booster seats for children in cars until they are 8 years old or at least 4 feet, 9 inches tall. Despite another year of budget shortfalls, the 760 bills that Gov. Jerry Brown signed into law in 2011 included several that cost money.

Hackers reveal personal data of 860,000 Stratfor subscribers
A computer hacking group has revealed email addresses and other personal data from former Vice President Dan Quayle, former Secretary of State Henry A. Kissinger, and hundreds of U.S. intelligence, law enforcement and military officials in a high-profile case of cyber-theft. The unauthorized release of account information for 860,000 subscribers to Stratfor, a Texas-based company that provides analysis of national and international affairs, makes it possible to identify some subscribers and, in theory, impersonate them in cyberspace, analysts warned.

New handgun regulation faces federal lawsuit
A new California law that prohibits the carrying of an unloaded handgun in public already is under legal attack. Charles Nichols, a Redondo Beach resident, filed a lawsuit late last year in federal court against the state seeking to overturn restrictions on where he can display a handgun. AB 144, which took effect this week, expands California's firearm regulations to prohibit people from openly carrying an unloaded handgun outside of a person's home or vehicle.

Plan to change three-strikes law moves toward November ballot
California voters may once again have the opportunity to change the state's three-strikes mandatory-sentencing law. An initiative to change the law has been cleared to gather petition signatures, a potential step toward the November ballot. The proposed change would reduce the sentences of some currently serving time, and reduce prison time for those who are convicted of nonviolent felonies and already have two prior felony strikes.

Guns were more likely than ever to land beneath Christmas trees in 2011, as the FBI reported record-breaking firearm sales in the days leading up to the holiday. Gun dealers requested more than 1.5 million background checks on buyers in December, the highest single-month figure since the stats began being kept - and one that topped the previous record, set in November 2011, CNN reported.
