Border agency seeks more unmanned aircraft use in Calif.
U.S. Customs and Border Protection officials are looking to expand the use of remotely piloted surveillance aircraft to cover nearly all of California, allowing the unmanned vehicles to fly over the last major section of the Southwest border. The agency's Office of Air and Marine expects the Federal Aviation Administration this year to permit it to extend its unmanned aircraft operations into airspace just east of the San Diego metropolitan area, border agency spokeswoman Gina Gray said.

Survey shows California healthcare costs rising, benefits shrinking
Fewer California companies offered their workers health insurance last year, and the ones that did charged employees more for their coverage. That's among the findings of an annual California Employer Health Benefits Survey released Wednesday by the California HealthCare Foundation, a research and grant-making nonprofit organization. According to the survey, premiums for employer health insurance plans have risen 153.5% since 2002, a rate that's more than five times the increase in California's inflation rate.

Gov. Jerry Brown proposes discount for avoiding DMV offices
Banks have tried to discourage customers from using tellers in person; now Gov. Jerry Brown wants to do the same for renewals at the Department of Motor Vehicles. The governor, in his latest budget plan, proposed a $5 discount for drivers who use the internet or mail to renew their "routine" vehicle registrations. The plan would save drivers an estimated $100 million statewide annually.

For a few days over the long New Year's weekend, it looked as though someone was determined to burn down the entire city of Los Angeles, building by building and car by car. And for just as many days, it looked as though he might eventually pull it off, so flummoxed were firefighters and police at the number and apparent randomness of the attacks.For all the resources devoted to the case, for all the high-tech wizardry employed in the effort to identify the arsonist, what finally broke the case was simple, old-fashioned police work combined with a lucky grab from a security camera.

Fines, court time eliminated for tardy, absent students
Fines and court time for tardy students will be eliminated in Los Angeles County, according to new guidelines released by the county's top juvenile court judge earlier this month. Juvenile Court Presiding Judge Michael Nash said in rules released last week that courts will now dismiss tickets in which students have evidence that they were en route or late to school. The guidelines encourage students to develop plans designed to get them back on track in school.

California controller says December revenues missed mark
California missed its December revenue target by $1.4 billion due to weak income tax totals, closing the first half of the fiscal year down $2.5 billion compared to the budget enacted in June, according to state Controller John Chiang. That gap isn't a huge surprise, given that the June budget was overly optimistic. Gov. Jerry Brown said last month that the state budget would fall $2.2 billion short in the current fiscal year, triggering nearly $1 billion in mid-year budget cuts.

In the latest push by federal law enforcement agencies to nationalize criminal intelligence data gathered by state and local police, Minnesota is weighing whether to link a statewide database with an FBI information-sharing system, despite concerns by privacy and open-government advocates about the accuracy of such data, among other issues. Several agencies in California already belong to the program, known as the National Data Exchange, or N-DEx.

Crime renews lawmaker's concerns about shifting felons to counties
A Republican lawmaker who opposes shifting supervision of many felons from the state to counties voiced concern Wednesday over the arrest of a Sacramento man this week on sexual assault charges a month after he was released from state prison. Aaron Suggs had been designated a non-serious, nonviolent felon when he was released from state prison Dec. 8 after serving a sentence for drug possession.

Behind governor's plan to close state's juvenile justice system
For the second time in one year, Gov. Jerry Brown has proposed permanently closing the Division of Juvenile Justice, a move that would make California the first state in the nation to eliminate its youth prison system and shift responsibility for the most dangerous young offenders to counties. When Brown first proposed the plan, county prosecutors and probation officers protested, arguing that counties were unprepared to handle murderers and violent sex offenders.

Judge to end Calif. prison receiver
A federal judge on Tuesday ordered California officials to prepare for the end of a six-year, court-ordered oversight of the prison system that has cost taxpayers billions of dollars and helped force a shift of lower-level criminals from state prisons to county jails. U.S. District Court Judge Thelton Henderson cited improving conditions in the prison system in a three-page order that says "the end of the Receivership appears to be in sight."

Federal websites back online after Anonymous attack
Most of the websites shut down by a hackers group were up and running early Friday, including the U.S. Department of Justice, FBI and some entertainment sites after one of the federal government's largest anti-piracy crackdowns. Medical marijuana dispensary laws to get state Supreme Court hearing
The California Supreme Court has again jumped into the fray over the legality of medical marijuana laws, deciding this week to review two lower-court rulings that affect how and whether local governments can regulate pot dispensaries across the state. The justices voted unanimously to review cases from Long Beach and Riverside that dealt with the ongoing conflict between California's 1996 voter-approved law allowing medical marijuana and federal laws barring the use or sale of the drug.

Convicted felons sent to Bay Area nursing home
Four prisoners are among the first 29 prisoners to be granted medical parole under a 2010 California law intended to save the state tens of millions of dollars in medical and guarding costs for permanently, medically incapacitated prisoners. Some of the parolees are bedridden, while others can be moved by wheelchair, and officials said that the parolees posed no threat to others. Yet the medical parole program is raising concerns among the state's long-term care ombudsmen, who investigate complaints from residents of nursing homes.

Victim identified in Hollywood severed head case
A man whose severed head, hands and feet were found in the hills below the famed Hollywood sign overlooking Los Angeles was identified by the coroner's office on Friday as 66-year-old Hervey Coronado Medellin. A mother and daughter who were walking dogs in a popular hiking area stumbled upon the Los Angeles resident's severed head earlier in the week, and a search nearby later turned up hands and feet. Homicide detectives were still questioning witnesses and potential suspects in the bizarre case, Los Angeles Police Department Lieutenant Andrew Neiman said.

Number of registered sex offenders in the U.S. nears three-quarters of a million
Today, the National Center for Missing & Exploited Children released the results of its latest survey regarding the number of registered sex offenders located in the U.S. The organization's most recent survey of states found there are 747,408 registered sex offenders in the country today, which represents an increase of 7,555 offenders from the previous survey in June 2011. The first sex offender registry was created in 1947 in California. Today, every state has such a registry.

Mr. Alghanim checked and found it to be true, according to a person familiar with the matter. In a major decision on privacy in the digital age, the Supreme Court ruled Monday that police need a warrant before attaching a GPS device to a person's car. The ruling, which marked the justices' first-ever review of GPS tracking, was unanimous.
