Đức sẽ lần đầu tiên gửi quân tới Úc trong khuôn khổ cuộc tập trận chung với khoảng 30.000 quân nhân từ 12 quốc gia khác, nhấn mạnh sự tập trung ngày càng tăng của Berlin vào Ấn Độ Dương-Thái Bình Dương trong bối cảnh căng thẳng gia tăng với Trung Quốc trong khu vực.

Trong những năm gần đây, Đức đã có sự hiện diện quân sự lớn hơn ở Ấn Độ Dương-Thái Bình Dương, ngay cả khi điều này có nghĩa là chịu rủi ro hơn về lợi ích kinh tế và an ninh của mình.

“Đó là khu vực có tầm quan trọng cực kỳ cao đối với chúng tôi ở Đức cũng như Liên minh châu Âu do sự phụ thuộc lẫn nhau về kinh tế”, Tư lệnh quân đội Alfons Mais nói với Reuters trong một cuộc phỏng vấn được công bố hôm thứ Hai (10/7), vài giờ trước khi quân Đức lần đầu tiên xuất quân đến Úc.

Trung Quốc là đối tác thương mại quan trọng nhất của Berlin và 40% thương mại nước ngoài của châu Âu chảy qua Biển Đông, tuyến đường thủy vốn là tâm điểm của các tranh chấp lãnh thổ ở Ấn Độ Dương-Thái Bình Dương.

Vào năm 2021, một tàu chiến của Đức đã đi vào Biển Đông lần đầu tiên sau gần 20 năm. Năm ngoái, Berlin đã cử 13 máy bay quân sự tham gia các cuộc tập trận chung ở Australia. Đó là đợt triển khai lực lượng không quân lớn nhất trong thời bình.

Ông Mais cho biết có tới 240 binh sĩ Đức, trong đó có 170 lính dù và 40 lính thủy đánh bộ, sẽ tham gia cuộc tập trận Talisman Sabre từ ngày 22 tháng 7 đến ngày 4 tháng 8, cuộc tập trận lớn nhất giữa Australia và Mỹ, được tổ chức hai năm một lần.

Người Đức sẽ huấn luyện chiến tranh trong rừng và các hoạt động đổ bộ cùng với binh lính từ các nước như Indonesia, Nhật Bản, Hàn Quốc, Pháp và Anh.

“Chúng tôi mong muốn chứng minh rằng chúng tôi là những đối tác đáng tin cậy và có khả năng góp phần ổn định trật tự dựa trên luật lệ trong khu vực”, ông Mais nói.

Khi được hỏi việc triển khai quân lần đầu tiên của Đức tới Australia nhằm gửi thông điệp gì tới Trung Quốc, ông nhấn mạnh rằng Berlin không nhằm mục đích chống lại bất kỳ ai.

Ông Mais có kế hoạch đến thăm quân đội Đức ở Australia và nhà máy Rheinmetall lắp ráp xe vận tải bọc thép Boxer cho cả hai quân đội vào giữa tháng 7, trước khi đến Nhật Bản và Singapore.

Số ca hỏa táng ở tỉnh Chiết Giang của Trung Quốc trong quý đầu năm nay tăng hơn 70% so với cùng kỳ năm ngoái, theo dữ liệu của chính phủ, một bước nhảy vọt chưa có lời giải thích trong lúc một đợt bùng phát COVID đang quét qua Trung Quốc.

Trung Quốc nói khoảng 80.000 người đã chết vì COVID tại các bệnh viện trên cả nước trong hai tháng đầu tiên sau khi các biện pháp hạn chế được dỡ bỏ, khoảng thời gian mà các nhà tang lễ cho biết họ bị quá tải với hàng dài xe tang xếp hàng chờ đợi bên ngoài lò hỏa táng.

Một số nhà dịch tễ học vào thời điểm đó ước tính có tới 2 triệu người có thể đã chết vì COVID ở Trung Quốc.

Dữ liệu của tỉnh Chiết Giang, không nêu rõ nguyên nhân tử vong, đã bị gỡ xuống. Dữ liệu cho quý tư cũng không thấy. Bộ dân sự Trung Quốc, cơ quan đối chiếu số liệu thống kê tử vong, không công bố dữ liệu hỏa táng trên toàn quốc trong khoảng thời gian đó.

Bộ này và chính quyền tỉnh Chiết Giang đều không trả lời yêu cầu bình luận.

Trong ba năm đầu tiên kể từ cuối 2019 khi đại dịch bùng phát, Trung Quốc đã kiểm soát dịch phần lớn bằng cách áp dụng chính sách nghiêm ngặt ‘zero COVID’ bao gồm phong tỏa khắc nghiệt và xét nghiệm hàng loạt.

Nhưng đến cuối năm 2022, chính sách này bắt đầu thất bại khi biến thể Omicron có khả năng lây truyền cao lan rộng và chính quyền địa phương vất vả huy động tiền bạc và nhân lực để thực thi các biện pháp hạn chế.

Trung Quốc đột ngột thay đổi chiến thuật vào tháng 12 năm ngoái sau các cuộc biểu tình phản đối lệnh phong tỏa ở Bắc Kinh, Thượng Hải và các thành phố khác.

A man believed to be a Chinese rights activist has been arrested in South Korea after an apparent attempt to flee there on a jet ski.

The country's Coast Guard said the man had travelled about 300km (186 miles) across the Yellow Sea using binoculars and a compass, but then got stuck.

Local reports named him as Kwon Pyong, a critic of President Xi Jinping, but his identity has not been verified.

The Chinese embassy in Seoul declined to comment.

In recent years, Beijing has increased its use of exit bans at airports and other legal border crossings in order to block activists from leaving Chinese territory.

But this is perhaps one of the more extreme escape attempts and one which dissidents may point to as an example of the lengths they have to go to to leave the country.

The Coast Guard said the man, wearing a life jacket and helmet, was towing five barrels of fuel from Shandong province behind the 1800cc machine.

"He refilled the petrol on the ride and dumped the empty barrels into the sea," it explained, adding that he got into trouble near a cruise terminal off the western port of Incheon and called for help.

The Coast Guard did not identify the man, but said he was detained last Wednesday for attempting "to smuggle himself into" the city. There is no suspicion that he could be a spy.South Korea-based campaigner Lee Dae-seon, from NGO Dialogue China, told the AFP news agency on Tuesday that Mr Kwon, 35, was the escapee.

The activist has spent time in prison in China for publicly criticising President Xi.

It is highly likely that he would have experienced problems trying to leave the country by regular means in order to claim asylum.

Mr Lee said: "While [Mr Kwon's] means of entry into South Korea in violation of the law was wrong, surveillance of the Chinese authorities and political persecution of Kwon since 2016 are behind his life-risking crossing into South Korea."

He added that Mr Kwon was now considering whether to apply for refugee status in South Korea - which only grants a handful of requests each year - or a third country.
