What are Germany's new coronavirus social distancing rules?

Germany has implemented drastic restrictions on public and social life, as the country tackles the coronavirus pandemic. But it appears some states think they have better plans in place.

German Chancellor Angela Merkel announced on Sunday a nine-point plan to be implemented nationwide in a bid to stop the spread of coronavirus.

The measures were announced following a telephone meeting with the head of Germany's 16 states.

Infections from COVID-19 in Germany rose to 23,974 on Sunday, with 92 deaths, according to Johns Hopkins University.

What are the new measures?

• Public gatherings of more than two people will be banned. There will be exceptions for families and those living together.
• General contact with others should be reduced to a minimum.
• A 1.5-meter (4.9 feet) distance should be kept at all times when in public.
• Gastronomy businesses must close. Businesses offering food delivery and collection will be allowed to remain open.
• Service providers such as hair-dressers, cosmetic, massage and tattoo studios where a 2-meter distance between people is not possible must also close. Businesses and centers offering medical treatments may remain open.
• Police and other law enforcement agencies will enforce any infractions of the new rules — Merkel did not state what the punishment would be for anyone not abiding by the new measures.
• Hygiene regulations must be implemented for staff in the workplace, or for visitors.
• Commuting to work, helping others and exercising alone outside will still be permissible, as long as the activities are carried out in abidance with the guidelines.
• The measures will remain in place, initially for the next two weeks.

'Show sense and heart'

The stricter measures follow an appeal made by Merkel last week asking people in Germany to stick to guidelines.

"This is my urgent appeal to the few who have struggled to follow the rules. Please let's all pull together to do what's right for our country. Show sense and heart," she said during Sunday's announcement.

How will the new rules be implemented?

Germany operates as a federal system, with Merkel herself calling the measures "guidelines."

Bavaria already implemented a state-wide lockdown before Merkel announced Sunday's measures. According to DPA news agency, the state will not carry out the state guidelines, banning meetings of more than two people.

Rhineland-Palatinate plans to enact a far-reaching ban on contact. It is not known for how many people.

In Saxony, from Monday onwards, there will be movement restrictions in place. Leaving the house will only be permitted in certain circumstances.

North Rhine-Westphalia announced it would be implementing the two-person ban, as advised by Merkel on Sunday. Laschet said there will be fines of up to €25,000 ($27,000) for those breaking the rules, and not keeping the advised 2-meter distance between people.

Hôm nay, 21/03/2020, là ngày cuối tuần đầu tiên mà dân Pháp phải sống với lệnh phong tỏa toàn quốc, có hiệu lực từ trưa ngày 17/03, nhằm kềm hãm đà lây lan của dịch Covid-19.

Hôm qua, bộ trưởng Nội Vụ Christophe Castaner đã cảnh báo là việc hạn chế đi lại sẽ được áp dụng một cách nghiêm ngặt hơn, đặc biệt là với việc kiểm soát ở các ga xe lửa và các sân bay. Những người đi ra ngoài mà không có lý do chính đáng sẽ bị phạt 135 euro. Một số người bị phạt nhiều lần đã bị tạm giam về tội « gây nguy hại cho tính mạng người khác ».

Bộ trưởng Castaner còn thông báo là lực lượng của chiến dịch Sentinelle chống khủng bố cũng sẽ được tăng cường để tham gia chống dịch virus corona.

Trong cuộc họp báo hôm qua, giáo sư Jérôme Salomon, tổng cục trưởng Tổng Cục Y Tế Pháp, cũng đã khẩn thiết kêu gọi dân Pháp ở các thành phố lớn đừng đi đâu vào cuối tuần này. Theo ông, thứ nhất là người thành thị kéo về các vùng nông thôn có thể vô tình mang theo virus corona ; thứ hai, có thể đó là những vùng không có đủ điều kiện y tế để tiếp nhận quá nhiều người bệnh.

Hiện giờ, theo lời bộ trưởng Nội Vụ Castaner, chính phủ chưa quyết định về việc kéo dài lệnh phong tỏa, trước mắt chỉ có hiệu lực đến cuối tháng 3. Nhưng rất có nhiều khả năng là lệnh phong tỏa sẽ được triển hạn.

Tính đến hôm qua, theo bộ Y Tế, dịch Covid-19 đã khiến tổng cộng 450 người chết ở Pháp, tức là trong 24 tiếng đồng hồ đã tăng thêm 78 ca tử vong. Hiện có tổng cộng 5.226 người nằm viện, trong đó có gần 1.300 ca nặng, phải nằm trong phòng hồi sức cấp cứu. Tuy nhiên, cũng đã có gần 1.600 đã xuất viện, coi như khỏi bệnh.

Trong cuộc họp báo hôm qua, giáo sư Jérôme Salomon, tổng cục trưởng Tổng Cục Y Tế Pháp đã đặc biệt lưu ý đến sự gia tăng của những ca bất thường, tức là những bệnh nhân bổng nhiên mất hoàn toàn khứu giác, nhưng không hề bị nghẹt mũi.

Để giải tỏa áp lực lên bệnh viện Mulhouse, miền đông nước Pháp, hiện đã bị quá tải, hôm nay, bệnh viện dã chiến đã bắt đầu được quân đội Pháp dựng lên kế bên bệnh viện này. Bệnh viện dã chiến sẽ có 30 giường cho những bệnh nhân hồi sức và sẽ có sự tham gia của cả trăm nhân viên y tế của quân đội.

Thêm một phi cơ quân sự sáng nay đã cất cánh từ vùng Bouches-du-Rhônes, miền nam nước Pháp đến Mulhouse để chở các bệnh nhân Covid-19 đến vùng Aquitaine, theo thông báo của bộ Quân Lực Pháp trên mạng Twitter. Đây là chiếc A330 Phénix của không quân Pháp, cho tới nay chỉ được sử dụng cho các vùng có chiến sự. Hôm thứ tư vừa qua, không quân Pháp đã chuyển 6 bệnh nhân từ Mulhouse đến Marseille và Toulon.

Trong cuối tuần này, hải quân Pháp cũng tham gia vận chuyển bệnh nhân từ đảo Corse đến vùng Côte d’Azur. Chiếc tàu chở trực thăng Tonnerre sẽ đến Ajaccio để di tản khoảng một chục bệnh nhân đến Marseille.

Trước tầm mức của dịch Covid-19, hệ thống bệnh viện Paris ( AP-HP) hôm qua đã kêu gọi các nhân viên y tế khác, nếu có thể được, đến hỗ trợ cho đội ngũ của 39 bệnh viện Paris.

Từ mấy ngày qua, cứ đúng 8 giờ tối, dân Pháp lại đứng bên cửa sổ để đồng loạt vỗ tay cám ơn các bác sĩ, y tá đang ngày đêm chiến đấu với virus corona trong điều kiện hết sức khó khăn, đặc biệt là tình trạng thiếu khẩu trang bảo hộ.

Angela Merkel to quarantine after meeting infected doctor

Others said they were going to work, when in fact they were meeting friends for a game of cards.
