Expatriates assigned to work in Saigon can find the city's heat and humidity oppressive. Other challenges include issues typical to many tropical cities in the developing world, such as threat of disease. "Also making life here less than ideal are pollution, limited medical facilities, inadequate infrastructure, dangerous traffic and crime," writes ORC.

The Vietnamese capital has a cooler, more comfortable climate than Ho Chi Minh City, and Hanoi's crime problem is also not as severe. On the other hand, Hanoi is the capital of one of the few remaining Communist countries. "Because Hanoi is the seat of government," according to ORC, "any stress related to official policy is heightened here."

Vietnam: Property rights index

A subcomponent of the Index of Economic Freedom, the property rights index measures the degree to which a countrys laws protect private property rights, and the degree to which its government enforces those laws.

Higher scores are more desirable, i.e. property rights are better protected. Scores are from 0 to 100. The score of Vietnam is 15 .

The index also assesses the likelihood that private property will be expropriated and analyzes the independence of the judiciary, the existence of corruption within the judiciary, and the ability of individuals and businesses to enforce contracts.
The Global Property Guide considers protection of property rights as a significant factor affecting the desirability of a residential real estate investment.
