California town settles suit over Flintstones house

In a dispute that pitted property rights against government rules and played out in international media, Florence Fang, a retired publisher, defended her colorful and bulbous house and its elaborate homage to The Flintstones family, featuring sculptures inspired by the 1960s cartoon along with aliens and other oddities.

Fang’s house was built by William Nicholson, an architect, in 1976. Nonetheless the town called the sculptural realisations of Fang’s dreams “a highly visible eyesore” – and sued.

An attorney for the town said residents were required to get a permit before installing sculptures, regardless of the theme.

The woman was reportedly arrested in Landerneau in western France, where the race’s first stage began Saturday. Authorities were confident in their efforts to locate the suspect, said Camille Miansoni, a prosecutor in Brest, where the race began.

Police sought the woman, who could be German, after she obstructed the raceway with a cardboard sign that read, “Allez Opi-Omi,” first causing cyclist Tony Martin to crash. Other cycles began to pile up as a result, injuring some riders.

Authorities announced an investigation into the crash for "involuntary injuries with disability not exceeding three months by manifestly deliberate violation of an obligation of safety or caution," and they began calling witnesses.

The Tour de France also announced that it would seek legal action against the fan.

“We are suing this woman who behaved so badly,” Tour de France Deputy Director Pierre-Yves Thouault said Saturday. “We are doing this so that the tiny minority of people who do this don’t spoil the show for everyone.”

Ukraine is preparing to stage a military parade next month to mark 30 years of independence following the Soviet Union’s breakup, and the defence ministry on Friday released photographs of fatigue-clad women soldiers marching in mid-heel black pumps.

More than 31,000 women now serve in the Ukrainian armed forces, including more than 4,000 of whom are officers.

The choice of footwear sparked a torrent of criticism on social media and in parliament, and led to accusations that women soldiers had been sexualised.

“The story of a parade in heels is a real disgrace,” commentator Vitaly Portnikov said on Facebook, arguing that some Ukrainian officials had a “medieval” mindset.

Another commentator, Maria Shapranova, accused the defence ministry of “sexism and misogyny.”

For owner Fritzsch, whose company Tokuri used to import sake and soft drinks from Japan, the daily free Bürgertests or “citizens’ tests” have been a financial life-saver since bars and restaurants closed down: the cost of each test is reimbursed to service providers by the federal states.

On hot summer days, Fritzsch’s riders keep their testing kids stored in a drawer stuffed with ice packs. French champagne industry in a fizz over Russian law

As the Champagne committee’s website clearly states: “Champagne only comes from Champagne.”

But in a provocative move on Friday, Vladimir Putin signed legislation requiring all non-Russian producers to mark their products in Russia as “sparkling wine” on the back of every bottle, including some of the world’s most famous and expensive bubbly.

Under the law, only locally made Shampanskoye is worthy of the prestigious and previously exclusive name, and French appellations are not recognised.

On Saturday the celebrated champagne producer Moët Hennessy, part of the LVMH luxury group that includes Veuve Clicquot, Ruinart, Mercier, Krug and Dom Pérignon, threatened to suspend exports to Russia.

But by Monday the threat had gone flat when the company announced it would resume deliveries. “The Moët Hennessy champagne houses have always respected the law in place wherever they operate and will restart deliveries as soon as it is able to make the [label] changes,” the group said.

France has 16,200 champagne wine growers and 360 champagne houses, producing around 231m bottles a year. Champagne is made from only three grapes: pinot noir, meunier and chardonnay. The market is worth €4.2bn, of which €2.6bn is exports, with the UK and US the biggest customers.

Russia imports almost 50m litres of sparkling wine every year. French champagne represents 13% of this market and Moët Hennessy only 2% of this.

Russian Shampanskoye is the post-USSR reincarnation of what was called Soviet champagne, a popular cheap sparkling drink created in the Stalin era in the 1930s to make a version of the elite wine that was available to all.

Le Monde suggested Putin’s move was a nod to his close friend and associate Yuri Kovalchuk, the billionaire who owns the Novy Svet and Massandra wineries in Crimea, annexed by Moscow from Ukraine in 2014.

“For correctness, we just need to rename Kuban [a Russian wine-producing region] as champagne and it will all be rather logical,” joked Vasily Oblomov, a Russian musician. He also suggested a law requiring that “Mercedes” be defined as cars only made in Russia.

Armed Afghan women take to streets in show of defiance against Taliban

Women have taken up guns in northern and central Afghanistan, marching in the streets in their hundreds and sharing pictures of themselves with assault rifles on social media, in a show of defiance as the Taliban make sweeping gains nationwide.

One of the biggest demonstrations was in central Ghor province, where hundreds of women turned out at the weekend, waving guns and chanting anti-Taliban slogans.

They are not likely to head to the frontlines in large numbers any time soon, because of both social conservatism and lack of experience. But the public demonstrations, at a time of urgent threat from the militants, are a reminder of how frightened many women are about what Taliban rule could mean for them and their families

For conservative militants, facing women in battle can be humiliating. Isis fighters in Syria were reportedly more frightened of dying at the hands of female Kurdish forces than being killed by men.

Japanese fax fans rally to defence of much-maligned machine

A cabinet body that promotes administrative reform said in June it had decided to abolish the use of fax machines “as a rule” by the end of the month and switch to emails at ministries and agencies in the Tokyo district of Kasumigaseki, Japan’s bureaucratic nerve centre.

Instead of embracing the digital age, however, hundreds of government offices mounted a defence of the much-maligned machine, insisting that banishing them would be “impossible”, according to the Hokkaido Shimbun newspaper.

The backlash has forced the government to abandon its mission to turn officialdom into a digital-only operation, the newspaper said on Wednesday.

Members of the resistance said there were concerns over the security of sensitive information and “anxiety over the communication environment” if, as the government had requested, they switched exclusively to email.

Japanese ministries and agencies use faxes when handling highly confidential information, including court procedures and police work, and the Hokkaido Shimbun said there were fears that exclusively online communication would result in security lapses.

They just want to fax.
